if you want to take a live shot here university boulevard to georgia we are seeing cars moving but a lot of volume to deal with. another accident this morning on the inner loop. you are looking at saint barnabas toward the wilson bridge. it has been pushed to the right shoulder as well but causing traffic in the area and finally inbound new york avenue is all clear from bladensburg to the times building. back to you. >> thank you. >> the federal government has begun a campaign which targets any rumors about the affects of the h1n1 vaccine. the first shots against the flu strain should be available next month. armando trull is live in the information center with more. looks like social networking is playing a big part here. >> that's right. uncle sam thinks internet rumors are nothing to sneeze at. they could be bad for your health because misinformation could keep people from getting

district. vincent gray is accusing mayor -- mayor fenty's of -- he says he is surprised by the announcement of the teacher layoffs since the mayor signed the budget in august. they claim major cuts are needed to cover an unexpected $40 million budget short fall. a new report in the washington examiner finds several businesses that employ cops are on the receiving end of taxpayer dollars in montgomery county. it is part of an ongoing investigation about potential breaches in the conflict of interest rules. the report states at least eight training companies were paid. new this morning on 9 news now, a prince georges conte attorney says they are exploring an appeal of a civil verdict against a police corporal. they found the corporal negligent in a december western crash. according to the "washington post," it awarded the victim's

family more than $4 million. cruisers slam fled to a car driven by gray, a 20-year-old university of maryland student. shah visit was going twice the 25-mile an hour speed limit. the attorney did not find enough evidence to charge him criminally with vehicular manslaughter. budget cuts are forcing the dc library system to change its hours. starting october 5th, library hours will be changed at all locations can. they will no longer be open on sundays and on some days of the week only open at noon. the library system had to make nearly $5 million in cuts for the next fiscal year. here's a look at something happening today. later today, we are expected to hear more details about possible layoffs in prince georges county. the layoffs are directly connected to a $22.7 million reduction in state funding. between 100 and 150 county employees could lose their

jobs. representatives from the workers union say employees are expected to learn if they will lose their jobs by october 1st. and beginning today, voters in virginia can apply for about isn't tee ballots for november's election. urn new legislation, most emergency response workers qualified to apply for absentee ballots. the deadline to apply by mail or e-mail is 5:00 p.m. on october 27th. the deadline to vote absentee in person is october 31st. the suspect in the case of a yale university student refuses to talk. and jewish people around the world prepare to usher in a new year. those stories and more when our 9:00 a.m. show returns.

here's a look at the stories in the news now. the man arrested for the murder of a yale university graduate student is not talking to police. raymond clark a lab technician did not enter a plea during his arraignment yesterday. he is held on $3 million bail. he is accused of killing his co- worker annie le was who was suffocated and stuffed in the wall at the university. a killer on the loose in spokane, washington. a state hospital took the man on the a trip to the fair and he escaped. he was diagnosed as being criminally insane and schizophrenic. an apartment fire which sent five people to the hospital has

been ruled an arson. it happened 7:00 yesterday morning at a five-story building on 13th street northwest. firefighters rescued 18 people using ladders including two children taken to a nearby hospital. the jewish new year begins at sundown tonight. president obama says in a video message that the holy days should be an opportunity for israel and its arab neighbors to repair their relationships. the holiday ends on sunday night. well, looks like we might be in for good weather. hopefully not too much rain. we will check in with kim martucci to see what the forecast holds. >> how about this? after a couple of days of clouds, cool weather and rain we will do a weather 180 in time for the weekend. let's get started with our temperatures. 63 inside the beltway and hanging on to the 50s in culpeper and faulkier county. to the east, at annapolis, the temperature is 65. here's how it unfolds on the satellite radar loop. notice, we are lacking a lot of

green. a little drizzle near toward the northern neck. fill you in on a weather scoop. when the radar, which is looking for terrain drops. when that beam gets far away from its center point for us in dc, it misses low level precipitation and that's why drizzle sometimes goes undetected on satellite and radar loops but we watch for the weather observations and we had a little patchy drizzle toward richmond. other than that things will be improving and sunshine on the increase. we are taking you to 72 at noon with cloudy skies and partly sunny at 5:00 and 76. the reason why, we have a big high pressure cell from canada that is going to be flexing its muscle and pushing to the south. so, you would think it would bring us cooler weather but it will really bring us dry weather and when that water v.i.p.er in the air tends to go away we can warm things up quickly. yes, this is a cool front that will be pushing things to the

south and keep us nice and dry and sunny as we head to the weekend. we can check out our adonis computer model hour by hour and you can see we will get rid of the clouds heading in to saturday. things are looking up and a lot of football this weekend. the terps are at home and so are the redskins and we don't want any rain of those games. we are not going to have any. enjoy it. and enjoy the temperatures in the upper 70s. today we will work on 78 later in the afternoon. 59 for hour low temperature tonight with clearing skies and middle to upper 70s in the offering for you tomorrow. seven day forecast, it goes like this. enjoy it. we have the sunshine. we will hold off on anytime rain in to later next week, especially on tuesday when we are back in the 80s. jessica, over to you. the weekend looks great. the first time home buyers tax credit has been popular. the irs just reported 1.4 million americans took advantage of the free money.

others have credited the benefit with helping to lift home sales. joining us to talk about the local housing market and other trends is dr. stephen fuller direct of analysis at george mason. what do you think? we have a first-time home buyers tax credit. it is set to expire in november, if it is not extended. some people are worried if that goes away maybe this resurgence in housing sales could go away soon. >> it has been very effective. the problem that led us in to the recession was an over supply of housing. there are other problems too. the inventory is brought down to normal levels and a major factor has been this $8,000 tangs credit for first time home buyers has basically taken the lower priced houses out of the market. it is one of those stimulus activities we can actually see the results of. i think one of the things it's done and it might be a little

worrisome as we look forward is it brought buyers to the market sooner than they would have been otherwise. it may have taken some sales early last year and put them in to next year. extending credit is a good idea. we have repair work to do in the housing mask but better than last year at this time. >> reporter: how are local housing sales and home prices looking to you, based on your latest research. >> the market is different around toe beltway but they have been up every month since april of a year ago. we have 18 months of housing sale increase, northern virginia has fared better than suburban maryland and the district in this regard, but the inventories are now down to six units on the market for every sale and that's considered normal. when it is lower than that, of course if you are a homeowner it is good because the prices go up. we have seen prices stabilize in northern virginia. the average price of housing selling this august were the

same as last august where they had dipped down considerably over the course of the year. maryland and dc are dragging a little bit but they are moving toward stability. the market, by the end of the year, the selling season next april is going to look pretty robust again. the big man on the economic campus said earlier this weekend hissest make, he thinks the recession maybe over but we are in for a slow down for some time to come. what do you think. >> the consensus is it is over. the third quarter maybe as high as 3% growth of gdp. probably was over in june, so mid year but he's right and i think we need to be cautious. the recovery isn't going to feel good for a long time we have suffered for 20 months of downturn and a slow economy the year before. it will probably take as long to feel good again and the last part of the economy to look

good is unemployment and employment. those lag the recovery by a year, possibly two years. so it will probably be 2011 before everything feels that we have recovered and we're back to normal. but the economy is growing again and that's good news. >> at least that's something to look forward to. >> well, it is getting much better, yes, thank you. >> the longest running television show in history prepares to sign off. and we are in the kitchen getting ready for a big fat greek recipe. don't want to miss this.
