days, authorities arrested him this morning. drew levinson tells us that new haven police are calling this a case of work place violence. >> reporter: raymond clark did not enter a plea when he made his first court appearance for the murder of grad student annie le. >> it is a obviously serious case. >> reporter: they took him in to custody this morning at a motel where he spent the night. >> based on numerous interviews and information learn from viewing video surveillance detectives have secured an arrest warrant so far. >> reporter: they have sealed the warrant so they cannot confirm if they matched clark's dna to the 250 pieces of evidence they collected. authorities would also not discuss a motive, but they are calling it a case of work place violence. >> this is not about urban crime, not about university crime or domestic crime but an issue of work place violence. >> reporter: le was strangled. the body of the 24-year-old

pharmacology student was found on sunday, stuffed in the basement wall of a yale research lab. the same day she was to be married. clark worked in the building as an animal services tech, cleaning cages and doing janitorial duties. reports of a romantic relationship between the two are not true. >> that was reported in the news an there is no evidence, to my knowledge, of that. >> reporter: clark worked there since 2004. yale's president said his employment history gives no clues he was capable of such a crime. the president is soliciting suggestions to improve security but says le's killing is less about security and more about the dark side of the human soul. drew levinson, cbs news, new haven, connecticut. phillip garrido the man accused of capturing jaycee lee dugard is the focus of a probe concerning two unsolved kidnappings. investigators say that the

kidnapping is similar to two other girls. they disappeared in the late ' 80s. the development comes after police found bone fragments during a search of phillip garrido's home. a new report finds crime is on the rise at metro stations in montgomery county. the washington examiner reports serious crimes in and around melt treu stations and bus stops jumped 11% in the last two years. shady grove saw the most crime about 20% in wait. and the biggest crime is vehicle break ins. budget cuts are coming to the dc public school system and they are going to have an impact on our children. chancellor michelle rhee says the system could face up to $40 million in cuts, which will lead to teacher layoffs and increased class size. chancellor rhee did not say how many of the system's 3800 teachers would lose their jobs. >> we don't anticipate that any

major programs or offerings will be affected by these cuts. we will work to continue to work tirelessly to ensure there is a smooth transition for all of our students, schools and staff, and we expect to give notice of any required separations by september 30th. >> reporter: the washington teachers union president, george parker responded by saying the cuts would be devastating and he questioned why the system hired 900 new teachers only to now announce layoffs. dc city council members grilled the citied ifed if and wasa. a hearing yesterday focused on an inadequate water supply during the mansion fire on shane bridge road. testimony reveals thed ifed if never got thursday row maps of the water system, even after similar problems occurred if western. listen to an exchange between

low 60s out there toward martinsburg. here's the satellite and radar loop. a couple of showers developed. a few came through northwest dc an hour ago and doppler 9000 is tracking a few more that are south and west moving in to fairfax county, north of woodbridge to mans in a sans and chantilly, heading in your direction. they are slow moving but not that heavy. head to the maps and explain what is going on. as you make plans for today, temperatures close to where we are now. some spots have a better chance of getting in warmer air, fredericksburg over to leonardtown. as you look north and west, western maryland, winchester with the elevation you will be in the lower 60s for afternoon high temperatures. here's what is happening, though. this high pressure cell is slowly moving south. this will slowly suppress the rain farther south as we head to the overnight. so it doesn't bring us clearing conditions quite yet, but it
