this is 9 news now. hello and welcome to 9 news now at noon. i'm j.c. hayward. well, a flood watch is set to take affect in parts of our area this afternoon. so let's get right to kim martucci to tell us what we can expect.

ins hour s lk onlortfolks in lorton you llwi be seeing this. what are we talking for the afternoon, show you the radar loop. this is just e a loofexpect a l moving in here. this is nothing to do with danny but the air mass that is fueling danny is alinfusog el es h s fehi tct affrom dersthunderf rnteunafn ooti aftern2:00unm. 00a. a.m. tonight. i'll break down the details of the weekend weather. if you are heading to the beach or staying right here i have important stuff you need to know and i will have that in a few minutes. >> thank you very much. we may never know if the problems with the water main that burst along river road last year are putting other pipes at risk. of course you may remember this scene of water gushing down the montgomery county street last december. well, today, officials with the washington suburban sanitary commission say the inspection records for that water main may have been thrown away.

and that means that they cannot determine if other pipes could have similar problems. after being held for 18 years, a 29-year-old california woman is now back with her mother. the couple accused of abducting her is in police custody. alison harmelin reports there are still many questions about this incredible story. >> reporter: jaycee lee dugard is with her family for the first time in 18 years. they are learning more about jaycee lee dugard's secret life, living in this backyard complex of fences, sheds and tents. >> she feels guilty for bonding with this guy. she has a real guilt trip. >> reporter: there is no evidence that she reached out to anyone beyond her prison walls. the convicted sex offender phillip garrido and his wife have admitted they snatched jaycee lee dugard off the street in south lake tahoe when she was 11 years old.

she gave birth to two daughters, feared by phillip garrido, the when she was only 14. people who know phillip garrido say his behavior had become increasingly bizarre in the past years and after his re phstarp il, idgalioko rre on the phone with a local television station. >> it is a thing but i turn mid life completely around. >> reporter: neighbors were always wary of phillip garrido but never saw his wife or daughters. they say they are looking forward to caring for the two girls now ages 11 and 15. >> the girls have been been to school, never been to a doctor or dentist. just unreal. >> reporter: but the girls have seen the outside world. when phillip garrido took jaycee lee dugard and the two children to a parole meeting, along with his wife, the officer became suspicious. the arrest followed. phillip garrido is said to be in good health. investigators say living in a backyard for 18 years has taken

its toll. alison harmelin for cbs news. police say that jaycee lee dugard was being held less than 200 miles from where she was aoriginally kidnapped. a dozen students are recovering from a scare in atlanta. the 8th through 12th graders were on the school bus when a shirtless man jumped on board and took control. police say 23-year-old eric pittman overpowered the driver and then abandoned the whee the bus started down a hill. >> she was jumping off the bus after the bus moved down the roadway and i seen they had uniforms on. i didn't know what was going on first. i seen a young lady that said help us. somebody hijacked our bus. >> reporter: most of the students were able to jump off the back of the bus before it crashed. two students, however, suffered minor injuries. pittman is in custody, but police have not announced what charges he will face.

nine of the 22 high schools in portion county have resolved all of their problems with this year's class schedules. in the last 30 minutes, we have learned that 1300 students are still waiting for their schedules, but that is down from 8,000 at the beginning of the week. our digital correspondent, armando trull brings us up to date on exactly what has happened this week. >> i want to offer my sincere apologies. >> reporter: that's all the prince georges county superintendent could say given one of the worst starts to a school year in the county's history. what's more, the prince georges county school system apparently knew months before the first school bell rang this monday that it had major problems with the scheduling system. problems which forced 8,000 students to cool their heels in school gyms, cafeterias and auditoriums for lack of class schedules. >> we write it up by hand and then write it for the data processor and a copy they are the child. >> despite an all hands on deck

effort to do it the old- fashioned way, on thursday there were 1900 students without schedules and with four days of lost classes to make up. the portion county school system is trying to find if under the contract it has legal recommend days with the software provider but the provider says it has installed this program elsewhere and this is the only place where a similar crash has happened. armando trull for 9 news now and wusa9.com. the school max system is also used in lincoln county, georgia, coffee county, georgia and barrington, rhode island. the largest of those systems educates about 8,000 students. portions county schools educates about 40,000 students. the county tells us the schools' still dealing with the worst of the problems are bowie, devow high school and parkbail high school. police are trying to figure of the circumstances surrounding the deaths of two

virginia tech students david lee metler and heidi lynn's bodies were found yesterday in jefferson national forest. both 18 year olds appear to have been shot. police are treating it as a double homicide. well, today marks 46 years since an historic gathering along the national mall. we will have more on that and tropical storm danny's path. it is all coming up on 9 news now at noon. tens of thousands come to remember the late senator ted kennedy. in boston,is is coming up. fa

>> i have a dream today. >> today marks the 46th anniversary of dr. king's famous speech on the steps of the lincoln memorial and there was a remembrance there earlier in the week. tens of thousands are lining up to pay their respects to senator edward kennedy in boston. the lawmaker's family says they are surprised and touched by the public's response to his death. the next two days will be filled with ceremonies in the senator's honor. >> reporter: so many are coming to say good-bye that the doors to the kennedy library opened

early to accommodate the crowd. it passed ken's flag draped casket. among them the senator's daughter cara, jesse jackson praised him as a champion of civil rights. >> he saw america as a land of rights for all and not privileges for a new. >> thousands waited in the line, among them massachusetts residents james and dora. >> too late to say thank you to him but though she rest of the world what he meant to us and here in massachusetts and the united states. it is an honor to be here today. >> the public viewing is set to wrap up this afternoon. a private memorial for family and friends will be here this evening. the senator's niece, caroline kennedy along with the massachusetts governor and senate colleagues are all scheduled to speak. 21,000 lined up yesterday to pay their respects. the library stayed open until 2:00 a.m. and kennedy's widow came out to

say thanks. >> teddy loved the people of this state. he loved this city and it was just an extraordinarily moving. >> reporter: cbs news learned that kennedy's two sons will speak at the funeral mass. barack obama will deliver the eulogy. kennedy's body will be then flown to washington with a motorcade stopping at the capitol before taking him for burial near his brothers at arlington national cemetery. cbs news, boston. workers at arlington national cemetery are preparing the gravesite for tomorrow's burial. it will be just a few feet from the graves of the senator's brothers, john and robert. >> it is nice for people who want to remember them that the brothers are all together. it is a nice memory for our country to have them all together. >> reporter: senator kennedy is eligible for burial at arlington because of the service in the army and his 46

years in the senate. the senator's body will be carried from andrews air force base to the u.s. capitol tomorrow. he is expected to arrive at the capitol around 4:30. the motorcade will then proceed to arlington national cemetery for the burial service at 5:30. now, we do not have any information on specific road closures, but you may want to avoid the motorcade's route. cbs coverage of the memorial and funeral begins tomorrow morning at 10:00 a.m. and you can see it here on wusa 9. nasa is keeping an eye on the skies as it tries to launch space shuttle discovery. we will have more on that, and we'll take a look back at hurricane katrina when we come back. from annandale to alexandria, we have heavy thunderstorms lighting up do 0090r

no evacuations are being ordered because of tropical storm danny, but residents along the east coast are keeping an eye on the storm. we'd like for you to look at the heavy surf along wrightsville beach in north carolina. a tropical storm watch is in affect for the carolina coast. swells from the storm are expected to produce dangerous surf and rip currents. tomorrow, marks four years since hurricane katrina hit the mississippi and louisiana coast. the storm surge caused catastrophic damage to cities and towns like mobile, biloxi, gulfport and new orleans. and the new orleans mayor, ray nagin, became a lightning road for criticism after that storm. today he is talking about weathering that criticism. >> i don't think any leader after a disaster pretty much

survives. if you look at japan and other major disasters most leaders are kicked out. i was fortunate to be standing here as we continue the progress. what i find is citizens wanted immediate fixes when there was no immediate fix. so i took the brunt for that. >> reporter: 80% of new orleans flooded during katrina. the storm left more than 1800 people dead and it caused more than $80 billion in damage. nasa is planning to launch the space shuttle discovery tonight. liftoff from the pad at cape canaveral is scheduled for 11:59 p.m. the latest trip to the international space station has been delayed twice this week due to bad weather and the fuel valve problem. if the mission does not launch by sunday, it will be pushed back to mid october. all right. let's get a full look at the weekend weather. kim has been checking her map. >> we have been getting a lot of use out of doppler 9000 this

ground, from some rain last night. in the middle and upper 70s for the time being. once the rain moves in i doubt we will get much warmer than that. tomorrow middle 80s with leftover rain and sunday we should be drying out. here's the tropical connection 67 again, highs around 80 today. keep an eye on the atlantic ocean as we animate this graphic for you. there it goes, danny is staying off the coast. it will provide heavy surf for ocean city. tomorrow it will turn more to scattered showers, 84. and this less humid air mass is what your sunday weather forecast looks like. around here, we are going to keep it very wet today. that drive home tonight, yeah, that's what we are talking about, a lot of rain. winds at 40 miles an hour for danny and it has weakened since yesterday. but it is still trying to hug the cape hatteras coast and never makes it there. as for our weather forecast, we will be seeing the affects of danny only in the form of rough surf. around here we get rain from that stalled front that is lifting over us and again that
