morning. let's start with what is going on. is it raining again? >> it is not raining. we had some thunderstorms. i saw lightning in fairfax county but it was heat lightning. we didn't get any rain. it happens in the summer. you see the lightning and don't hear the thunderstorm. it is basically a thunderstorm too far away to hear the thunder. the lightning can make it through the atmosphere but the thunder gets muffled out. folks in maryland got the rain. because the ground is saturated and we expect more slow-moving rain later today there is a flash flood watch in affect from 2:00 this afternoon to the wee hours of the morning. talk about what is happening. first with danny. danny is less of a factor. good news. still a tropical storm. a minimal tropical storm. the way danny will impact us is if you are heading to the coast, going to have rip tides, beach erosion. go we're going to get rain but it will be from a front and a

schedules. on monday, nearly 8,000 high school students county wide experienced some sort of scheduling issue. 9 news digital correspondent armando trull is live outside of crossland high school in temple hills with more. good morning. >> crossland high school in temple hills is one of the few schools in the pg system that didn't have any problems at all. but elsewhere right now there are 1900 students waiting to find out if this is the day they will get down to their abcs and 123s. >> i want to offer my sincere apologies. >> reporter: that's about all the portions county superintendent could say given one of the worst starts to a school year in the county's history. what's more, the prince georges county school system apparently knew months before the first school bell rang this monday that it had major problems with the scheduling system. problems which forced 8,000 students to cool their heels in school gyms, cafeterias and

auditoriums for lack of class schedules. >> we write it by hand and then to the data processor to make a copy for the child. >> reporter: despite the all hands on deck approach from personnel to schedule students the old-fashioned way, thursday there were 1900 students without full class schedules and with four days of lost classes to make up. and ya, i just spoke to the prince georges county school system. they say they will have a number by 11:30 today as to how many students are still without a class schedule and as far as who was responsible, the prince georges county school system says it is reviewing a contract with a software provider to see if it has any remedies because of the problem. however, the software provider said it has installed the program in many school systems and this is the only place where there has been such a massive crash. armando trull for 9 news now and wusa9.com. a prince georges county mother is calling for action against a bus driver who put her son off the bus.

6-year-old decarlos jackson wasn't supposed to be on the bus but he said a teacher put him on board. once on the bus the driver made the child get off at a stop several miles from his home. he was picked up bay stranger who luckily happened to be a parent who drove him back to school. >> i think she should have already been suspended and/or fired. >> reporter: michael doddson is the direct of transportation and he says the driver may face disciplinary action. they say that decarlos should have not been put off the bus because she knew he wasn't win of the students she was supposed to take home. police are investigating the murder of two virginia tech students. two students were found inside of jefferson national forest. it is a popular hiking area for

tech students. it appears both were shot. one was found inside of a car and the other outside. police have not identified possible suspects or a motive. today mourners will have one last chance to say thank you and good-bye to senator edward kennedy. his body will lie in repose at john f. kennedy library in boston today until 4:00 p.m. this is a live look at his casket inside the kennedy presidential library. as karen brown reports, thousands lined up thursday night in to friday morning for a last look. >> reporter: more than 20,000 people lined in the early- morning hours to pay their respects to senator ted kennedy. >> he was a giant, more than a man died. much more than a man died. >> reporter: so many turned out that the john f. kennedy library in boston stayed open for an extra three hours. each mourner paid tribute in their own way with a prayer, offering salute or clutching

his book. reverend jesse jackson was among the thousands putting his hand over his heart as he paused in front of the flag- draped casket. the good-byes began on thursday along cape cod as the senator's body was taken in to boston. kennedy's widow says she is touched by the outpouring of support. >> teddy loved the people of this state. he loved this city, and it was just an extraordinarily moving. >> reporter: thousands more have already lined up here at the library there morning and later this evening the family will hold an invitation only memorial service. it is a celebration of the late senator's life and his impact on his country. president obama will also head to boston today ahead of saturday's funeral. the president's staffers say he's been hard at work penceing the eulogy he will work. >> he has some speech writers he works with but this will be a personal statement. >> reporter: preparations are underway at arlington national cemetery for saturday evening's

burial. for now a small blue flag marks the casket where he will lie next to his two brothers. and we will have live coverage beginning tomorrow at 10:00 a.m. of senator kennedy's funeral. the senator's body will arrive at andrews air force base around 3:00 p.m. tomorrow. his motorcade is expected to arrive at the castle at 4:30 for his burial at 5:30 and visit our section about his live when you visit wusa9.com. jessica? >> thank you, andrea. there's no singling law maker or leader in congress to step in to ted kennedy's shoes. what's more the atmosphere is so partisan it is hard to imagine anything toward incremental steps toward his policy goals. with me now to weigh in is virginia congress gerald connelly. you knew ted kennedy. how can you quantify this loss

for the democratic party and for congress? >> well, you know, a voice of reason as been silenced. he was unvarnished democrat and unapologetic liberal but he understood that legislating is the art of compromise and the art of the possible and he never his -- hesitated to reach across the aisle and cut a deal, to move legislation forward and to make sure progress was achieved and i think he did it in a way that involved humor and caring about orpeople and i think that's why he is held in such high regard in the senate. >> reporter: when we started, those john bodier talking about partisan? in the congress. hard to move things ahead. health care reform is what they are focused on so closely right now but some in your party say kennedy's loss, even though this was his lifetime goal it

will bring factions together in the democratic party. do you see that being the case? >> i do think this sad loss of teddy kennedy will help to unify various elements of the democratic caucus in moving forward on some kind of health care reform. part of his legacy and part of our own. so in that sense it may very well affect the debate and bringing people together. i don't see it having a similar affect on the other side of the aisle. >> you had a town hall meeting on health care in springfield earlier this week on tuesday. it wasn't really punctuated by maybe the same level of raucous criticism we have seen in other parts of the country but you heard concerns from constituents. what are they telling you and do you have any concerns about the movement toward health care reform? >> first of all, the second part yes, i do. i have not indoorsed the bill. i'm still looking at the various elements of the health care debate and trying to make

up my own mind and listening to my constituents for that process. and that's why the town meeting we had the other day was an important event. it was totally civil event and we had 500 people. some of my former political opponents were there at the town meeting but a respectful dialogue. we went on about two, two and a half hours. we heard from a lot of people. people who want health care reform and some think it is an economic issue, a moral issue, some are concerned about it and some don't want it at all. and so we heard the whole gamut. by the time the town meeting ended there were a lot of fears addressed and a fairly robust debate about certain issues and even if we didn't all agree at the end of the day there was a better understanding based on the summation and facts instead of fear and fear mongering. the kids are going back to school and congress is coming

back after labor day, what are the items you think will be tackled. health care number one on the issue. >> health care will dominate everything between now and when we end this session of the 111th congress. we have 12 appropriations bills and they have to be taking up a lot of time and regulations that is a big issue. so our plate is full between now and when we are scheduled to go out at the end of october. >> when do you feel you may find a point where you will endorse a health care plan? >> probably up to the end. if i want to keep an open mind, frankly on behalf of my constituents want to use any my leverage i'm not going to tip my hand to early so i can protect the interest of my constituents. >> we will talk about that again when you endorse the plan. federal help is on the way for all of you who are tired of

anniversary of the march on washington. it was a rallying call for freedom and jobs for all americans. the reverend dr. martin luther king junior led an estimated 300,000 people to the lincoln memorial. the site where he deliver his famous "i have a dream" speech. hurricane katrina devastated the cities of mobile, alabama, biloxi and gulf port, mississippi and slidell and new orleans in louisiana. levees were breached by the surge ultimately flooding 80% of the city. it left 1800 people dead and caused $80 billion in damage. nasa will try to send the shuttle discovery in to space tonight. mission managers decided yesterday afternoon to postpone the launch this morning to 11:59 tonight to work on a backup plan. after weather delayed tuesday's launch, sensors showed a malfunction with a critical

fuel enthrall. now it appears the problem is wi the sensor itself. the shuttle is delivering equipment to the international space station. if pretaped solicitation calls drive you crazy at dinner time, help is on the way. the federal trade commission has announced it is banning of those types of pesky pre- recorded calls. september 1st, telemarketers will need written permission from the customers before they call you at home. can you spare $10? it may not sound like a lot of money but it could be a lifesaver in times of need. robin mckinney is here to explain. she is the director of the maryland cash campaign. and we have a warning about foreclosure scams. thank you for being here. all right. so we will start with you, ron. the scam artists are out there like they have been waiting for this and there are more than one type of scam. tell us what foreclosure scams are lurking out there right now. >> there are an abundance of

scams out there these days and we caution people to really assess the personal information. and when they receive the phone calls or knock on the door from people who they didn't ask these people for their help, in general be very cautious. and we are telling people one scam is where people are seeking foreclosure hope and they are asked to pay up front for the service. we caution people they should not have to pay up front for that service and they should be seeking help from a nonprofit counseling agency by contacting depatment of housing and urban development. they can make a referral to any specific location where that person lives. >> exactly. most state agencies, even though lower localities have some kind of assistance to offer counseling. >> that's for free. >> it is for free and go with a hud approvalled counseling agency. >> reporter: is there any legal recourse if you are the victim of one of these foreclosures? >> there are resource -- recourses of action. one thing we encourage people

to do is to contact the local counseling agency. my agency, for example, will take those kinds of inquiries and we will work with the client and working with probably the federal trade commission or the local attorneys office to see if there is a case that can be made for that client and try to recoupe those funds. >> a lot of people are using credit cards to try to get out of mortgage debt and putting it on their cards and making things even worse. how can $10 help in this time of desperate need. >> the thing is you have to smart somewhere and in a time where we see people depleting their retire and savings and going to every source they can in order to get through, it is important to start to rebuild as you can. and that might mean $10 a week or $10 a monday or whatever you can spare but have a longer- term vision in mind that you have to have an emergency savings. we see so many people a disaster strike, a hurricane comes through, a job loss, may not be able to have three or

six months but if you have a little set aside to weather the small storms then you can build on the bill storms. >> people hear credit card debt and flood you with calls. how does this agency help. >> we try to help people to start with a plan. what are your goals. help to understand your values and beliefs we have about money. we have a money history and story. we have money baggage. i'll say it. and sometimes we need to get clear with that so our organization helps people to do that and we have a great relationship with consumer credit counseling services. people can call with budget and credit card questions. as soon as 10:00 hits here, and people weren't able to get through they can call over to our line and it is open six days a week and we have 70 counselors that are available and ready to answer these questions. >> we said for the first time

people are paying more with debit cards than credit cards is that a good thing? at least you know the money is there and when you pay it out it is gone. >> i think it is. i think a lot of people thought they were managing their credit cards because there is an assumption of how much money was coming in and now a fixed income or loss of income and they realize i need to go to a cash system to better manage my money. >> to avoid foreclosure or to at least avoid the scam artists that are out there, so give them a call. kim is here and has an update on the forecast. keeping an eye on our weather. once again, all eyes are on the weekend. it can't seem to get here soon enough. and another system will be threatening our beaches with heavy surf. it is 74 degrees inside the beltway. to the north and west, martinsburg is 70. we have 68 winchester. 75 in fredericksburg.

here's a look at the rain from last night. notice it affected mainly northern central maryland and over to baltimore. it put down good soakers last night. so that round is needless to say a bit saturated and we a ciaf ctoon l untirnten unti2 tomorrow morning. so heads up. probably going to be getting heavy rain in here, and no it has nothing to do with tropical storm bill. count on more clouds than sun. by the lunchtime shower and thunderstorms will fill in, 79 an cooler day, 82 with thunderstorms around your getaway time of 5:00. this is actually the low that's going to bring us rain. danny out here in the ocean, notice that low is going to be absorbed by the jet stream and the jet stream will be bending in a way to keep danny out in the ocean and also bring tropical moisture up the coast. we will get the tropical

moisture but not the tropical system to bring it out, which is good. if you are going to the ocean, that's where we will have trouble with rip tides and rough surf. let's take a closer look at danny as it sits out here. the last several hours it has weakened and sustained winds 40 miles an hour instead of 60 miles an hour and the path is off the coast. may flirt with the outer banks but not a direct hit. north carolina has a tropical storm watch in affect. right now it is moving north northwest and it is 859 miles away from ocean city, maryland. alright as for the weather around here watching for heavier rain building with that low traveling up the coast. notice the time is up here. my midnight heavy rain and again tomorrow throughout the day notice we will be heading to a drying trend.

80s and 70s. and the next seven, a touch of autumn next week with 70s for the highance instead of 80s and 90s. that's the next seven. over to jessica. more than a half million homeowners will soon be in for a rude awakening. >> let's start, larry with what is the scenario about to happen for a lot of homeowners. >> the big concern is what is called the optional. this is a loan with four payment options, one of which required you didn't pay all the interest. in the interest rate environment we are in now, rates are relatively low but at some point when you have accrued enough interest they reset to an amortizing loan and you will see payment jumps from $1,500 up to 3,000.

so people really need to get ahead of those if they have the option arms. >> we saw the situation in the past where a loot of people went in to foreclosure because they couldn't make their mortgage payments. can people refinance these loans to a 30-year fixed rate? >> because of the low interest rate environment, it is a wonderful time to consider that. for many of thesed a justable rate mortgages people will not see price shock in terms of significantly higher rate. if there is deferred interest or negative amortization that may not be true but on a typical arm that originated three, four five years ago you may see a payment come down. however, at some point in time, hopefully far down the road interest rates will be higher than today and it might be worthwhile looking in to a conventional type arm or a fixed rate. now, larry, if you were looking to refinance one of these mortgages so you don't have to see your payment double especially and you can't afford the loan. is the home value going to be

an issue? a lot of people bought these homes when they were inflated and might be under water on their loans. >> that's the big challenge. especially with the option arm. the government programs that allow you to refinance even if you have lost the equity in your home, one of the requirements that was originally a fanny or freddy loan. some of the arms were not. and the rate adjustment in the short term might be a pleasant surprise. it really making sure you are not blind sided down the road. >> looking at the market lately things are looking good compared to what we are looking at a couple of months ago. the first time home buyers tax credit has gotten a lot of recognition for helping the numbers but that is running out soon. only 95 days until that is over and it takes 90 days to clear the deal. are you concerned when that goes away it might hurt some of the business that you have been doing? >> i think that was icing on the cake. i think it is right for

somebody to purchase a home and the $8,000 credit is great if you can afford it. if you are comfortable with what the payments will be and in many cases, even with 3, 5 or 10% down your monthly mortgage payment because of this low interest rate environment will be about the same, in some cases less than what you are paying in rent. so the question is, can i come up i need for the down payment and the closing costs, the $8,000 is a big help but if you can do it with or without that it is probably a good time to buy. >> we have 30 seconds left. what are your expectations for the market in the next couple of months. >> the interest rate environment will be low. the government treasury program is set to expire at the end of october. which that could create a slight hike but i think we will be in a good buying environment and people seem to be getting off the fence so i'm cautiously optimistic. >> you guys will continue to

you need to have a separate bank account. don't want to merge it with your personal income and those are the three main things to get started. so file for a business license but it is not expensive to get started if you are starting a freelance or consulting company. self employment is good for retirees as well because they can use those experiences and become the consultants to virtual employees. tell us more about where the retiree should be looking making an impact on retirement years. >> i agree people should pursue their passion and not a pension. it is better to do what you are passionate about and take over the experiences they have garnered of the last 20 to 30 years working for a corporation and then look to outsource many companies now days will be shifting from having permanent full-time employees any way to more contractors that are seasonal to lower overhead. it is a tough economic time across the board and so

retirees can actually capitalize on the use and experience and knowledge they have gained. >> how do i boost my savings because you will need savings eventually. the 401-ks are not doing well but do i put money in to them if you can. >> it is time to be creative and as jen mentioned we need some shifting in our mind. 401-k is great. put money there if you can have maps but look at the nontraditional things we have been spoofed by like life insurance and the ability. that's one of the biggest exemptions in the tax code, a life insurance exemption where you can get the money and it is coming back to you track free. and taxes are going up. we want to minimize taxes when we start to take the money. >> and you say make sure it is part of your will. it seems moot at that point. >> a lot of people think their iras and 401-ks is covered in
