this package may not represent. >> reporter: here are some of the specifics. under this legislation every american would have to buy health insurance. there would be sliding subsidies to help people who can't afford it pay for the cost, and insurance could not deny coverage based on a preexisting medical condition. of the five measures, this is the one that does not include the public option. instead it includes cooperatives. the white house says it is a step in the right direction. >> i do think that the introduction of the legislation is an important building block and gets us closer to comprehensive health care reform. >> the senator says his plan will cost about $856 billion over a decade. the congressional budget office estimates the price tag at over $774 billion.

. but experts say, in the next 10 years, the plan would reduce the number of americans who don't have health insurance by 29 million people and trim the federal deficit by $29 million. you can read more on wusa9.com. the president takes his campaign to the university of maryland tomorrow morning. gary nuremberg says this is a school plan that forces people to be covered whether they want to or not. >> the president is preparing for his health care speech. >> one of the most important things on the president's agenda. i want to do anything i can to support it. >> reporter: a concern spanning generations. >> you're a kid. you're going to end up paying for. >> it yeah. >> that's okay with you? >> reporter: the school is an interesting location for a health care address. this semester it is requiring all new students to be covered by health insurance.

if not they're forced into a university plan at a cost of $953 each semester. >> they're already charging so much for tuition to come here. to add another fee that's not right to force people to do that. but it seems like something that makes more sense than other random fees they stick students with. >> reporter: one worries about forcing scholarship and low- income students to pay. >> like saying, "oh, we're going to bring you here though you can't -- you don't have the money to come, but you're going to need health care which you can't afford to come here." it's not fair to those people who can't. >> you're walking around with a notebook that says "health care insurance reform now." >> yeah, i think we should reform the system, but not make it mandatory. >> gary nuremberg, 9 news now. >> we'll have highlights from the speech on 9 nuts now at

noon. expect more medical breakthroughs to happen here in washington, d.c. that is the promise from the doctors at the children's medical center, which just got one of the largest donations ever to a pediatric hospital. the gift? 150 million bucks. the giver? the governor of the united arab emirates. good news if you're planning to buy your first home. the white house is considering extending the $8,000 tax credit for first time buyers. home builders and real-estate agents say it is helping to generate home sales. tomorrow virginia's candidate for governor will meet in fairfax county. they will face off starting at 10:30 a.m. this is the 20th year the fairfax chamber of commerce has sponsored a gubernatorial debate. two men know just how many tomorrows they'll have. the court has set their dates of execution. first up, larry bill elliot, convicted of killing a north

virginiaen couple back in 2001. a judge has set his date of execution for october the 5th and for john alan muhammad, execution date is november 10th. he was convicted of masterminding sniper attacks back in 2002. 10 people were murdered. his attorney says his client will appeal to the u.s. supreme court and will ask the governor for clemency. amtrak could lose $1.6 billion in subsidies if it doesn't change its current policy. the senate voted today to who would money unless it lets passengers to transport hand guns in their checked baggage. but a house version does not have that kind of provision. the bills must be reconciled before amtrak would have to make changes. the hits keep coming for acorn. ever since employees of the advocacy group were caught in a scathing video scene advising a couple posing as a prostitute and a pimp. and as britney morehouse tells us tonight, it may cost the

group all of its public funding. >> first the census group serve d ties with the group. next the senate blocked grants to acorn. now some congressmen are calling for fema to recall a grant awarded earlier this month. >> we would use the profits. >> reporter: a clip keeps coming back to haunt the group called acorn. some say it should be the final straw. >> the taxpayers deserve to know what's going on with this organization. they are under investigation in 15 states for voter fraud. >> reporter: he says this film proves acorn doesn't deserve federal funding. he says the senate's 83-87 vote of pulling funds from the group is not enough. >> this should be the beginning of deleting all federal funding for acorn. >> reporter: but congressman jim moran disagreets. >> i would provide oversight.

9000. you can access this via the web. also check out our interact radar. a couple of showers off to north of frederick and showers to the west as well. occasionally moderate, but for the most part light showers off to the south and northeast. zooming in. a little shower activity to the west of chantilly and south of 50th. this is going to move across 66th in the next hour. light activity. across dulles. shifting off to the south and west, moves toward hay market and over toward 56 and the plains in about an hour. back to the computer. temperaturewise, very nice, 66 in albany, 56 in vienna, upper sixties in the old town. lows tonight, low to mid 60s across the board. 65 at bethesda, if 3 downtown, 67 in old town. tomorrow morning, mostly cloudy and cool. a few showers possible. not a washout, 60s to around 70. by afternoon, mostly cloudy and cool. again a few showers possible.

a little bit cooler than today. we managed to make 77 despite the cloud cover. highs tomorrow low to mid 70s, and winds at 10. the next 7 days look like this. 74 tomorrow, a couple of showers, returning partly cloudy on friday, and 78. very nice on saturday for the turps. the upper 70s for sunshine. also the children's festival on saturday and sunday. that will be nice. if clouds coming in on sunday it will be dry for the red skin game. if showers were to move in it would be saturday night. back into the upper 70s, and warmer next week. we're not done with summer just yet. low 80s on tuesday with thunderstorms, and low 80s on wednesday with partly cloudy skies. >> but we will probably not see 90 again this year, will we? >> never say never. but probably not. but never say never. thank you, tom. investigators believe they know who started one of those california wildfires, a 13-year- old boy. it's a fire that has charred 2,100 acres in the san gabriel mountains north of l.a.

emphasizing that last week's game was only one game and plenty of time to right the ship. then i thought about what would happen if they lose again this week. the redskins return to practice today to get ready for the rams who finish 2 of 14 last year and got shot out last saturday 28-0. lose to them and red skin nation will go berserk, and the players know it. >> not like we're losing and, oh, well. it hurts everybody. it hurts our fans and hurts us. you want to see us dominate. you get tired of hearing about it and not being on that type of level on the playing field. >> the captain of the ship wanted to illustrate he is far from panic mode. so the coach did something at practice that was revolutionary for this franchise. he busted out the tunes.

he used a speaker system that's normally employed to simulate crowd music for players to practice by. jay-z and metal a among the menu. the coach wanted to keep the atmosphere loose, and it worked. >> i just thought it would loosen everybody up 0 and it did. i thought our guys would enjoy it. >> that's when you can tell the lead involved. it just boosted everybody around. it just kind of lifts you up. >> and he looks like an old- time kind of beatnik saxophone. >> he has his new contracts, will be with the skins until 2014. the gnats score a run against the phillies tonight. that was the good news. the bad news, in the previous 17 and 2/thirds innings, they didn't score any. they shut out 5 last night.
