this is 9 news now. health care reform for today the president take his campaign to the university of maryland. more cuts. the free state could be forced to cut even more programs when a new financial report comes out this afternoon. good morning. i'm angie goff in for andrea roane. thank you for joining us. today is thursday, september 17th. we will check in with patranya bhoolsuwan for traffic in a moment but first we start off with kim martucci who has a look at the forecast. good morning. this is our time lapse tower cam from the netherlands carillon. a lot of clouds have been hanging tough with us. a couple of rain drops ahead.

we are at 65. northeast winds keeping us company at ten miles an hour and boy has the humidity come up. it is 78%. this is what it looks like across the suburbs. 50s out there winchester to martinsburg, 63 manassas and 65 inside the beltway. in to the afternoon we will watch these clouds linger and a few rain drops. no washouts, but we will be keeping it a little soggy at any given moment. temperatures cool, 70. as we mentioned, patranya bhoolsuwan is in for the traffic report. let's find out the latest. good morning. >> good morning, everybody. it will be a nice thursday out there. things are looking good out there in maryland. outer loop, an accident at the shoulder. looking good. it is still jammed 95 as you can see there. 270 southbound and see how it is looking out there montgomery village to montross. all lanes are clear.

that's what we want to see. 66 eastbound 50 to the beltway a delay of 20 minutes there and 395 northbound, 45 minutes from the beltway to the 14th street bridge and finally we will end inbound new york avenue, slow between the times building and bladensburg. angie, back to you. >> thank you. we begin with breaking news in the murder of a yale university student. new haven, connecticut police have arrested raymond clark in the murder of anny le. her body was discovered stuffed behind a wall in a continental pus research building. they say she had been suffocated to death. clark worked as a lab technician in the same building where le performed health research. as of now, clark has not been charged with the crime. however his bond was set at $3 million. police have not released a possible motive in the case. today president obama's health care reform campaign will make a stop at the university of maryland. the president will speak at the comcast center on campus. that's where we find 9 news now

correspondent armando trull. you have been there all morning, armando, and they have been busy setting up overnight in to the morning for this event. >> reporter: that's right. the doors opened a few minutes ago and even though it doesn't start until 11:00, the comcast center is already full to capacity. some very long lines of people as they waited for hours to get to the comcast center and be part of president obama's health care rally. the president is expected to tell the audience some time after 11:00 the time has come for health care reform. the majority of the people we spoke to were very supportive of the president's health care reform goals. however, there were a few protesters. >> i know many, many people who have lost jobs and they have no way of paying or even getting medical treatment. >> i'm a bankruptcy attorney

area. democrat deeds and mcdonnell will face off at 10:30 a.m. the fairfax county chamber of commerce is sponsoring the debate. polls show that mcdonnell's once large lead has shrunk to single digits. the budget outlook in maryland keeps getting worse. the state's updated revenue collections forecast comes out today. if martin o'malley's prediction is correct then another $300 million may need to be cut from the budget. these new cuts could be on top of the $37 million cut in annapolis. budget cuts are coming to the dc public school system. and they are going to have an impact on your children. chancellor michelle rhee says the system could face $40 million in cuts which will lead to teacher playoffs and increase class sizes. rhee did not say how many of the teachers would lose their jobs. >> we don't anticipate that any major programs or offerings

will be affected by these cuts. we will work to continuously work to ensure a smooth transition for students, schools and staff and we expect to give notice of any required separations by september 30th. >> reporter: washington teachers union president george parker responded by saying he cuts would be deaf stating and he questioned why the system hired 900 new teachers to wind up announcing layoffs. here's a look at what we are tomming this morning. dc fire and ems are searching for the cause of a fire that broke out in northwest. it began at 7:00 this morning on the 57 600 block of 15th street. we have been told that some hung sheets outside of the window and escape. they were evidence virtually rescued by firefighters using ladders. ten people were treated for smoke inhalation. we'll be right back after these

new report by environment maryland. they say overfishing and pollution are taking their toll and it is having an impact on the economy of the state. now check in with kim. she has a look at the forecast. good morning. cloudy skies from our view at the washington monday numb. all morning long and i suspect this listen the trend in to the afternoon. we have cool weather as a result. our temperatures in the middle 60s and don't look for them to go much above 70 today. rain to the north and up to smithsburg, maryland. that's where my buddy bill wolf follows me on twitter and facebook saying they picked up a third of an inch of rain today. so bear with me. we'll get through this together. our cloudy times and cool day. this is a toll we are paying to have a nice weekend. here's how it unfolds on the satellite and radar loop. rain showers and cloudy skies linger. at any moment you could shout and it could trigger a shower. it is that unstable out there. it is not a washout.

later this afternoon instead of a lot of rain drops we will have just clouds but cool again with that temperature around 70. the cool air is coming down from the great lakes, from southern canada. it is here just for a couple of days. we will be back in the upper 70s to near 80 before you know it. ante forecast includes the weekend. here's how things unfold later today. high pressure will try to nose south ward and this could suppress the rain for northern suburbs, northern neck of virginia, tide water and richmond. for us just left with clouds and there's the cool temperatures only 70 today and that is the case in buffalo. if you are taking amtrak to new york, only 60s this afternoon. tonight we touch down around 62 and as we look at tomorrow a little better. clouds breaking up and you will see in to the weekend for the terps, for the redskins we are looking good. we'll take the rain out of the forecast and keep our weekend beautiful. next week we will be dealing with more rain again. jessica, over to you.

thank you, kim. president obama will visit the university of maryland college park in prince georges county today to hold a rally on the issue of health care. here to talk about the visit and what is going on in the county is council woman. what do you want to hear from the president today. >> we are pleased to have the president in prince georges county. we are hopeful the dialogue on health care will continue. we are pleased with his focus on health care reform. we have had that dialogue in prince georges county for a number of years concerning our hospital and some of the troubles it has. i hope the visit today will raise the dialogue on that and elevate the level of dialogue because certainly hospital forum is -- health care reform is not the easiest. >> how important is health care

reform to the residents. >> it is extremely important. there are hundreds of thousands of citizens in prince georges county that do not have health care and that does not inclue the numbers that are under insured as well. hopefully the health care reform, he will tell us what it all entails and the citizens of the county can get on board as well as the nation. >> reporter: let's talk money issues. let's continue with the money issue. maryland has some significant budget problems. martin o'malley the governor is slashing budgets left and right. prince georges county is facing $22.7 million in budget cuts. how will that impact the county? >> well, certainly in the last round of cuts our county received $22 million worth of cuts. some direct costs to public safety as well as health care transportation cuts. so, the county executive has been putting his plan together to address those concerns. i understand he'll announce those publicly tomorrow.

the news today is that the governor is anticipating cutting 300 more in addition to the 700 million. that's a million in cuts and we know that they are going to have some impact on our citizens. we are just not sure at this time in the services. but we are hopeful that we will do the best we can to ensure that the citizens do the services will remain at the highest level. >> whenever anyone talks about budget cuts there are concerns about first responders, police, fire. how do you think the cuts will impact those really important security services? >> we hope to not have to trim public safety. but certainly, as i noted before, there were about 2.2 or $3 million of cuts directly in public safety in the last round. so that has some impact. we have seen some reduction in crime over the last couple of years in prince georges. we're pleased about that and we

here a is a look at the entertain news. chris brown is serving a six- month labor sentence in virginia. he was spotted cleaning the grounds of the richmond police horse stables. burt reynolds checked out of a rehab facility. he is allegedly addicted to painkillers. reynolds reportedly said he hopes his story will inspire others in similar situations to seek treatment. jay-z now has more number one albums than elvis. his latest the blueprint three sold 470,000 copies and is number one on the billboard 200 chart. that is his 11th album to top the charts and he has more number one albums than any other solo artists. several olympic champions are coming together to make olympic dreams come true for other talented eyesight rowe skaters. with me is michael weiss. glad to have you join us at 9 news now and we were chatting

earlier. this is the fifth year you have had this this charity ice skating show. tell us about it. i have heard that new names decided to tag along. >> we have three olympic champions in the show. brian boitano, sara hughs, other world champions todd eldredge, myself will be skating and local olympic hopefuls we have been supporting the last few years and help with their training expenses. the olympics are in february in vancouver. so we really want to raise as much money as possible to get money to these kids and help with their training expenses and we teamed up with smuckers and tg bank in order to make sure these olympians dreams come true. just to have the opportunity, a lot of kids spend 50, $60,000 on their training expenses and that is a big burden on their family. we put together the show. the skaters donate their time. we have a silent auction before

hand with great items and they really back the show and this is the fifth year. so we built each year and hopefully we will raise money so they can bring home medals in february. >> that's what we are hoping. what is so great about people that go to the show is they get an up close personal feel, that excitement of being there by the ice. and i know they are in for a real treat. you are going to be busting out, i believe you are the only one that can do it, the tornado. tell us about this. >> people say you are the only one that does it. i say i'm the only one that is dumb enough to try it. a black flip on the ice is hard enough but i do a back flip with a full twist. my dad was an olympic gymnast. and so we decided why not try something a little more crazy and do a back flip with a full twist on the ice. it will be a great show. we will have things like that. elements like that.

we will have seating on the ice. >> actually meet and greet the ice skaters and get autographs. >> yeah, they can. we have an opportunity on friday, the 25th, the night before, they have the opportunity at td bank we have a free event going on there. all we ask is people bring a donation, they have a penny arcade and kids can make a donation. and get autographs and it is a good opportunity to have people see some of their heros. >> we want people to know how they can attend and support our local ice skaters. hopefully go for the gold. the fifth annual ice champions. it is happening on saturday, september 26th at 5:00 p.m. this is at the kettler capitals iceplex. >> thank you very much. the jewish new year of rosh

hashanah begins this year at sun down. as with most holidays, food is a big part of the observance. here's kim with more. >> reporter: we're in the kitchen preparing apple cake. you know meredith jacob, the founder of modern jewish mom and she is doing the baking for us. tell everyone what rosh hashanah is. >> it is the new year but it is not like the secular new year. it is not fireworks. it is about interspection and it is a solemn holiday but we bring it a lot on and make it sweet. we eat apples dipped in honey and the apple cake has a i lot of sugar in it. >> you were telling me the jewish people were farmers and enjoying the harvest this time of the year. so in israel they would be eating.

>> pom granites. >> and here it is the apple harvest although i encourage everyone to have pom granites, too. >> it is a track to try a new fruit. >> and on the second day of rosh hashanah you are supposed to try a fruit you have never had before. let them try a pomegranate or dragon fruit. a good excuse to try new fruits. >> what is the basic of making the apple cake? >> this is my grandmother's jewish apple cake. it is really traditional. i use granny smith apples and dump in sugar and cinnamon and then what we will do and i will ask you to help me is we have a well-prepared tube pan and start. >> it is well prepared, buttered and floured. >> yeah. >> and i use actually vegetable shortening and not the butter. if you keep kosher and you want

to make sure you have it. >> layer the whole bottom and the top. >> not the sides. >> we will start with three cups of flour. and add 2 1/2 cups of sugar. >> we have a minute left. >> third cup of orange juice. some oil, five eggs that are not beaten. that's a little different. some vanilla, baking powder and i understand the recipe is on- line and in the book so you can get the measurement. >> do you have to use the mixer. >> do it by hand. >> basically you put it in here. how did you get. >> you layer it. so you have the first layer of apples and you put the batter in and then another layer of apples. and put the batter in a second time. top it with apples and bake it for an hour and 45 minutes at 350 and my mother told me
