"this broadcast realtime captioned by becky lyon." this is 9news now. >> one big speech down. one to go. >> today president obama addressed the nation's students as they went back to school. tomorrow it is an appeal to both houses of congress and the entire nation to rally behind health care reform. for the last month critics of the president's plan have dominated the headlines. one major sticking point is the public option. >> for too many weeks now we have been watching the white house seeming to be on both sides of the public option idea. he needs to draw a pretty firm line in the sand say i need it, i want it, i'm prepared to fight for it. >> i have every belief when he finishes his speech tomorrow the american people will be able to put aside some of the

ridiculous falsehoods that have been perpetrated. >> a bipartisan plan introduced today would fine americans if they don't buy health insurance. it also required that insurers take all applicants regardless of age and health. >> we keep hearing about the cost of health care. what about the cost of lobbying congress? the competing interests are spending a fortune. gary neurenberg has been looking into that for us. >> reporter: more than a small fortune, derek. hospitals, doctors, businesses, health insurance companies, trial lawyers, nurses, unions. each one of those groups want legislation written to reflect its interests and each and everyone is spending big right now to make that happen. because the stakes are immense. >> if they spend $1 million up front they may be able to save themselves or earn themselves $10 million in the end gains.

>> reporter: it is estimated that 3000 lobbyists are working on health care spending 1.5 million a day. when this is over it could be the most expensive lobbying campaign in congressional history. >> if current trends continue you are looking at more than half a billion dollars spend by just the health sector alone on lobbying. >> reporter: not even counting spending by insurance companies. who wants what? >> doctors want medical malpractice insurance. >> reporter: lawyers just the option. >> if there aren't as many trials or profits to reap from those trials then you won't be too happy. >> reporter: drug companies want to limit generic drugs. >> they don't want to legislation written in a way that is going to cut into their bottom line by having generics come on the market sooner. >> reporter: hospitals. >> you want to make sure you are still able to operate and make a profit. >> reporter: and of course insurance companies want to stop a public option.

back at school for most students in northern virginia. fairfax county opening two new schools today. with school back in session thousands of young aspiring young musicians will soon be clamoring for the students for the school band and music classes but as the down economy has muted parental enthusiasm for shelling out the cash for those music programs. we sent digital correspondent james hash out there to find out. >> just bring it to us and we will take care of it for you. >> reporter: while the economy may be striking a foul note, parents of children in school music programs are still willing to make a sacrifice for their kids. >> there are other things that you could be putting the money to but when it comes to your kids you want them to succeed. >> reporter: and that has kept business humming along at chuck's music center.
