works and fix what doesn't. >> he says any health care reform must contain certain key points. >> it will be against the law for insurance companies to drop your coverage when you get sick or water it down when you need it the most. we will place a limit on how much you can be charged for outof pocket expenses because in the united states of america no one should go broke because they go sick. >> reporter: they want them to cover routine checkups and preventative care. >> it makes sense and saves money and lives. nothing in our plan requires you to change what you have. >> reporter: those without insurance or the self employed will have a low-cost option. >> we will create a new insurance extension, a marketplace where individuals and small businesses will be able to shop for health insurance at competitive prices. >> reporter: the president reached out to republicans saying some of their ideas including trying to control

malpractice lawsuits were worthless. and the dismissed the thought that there are death plans. >> i will not sign it if it adds a dime to the deficit of in the future, now or in the future period. >> reporter: this cost is $9 billion over the next ten years. even if the president extended an olive branch to republicans he says he will not waste time with those trying to kill the measure and not improve it. >> this morning a republican lawmaker is in hot water with his own party for heckling the president during the middle of his speech. >> those who claim our reform efforts will insure illegal immigrants this too is false. the reform the reforms i'm

last night the president went before congress and the nation to try to regain control of the health care reform debate. armando trull is live on captiol hill with more. armando? >> well, andrea, hours before the president delivered that speech, a poll showed that 52% of the american public disapproved of his handling of the health care reform issue. that's one of the reasons why he tried to recapture the initiative during last night's address to congress. president obama said that america cannot afford to wait any longer for health care reform. >> the time for bickering is over [ applause ] the time for games has passed. >> reporter: he told congress health care reform must have low cost options for those that don't have health insurance. >> the plan will be required to carry basic health insurance as most states require you to carry auto insurance. >> reporter: the president did not shy away from a public

they say the closing of two prisons means the population of two local prisons will bloom. >> each day 40 to 0 people are people who should be in state prisons having been sentenced. that's normal but with two prisons closings, local sheriffs have been warned they will have to handle more state prisoners, which is always a money-losing proposition. >> the reimbursement for prisoners is minimal mall. about 10 to 20 dollars a day when our costs is $135 a day. >> any additional prisoners would force us to look at opening a new section of the jail which will be very costly.
