seven people have intentionally jumped in front of moving trains just since june. >> the latest victim was a 15- year-old boy. bruce leshan is live in the information center with more on what you can do to keep this from happening. >> one of the biggest fears metro has right now is it will get a representation like the golden gate bridge and be a magnet for suicide. it has launched an urgent program to reach out to people suffering depression before they jump on the tracks. the 15-year-old jumped in front of the train at the columbia heights station blocks from his school and metro leaders are now struggling with the disturbing question -- could they have done more to stop him? >> we could see this boy going from one side to the other. i mean, he was looking -- now,

maybe if that had been better observed it could have been stopped. >> reporter: on sunday, a 19- year-old in military uniform leaped in front of a train at gallery place? just three months, seven people have died by suicide on metro tracks. >> this is probably among our worst challenges at this point. >> i came back and i have never gone back to that place again. >> reporter: karen marshall has struggled with depression and suicidal thoughts. her uncle and father both died by suicide. >> the second one i thought for a while was going to get me too. >> but marshall now develops strategies to prevent suicide. she's in the midst of a federally-funded project to keep people from killing themselves on america's rail lines. >> the effort has to start before the person heads to the tracks. once the person is heading in that direction with the idea they are going to die there the chances of intervention are measured in minutes. >> reporter: he says the most important thing is to take it

traditional shot. >> initially we anticipate that about 3.4 million doses of vaccine will be available. >> reporter: the nasal vaccine is made with a live form of the virus and some high-risk groups may not be able to take it. the cdc is waiting they are the injectable vaccine to be available and believe it will have doses some time next month. >> we anticipate once we are up and going we should see 20 million new doses of vaccine weekly going right in to december. >> reporter: so far the united states has ordered 195 million doses from five companies. now, 21 states are reporting widespread swine flu activity. >> we find the virus circulating right now is a good match to the new vaccine being developed. >> reporter: high risk groups, including pregnant women, the young and health care workers are first in line to receive the vaccine, but not everyone, including nursing student carla medina is nurse he wants to get

regulates alcohol, tobacco and motor fuel industry. in the 9 news now update, an announcement to cut 150 jobs in portion county is on hold until next month. the county is already terminated 55 positions but the state just cut another $22.7 million in funding to the county. union officials say county employees will learn by october 1st if they are in fact losing their jobs. police, fire and corrections officers are not expected to be part of this round of cuts. a prince georges county attorney tells the "washington post" he's looking to appeal a civil verdict against a police corps corporal. a jury found the corporal negligent in a deadly 2007 crash and awarded the victim's family $4 million. chavez's cruiser slammedded in to a car driven by brian gray, a 2 a-year-old university of maryland student. chavez was going twice the 25- mile an hour speed limit in that area. the state's attorney did not find enough evidence to charge

him criminally with vehicular manslaughter. a severed human hand has been found in the yard of a home in northeast maryland but police say this is no whodunit. they believe it is a dedicates old medical school specimen left by a former resident. they say it appeared to be surgically removed. the son of the previous owner of the house says it was a souvenir he took home at the university of maryland medical school 50 years ago. now a story we broke this afternoon on wusa9.com. prince georges county police have arrested local nba star west for possession of two handguns and a shotgun. sara walsh is joining us from the newsroom with details on what is happening. >> reporter: the reason he happened to be in prince georges county is because the maryland native keeps an off- season home there, having graduated from eleanor roosevelt high in greenbelt, maryland. west was stopped at 10:00 last night for making an unsafe lane

change while riding his motorcycle on central avenue. the officers found he had two handguns and a shotgun. he was arrested. although the officers describe him as very cooperative. he was traded to the cavaliers in a 2008 and in high school he led his roosevelt raiders to the first tournament appearance. he finished 4runners up. same year he was a "washington post" player of the year. the cavaliers are yet to make a comment. their training camp opens a week from monday. west now has a scheduled court appearance on november 20th. that day his team has a game in indiana. anita? >> thank you for the update. we have more breaking news. time out of maryland. you are looking live at a water main break. this is in a neighborhood southeast baltimore county. as you can see, lots of water down there. if you look to the top of your screen, you look down there and

wall street ended the week on a high note. the dow gained more than 36 points to close at 9820. the nasdaq closed in positive territory gaining six points to end the day at 2132. the s&p gained three points to close at 1068. a new report in the washington examiner finds several cop-owned businesses or businesses that employ police officers are on the receiving end of tax payer dollars in montgomery county. now, as part of an ongoing investigation about potential breaches in the county's

conflict of interest rules. the report states that eight companies were paid $638,000. the u.s. house of representatives has voted in favor of the overhaul of college programs. the bill kicks private lenders out of the student loan business and puts the government in charge and boosts pell grants for needy students and for paying for community college reform. the measure now goes to the senate. for the third time in a year the g-20 nations are discussing to meet trade and the world economy. this time the meeting is in pittsburgh and this is file from the summit in london. the g-20 represents the 20 top economic powers in the world. one issue they will deal with is bonuses for bank executives who have taken excessive risks in the past. some g-20 members would like to see the bonuses curtailed or ruled out. acorn will have to find funding elsewhere. the house voted to deny all funding to the community organization after an

undercover video surfaced showing acorn employees condoning crime. >> reporter: over the last 15 years, acorn the largest activist organization is estimated to receive $50 million in the federal government. lawmakers have moved to cut the funding. by an overwhelming vote, including 172 democrats, the house of representatives sent a strong message to the organization, no more money from taxpayers. >> project -- protecting taxpayer dollars sometimes requires tough choices, but this is not one of them. >> a few people have embarrassed acorn and i think they are having their own investigation in to it. but we have to have our own scrutiny. >> reporter: the action business congress was prompted by undercover video. acorn workers appear to be offering a couple advice.

is completely flooded out. looks like people trying to get out of the water and to safety. this happened 4:30 this afternoon on dundalk avenue when a large volume main broke open. as we told you, water rescuers are continuing as this flood has gone in to the logan village neighborhood. >> as you can see there are some cars stuck in the water. some of those vehicles may still have people inside. rescuers are trying to figure out how to get to those drivers. a major water main break in southeast baltimore county. we have a crew on the scene and we will update you on this breaking news as more information is available. and of course, topper, you told us anytime you have water like that if you can avoid it, do not be out walking in it. >> no. go to doppler for a second and i will show you. it is south of baltimore where dundalk is. just inside the beltway. and so that is incredible video. >> all from a water main break.

dunhaven road. if you know anything about dundalk. this is a community in southeast baltimore county. this must have been a massive water main that broke. we are looking at neighborhoods that are completely filled. we have seen people literally walking waist high, chest high in water and anita we were looking at this a few minutes ago and the water hasn't fully covered. there's the gushing water there. >> wow. look at that. >> it is hard to know -- and topper you are looking at this, too -- whether the water main broke and then this crumbled right after or how long this has been bubbling out. this has been going on since, what, 4:30. >> uh-huh. >> and this is massive. look at this. >> indeed. when you look at that, as you mentioned this can't be a four or six inch main. this will be probably one of the main feeds to do that kind of damage. >> this is dunhaven road and

groening highway. >> that is according to coup google.com. >> and earlier there was concern there might be people trapped in parts of the neighborhood we were looking at earlier. we are waiting for reports on how rescuers maybe able to check car to car. we are getting video from a news helicopter up above at this point. some cars in the parking lot but severe flooding down the neighborhood that we looked at earlier but a tremendous amount of water gushing out of that main. >> baltimore is a very, very old city. the communities around baltimore are very old. it is safe to say their pipes are just as old as some of the pipes here. maybe some hasn't been replaced in some time. that is speculative but that is a huge huge break and the water is still coming. we haven't seen, though, any crews anywhere close to this area. >> not around any of the cars we were looking at we saw a neighborhood and people walking

around but no emergency vehicles. clearly a tremendous amount of damage to this roadway. you see obviously traffic is stopped from some distance away because we don't see cars in this area. >> groening road, is that right. >> yeah, and dunhaven. >> this is groening. >> that is groening highway then. >> we haven update on closures in that area including mcshane long view, logan view drive, dundalk and groening avenue. it is closed to the train tunnel. that is where the collapse is. >> if you care i have it on doppler and i will zoom in if you want. >> you want to take a look at it. i was thinking of the traffic situation. >> this is dundalk. this is where it is. it is a pretty big neighborhood

actually. we are looking at this -- this right here that is a pretty big area to be flooded. this here is dundalk avenue. as you go up 95 you will see signs for dundalk. that's where it is. >> just inside of i-695. >> you can see "people" looking like they were sitting on what used to be their yard waiting. >> a lot of kids in the yard as the water comes up. it is hard to know how far those individual homes are from the water break we saw. and then some areas, obviously traffic had to stop as the water is too high to keep moving. >> what is interesting is every time we go back to the shot. there. look at that one. higher when we were there a little bit ago. >> right. we will keep an eye on this obviously and keep you posted on what is going on.

pictures from dundalk, maryland. a huge water main break has flooded a community in southeast baltimore county. it is called dundalk. you are looking at the pictures. really remarkable. we have been looking at some of the websites this the baltimore area. one station is reporting there's anywhere from two to three feet of water in this area, and that this is at least a six-block radius area of water. >> and you literally see a boat there going down a roadway. this started in a large water main under broening highway. earlier we saw pictures of this roadway literally crumbled. the water gushing underneath and this is the result. enough water someone is using a boat and as the chopper pulls out you can see the extent of the flooding. >> this again is the logan village community. an then we showed you shots earlier. that's the logan village shopping center that is flooded, as well. anita, you talked about that boat. we're reading the swift water rescue team is headed that way.

and obviously looks like some of those members are getting there right now? >> there are concerns that some cars are stuck in the water and some may have people inside. they are unclear about that and they are trying to get rescue crews that way to make sure they can get to those drivers. no emergency situations reported at this point from this water main break but you can see the damage. we also have some of the streets closed mcshane, long view avenue, logan view, dundalk and broening highway which is where the break happened. it has 0 collapsed and it is closed from i-695 to the dundalk train tunnel. >> a lot of people are showing up on the scene assessing how to tackle this thing. this is a huge water main break. it is gurgling from that particular area right there. that's the part of broening highway that collapsed and i don't know. we were looking at the shot. it looked like there might have been another part of that

highway that looked compromised at this point, too. we will have to wait until our friends at the helicopter pan over to that site again. but this is where the break started. >> absolutely. and the latest information from the fire department there. they have not had reports of injuries so far. cars and property damage. they are also worried about water that will flood in the basements and knock out pilot lights and water heaters. they are trying to get the situation under control in dundalk, maryland. >> we have to take a another break. we'll be right back. if i had to sit on a bench during the middle of a game

officials are trying to get swift boat teams out to those cars to make sure people are out of them and get them out, if they can. again, it looks like it is getting more and more precarious in the neighborhoods that surround this area of broening highway. >> right now we will go to a phone interview with assistant fire chief scott graham with montgomery county fire and ems. you helped to handle the river road rescue. give us a sense of what is happening right now as the emergency crews are converging and trying to contain this. >> good afternoon. certainly. it is a precarious rescue. a lot of considerations i'm sure the fire and rescue officials have taken in to account up there right now. looking at the aerial shot, you know, although people may be seeing parking lots or roadways

or streets you certainly can't take apparatus and certainly vehicles and drive through the water. although you may think you know where the streets are, erosion, the utilities and things like that that lie below it. looking at the two vehicles, they would certainly require a swift water response to specialized water rescue response. the velocity of the water is something you need to take in to consideration. the rescuers safety. i'm not sure how big the water main break is but looking at your shots from an aerial view it looks significant. >> can you give us any sporetective on how dangerous it could be. >> certainly looks like it is some sort of a storm sewer where the storm sewer cap washed away because of the

water and that would pose dangers of falling in to one of those but what i'm looking at the bottom of the screen appears to be a storm sewer cap that washed away and the water is escaping through that. >> you dealt with an extraordinary main break in our area in december. this was maybe a five foot, six foot main. without knowing what happened there, what do you suspect may have contributed to such a huge break and a huge flood? >> i have no idea what would have contributed to it. the considerations would be left to the utility authorities, but aging infrastructure, if there was construction in the area that may have interfered with the water line in some way. a number of things could have caused it and certainly the utilities when they get to the scene and actually control it they will be able to pinpoint the cause. just trying to get what would make it happen.

completely flooded this neighborhood nearby. broening highway is the source of the actual water main break. the highway has collapsed. it is closed to i-695. this is a community south of baltimore. we're being told it is now being considered a phase one emergency, which means officials are bringing in emergency responders from other areas. a lot of cars are trapped in the water and their concern is there may still be people inside the area and they want to get them out safely. the water at the last check was still flowing at broening highway. the highway itself 0 collapsed and the neighborhood surrounding it has been closed down and we understand there has been evacuations. we will follow it through the evening. >> you have to wonder how big that main is. >> i went back to the one that broke often river road was 5'6" inches, 150,000-gallons a minute so that is more than a community pool filled in a minute. and if it keeps going this is

montgomery county and other jurisdictions. right now we suspect we are pretty sure we have a 72-inch water main which is a very large one. so that is a severe issue. we are working with baltimore county fire department, baltimore county police. they have their rescue squads out now. i think the most important message is we want to make sure that people who maybe coming from the washington area, coming up this direction to stay away from this particular neighborhood here. >> we understand broening highway completely shut down all the way to i-695, correct? >> i don't know that. you'll have to check with the state on that. and the baltimore county fire department and police department will get back to you. right now i'm dealing with the water main issue. working very hard. probably a couple of hours before we get that done. anyone who can help us get the word out. i'm trying to get to the local media, too because we have to make sure that people do not

clog up with cars the roadways because we need to get emergency vehicles through. >> thank you very much. >> we appreciate that. >> you see the swift boat rescues coming in that area. again, this is logan village neighborhood south of baltimore. and mahre major water main break has broken up broening highway in that area, flooding out up to six blocks in the surrounding area. we have seen the water continue to rise and many cars stuck that can no longer travel and you heard the warning from public works they are hoping to keep people out of the area so no people sight see or lives in the area drives in not knowing the situation and gets stuck. you see the boats getting pulled out to make sure those drivers, if there are any left in the cars that they rescue
