are watching some stuff approaching dahlgren right now. this will move across the river in to charles and saint mary's county. you can see the shower moving east of 20 miles an hour. north of annapolis we are seeing a shower pop up there. that's moving north of the bay bridge to the eastern shore. the day at a glance. looking at a good deal of clouds. cooler day today. temperatures in the mid to upper 70s with a better chance of showers returning this afternoon. it is 69 degrees here at 6:00 a.m. time for traffic. good morning kris. >> some issues just popped up on the american legion bridge inner loop, you can see an accident here right lane is getting by. stay to the right in that direction. delay backing up more details on that coming up. now to an overnight accident. this is route 29 at franklin avenue. this will be closed due to this cleanup. a jeep hit the pole and it had a transformer on it so we have

downed wire unless the area and we will have that throughout the morning. back to the beltway, another accident. this one is at 202. you are slow from new hampshire to colesville road. that's five extra minutes for you right there. heading in to virginia 395 northbound seeing a little volume pick up between duke and seminary. no problems to the 14th street bridge and 95 northbound in virginia, we are slow from the prince william parkway to lorton. 15 minutes right now and building. metro movies a half million people each day and now they are preparing for the h1n1 flu. it is a story that is new this morning on 9 news now. armando trull is joining us live. >> metro says the plan that it had to deal with any h1n1 outbreak follows the best practices set up world wide to address any pandemic and they are confident it will work here

in case h1n1 rears. metro is taking pro active steps to make sure the transportation system doesn't become a breeding ground for the h1n1 flu this season. this includes stepping up an aggressive cleaning schedule for environmentally friendly cleaner. >> disinfectant on the stations. >> reporter: metro is educating workers on hygiene and installed hand sanitizers for staff. the p.-a system will make frequent announcements reminding passengers to wash their hands and use hankies or their sleeves when thanes. >> i watch my hands a lot and carry handy wipes with me. >> reporter: it is part of a program that has evolved to address any type of pandemic and coordinated with state and federal authorities as well as the centers for disease control. and metro says it has also set up a toll-free line and internet site for workers to

deal with any type of h1n1 questions. reporting live, armando trull for 9 news now and wusa9.com. and vaccines against the h1n1 flu are on the way. tuesday health and human services secretary told congress four drug makers are approved to produce the vaccine. vaccine. >> the fda oversight using the same licensed manufacturing process used in facilities used for seasonal flu vaccines that are provided every year to protect millions against the flu. >> reporter: those h1n1 vaccines should be available by early next month. three minutes past the hour. something that is happening today. the announcement of a new health care reform plan. it will come from montana senator. the democrat is the top health care negotiator. he's expected to offer a ten- year plan. the price tag is under $900

taxis will debut them. the new taxis will include tv screens which will air videos about the community. jessica doyle is here with our daily "living $mart" report. and you say virginia is asking uncle sam for money. >> that's right. >> good morning. so many states are having mass i have financial problems because of the recession and virginia is one of them. so much so that the virginia governor is asking the federal government for $252 million loan. that money would be used to fund virginia's unemployment benefit program. the governor is citing high demand for benefits and a drop in employer contributions. virginia is the 20th state to apply for help from the department. they say they need the loan in mid october when the trust fund is slated to run out of money. a proposal for new fuel economy standards has been announced. it requires all passenger cars and trucks sold in the u.s. to get an average of 35 1/2 miles

a gallon by 2016. cars will be expected to average 39 miles a gallon and 30 miles a gallon for trucks. current standards are 27 1/2 miles a gallon for cars and 23 pine 1 miles a gallon for trucks. they predict the changes will save 1.8 billion-barrels of oil by 2016. the people made the call and t-mobile was apparently listening. they were planning to charge customers $1.50 a month to get a paper copy of their bill in the mail. but customers screamed about the change and some threatened legal action. so t-mobile usa decided to drop the fee. sign of the times, huh? >> thank you. an update on a proposed new way do commute in the morning. we told you about a ferry line going from southwest saint mary's county to washington, it could cost as much as $30 million to get boats sailing.

. time for the hero central report. kristin fisher is here and it's a great high school story that you are sharing with us. >> that's right. it is a story about a group of high school students in california who have helped a classmate beat the odds and fulfill his dream. you see, 16-year-old dent nealson wanted nothing more than to join the high school marching band. the only problem is he had cerebral palsy and almost entirely paralyzed except for his left fingers. so two of his classmates invented an instrument he can play. it can be controlled by his finger and they made it from small parts they found in their robotics classroom at and a xerox machine. it took a few tries but they finally got it right. >> it is easy to play.

. plenty of drama in new york last night the yankees and blue jays got in to a quenches clearing brawl. there were some close pitch and new york catcher jorge poe sad doe bumped carlton. as for the game, the jays won it 10-4. even nationals fans admit the season is a lost cause so already they are looking to next year. the nats release their 2 a 10 schedule. they open at home next year with a game against the phillies on monday, april 5th. may 21st through the 23rd the orioles come to town and the nats visit baltimore in june. as for interleague play, the white sox and royals will be also coming to town.

when sites like the drudge report started to post links to video of the incident which was captured on the bus ' video camera. about to show it to you but i want to warn you it is disturbing and graphic. if you don't want to see it or you don't want your kids to see it, this is your warning, okay. let's look at it. here's the video. you can see a student from bellville west high school turns around in his seat and starts to punch another student repeatedly in the face and another assailant joins in and other students stand and watch. some say they actually cheered. police are trying to figure out if this was a dispute over a seat or if it was racially motivated. the two religioned attackers are both black teenagers both ages 14 and 15. the victim is a white 17 year. the story is a headline on the drudge report. you can see it here, white student beaten on school bus. crowd cheers and one of the top
