high pressure is going to be building in. our clouds will give way to sunshine late today and more sunshine over the weekend. temperatures up north are in the 50s in pittsburgh and buffalo. we stayed at 64 here in washington. lots of 60s down south. as far as we're concerned, we are looking at cloudy skies, a little drizzle in spots. high temperatures in the mid to upper 70s. code green air quality, that's good. it is 6:00 on this friday. we have good traffic news, with that, here we go. >> we do have good traffic news overall to report this friday. it is friday afterall. that is good news by itself. we are going to start off this morning with a problem in maryland. a minor water main break between lincaster mill. crews are on the scene. right now, only the right lane getting by. we are going to stay in maryland to see how things are looking on the roadways.

between new hampshire and georgia, a little more volume building up as we track the headlights. and let's head over to 270 southbound. a little bit of cars going by at this hour, just after 6:00. 121 to the split. no major problems to report there as well and then we head over to 66 eastbound, good morning virginia, hope everybody is doing well. traffic wise, a little bit of volume, all clear to the beltway and finally, we will head over to see 95 northbound between prince william parkway to lornton, angie, back to you. thank you, we begin with a developing story we first told you about last night. police are searching for a carjacking suspect who led virginia state police on the chase into maryland. this all happened around 9:30 last night. we are told the suspect carjacked a female driver in virginia and held her captive inside the vehicle. when virginia state police caught up with him, he led them on a chase across the patomac.

prince georges county police cornered the driver. that's when he jumped out of the car and ran. the federal government has begun a campaign, which targets any rumors about the effects of the h1n1 vaccine. the first shots should be available next month. 9news now, armando trull is live in our information center with more. good morning, armando. >> good morning. the government is concerned that those internet rumors could be hazardous to your health. even as those flu shots are about to be administered, the medical experts are firing off their own shots in an internet battle for information. >> billions of americans could soon be getting vaccinated for the h1n1 virus. the federal government says the treatment is safe and effective and it is ready to counter any false information that may pop up on the internet or elsewhere. >> we know in health areas, there's a lot of opportunities for misinformation. there's a lot of time for good information. >> that good information will

be available on social media sites like twitter and facebook. >> this is presented by the centers for disease control and prevention. >> videos will be posted on youtube. >> hi, i'm with cdc's influenza division. i'm here to speak with you about the symptoms of swine flu infection. >> i think it's a good idea. the cdc is able to use their authority to get a few strong influenters. we know it's coming from a go ahead place. >> the people who get the shots may develop unrelated illnesses and assume it's a reaction to the vaccine. >> we have to be careful to make sure that if there's an issue, it really is linked to the vaccine. >> however, anyone who develops any type of medical issue after getting the vaccine is urged to contact their doctor right away. >> and the cdc and other

federal agencies will step in if there is a risk. armando trull, 9news now and wusa9.com. president obama is shooting down a bush administration plan to build a missile defense shield in eastern europe. a new system of missiles will better protect. russia applauded the move. defense secretary came out in support of the plan, saying it is much better suited for a new developing threat. president obama has presented his first medal of honor for fighting in afghanistan. the president presented the medal of honor to jared monte's family. army sergeant was killed in 2006 when he tried to repeatedly save a wounded comrade during an ambush. and a soldier from maryland is among the latest to die in afghanistan. 29-year-old sergeant first class was killed wednesday.

he was from glenn and was based out of forth brag, north carolina. here's a follow up to a story developing in the district. dc council chairman is accusing mayor adrian fenty's administration of trying to use the council as a scapegoat for budget cuts. he is surprised by the announcement of teacher layoffs, especially since the mayor just signed the budget in august. major cuts are needed to cover an unexpected $40 million budget short fall. a new report in the washington examiner finds several cop owned businesses or businesses that employ cops are on the receiving end of tax paying dollars. it's part of an on going investigation about breeches in the county's conflict of interest rules. the report states at least eight trading companies were paid $630,000. well, the time now is 6:05. time for another living smart report and that's why we are

joined now with jessica doyle. hey. >> hey angie. there's a good reason why a lot of people are sweating and that reason starts today. good morning, everybody. top executives on wall street are bracing for a major investigation. today a ten-member panel kicks off its probe into what caused last year's financial meltdown. it is promising to leave no stone unturned. now however, members of the panel have past relationships with those big banks and those ties are causing some concerns. the housing market has been showing signs of a rebound and lower mortgage rates are helping bring in the buyers. the average dropped for the third week in a row. right now it's not too far from a low at 5.04%. and toyota is betting on a rebound in the american auto market. the japanese car market is pouring a ball dollars into a new campaign.

segment highlights an educational program. it's designed to help high school students with an average gpa make it into college. 9news now, kristen fisher is live in falls church with more. good morning, kristen. >> good morning, angie. we are up early with the raiders junior varsity and varsity cheerleading squad. we appreciate them being out so early. now eight of these cheerleaders that you see right now are part of this program. it stands for advancement via individual determination. today we are honoring the teachers who take these high school students and help turn them into college bound graduates. >> how many essay questions are there? >> it's the most dreaded part of any college application, the essay. >> college essay going to matter a lot? >> yes. >> it is going to sell you. you want to sell yourself. >> today, what to write is the topic of this class. >> it's a class that is geared toward getting them to go on to

college, that's the goal. >> eric welsh heads up the program. tbl we do every year, we ask our faculty, who are some of the students who got more individual education attention, they would shine. six year st ago, five years ago, might be put into a population of kids that are at risk. by the time they seniors, they are ready to go to college. >> what would you write? >> going from shelter to shelter. >> these two seniors have been in avid since their freshman year. after four years of avid classes on things like how to get financial aid and field trips to college campuses, these seniors say they are ready. >> i wouldn't know anything about college. avid has really helped me in staying, you know, really organized, like binders and keeping things in place. i love mr. welsh. he helped me a lot. >> the teachers, they are amazing. all i can say to them is thanks

welcome back. first lady, michelle obama opened a controversial farmer's market in the district yesterday. it is in the 800 block of vermont avenue, right outside the department of veteran affairs. the market will be open every thursday from 3:00 p.m. until 7:00. but that stretch will be closed from 1:00 to 8:00 so vendors with set up and break down. pedestrians walking close to traffic. don't know if they figured it out just yet. >> first time will be a couple of bugs. got a little drizzle out here. >> it is getting all over me.

the state's governors debated yesterday. they talked about how they each would create jobs and get the economy moving again. and a key topic of contention was transportation. >> i'm shocked that 47 days to go, my opponent has no transportation plan. i will not rob peter to pay paul. i will not take money out of other responsibilities of government. i will not take money out of education. >> virginiaens go to the poll to vote for governor november 3. here's a look at something happening today, later today. we are expected to hear more details about possible layoffs in prince georges county. the layoffs are connected to a 22.7 million-dollar reduction in state funding. between 100 and 150 county employees could lose their job. representatives from the workers union say employees are expected to learn if they will lose their jobs by october 1.

the time now is 6:35. time to check in with digital correspondent, jessica doyle, who is here with more on a crackdown on wall street. >> we are talking about major rule changes. they want to eliminate a type of trading that will give hedge funds an unfair advantage over regular investors. regulators proposed rules to ban flash orders, which give some traders a split second edge in buying or selling stocks. they would also crack down on conflicts of interest for credit rating companies. the house voted in favor of the biggest overhaul of college aid programs since their creation back in the 1960s. this bill kicks out private lean lenders. it also boosts pell grants. the measure now goes to the senate where it is safe. and this could change the way we all rent movies. youtube is in talks to rent new

central feature. a focus on the folks at high schools around our area. our first school is falls church, virginia, and that's where we find kristen fisher. and kristen, it looks like you had a wardrobe change out there. >> you know it, angie, did a little quick change. i am now an official member of the avid program, at least for the next half hour. you have to see the back. look at this. it says got avid, mission possible, college accepted. that's important because that is the goal of the avid program to get these kids into college. and i have two of the recent graduates of this program with me right now. now hina is a freshman at george mason university. i want to ask you, you were in this program. you are now a successful graduate of the program. how much did avid help you in college? >> it definitely really prepared me for college. for many college is unexpected

and you don't know how you are going to manage. our senior year in avid prepared us, gave us information about time management and organizing yourself. the first week of college was a piece of cake. >> congratulations on getting into school and surviving the first few weeks of your freshman year. now tarik is a freshman at northern virginia community college and what about you? you joined the program your senior year. how much did it help you in your first few weeks of college? >> it helped me a lot because when i went to college, the professors just lecture and you have to take notes, so that helped me a lot on grasping whatever important information they gave to us, instead of copying down every word. it helped me work in groups with people at my college, so we get our work done together and it helps a lot with the studying and with all the tests. >> again, these are just two

new university of california, davis city finds abandoned mercury mines throughout central california are polluting major waterways and rendering fish unsafe to eat. and an associated press investigation shows the federal government has tried to clean up fewer than a dozen of the mines and most of those cleanups have failed to control the contamination. a jury in kentucky has acquitted a football coach abused of causing the death of a 15-year-old. jason was charged with reckless homicide after a 15-year-old tackle collapsed on the field and died in august. and an appeals court struck down a law which required all voters present have a government issued photo identification card before they vote. critics said it disenfranchises minority voters. it is needed to prevent voter fraud at the polls. howie. >> angie, we are looking at
