update on our forecast. >> today should be remembered for being more cloudy more than wet. a chance of showers this afternoon. right now we're at 68 degrees. 67 to the west in winchester. as we look to the east, annapolis is 69 and 66 andrews air force base. here's a look at the visible, too. a lot of fog around earlier but that seems to have lift and visibility is running ten miles for the most part. so that's good. the commute should be easier with that. that said, watching a batch of rain that seems to be heading to the northern neck in the next couple of hours and sprinkles across western maryland, eastern panhandle of west virginia. we are located in between those two things, but lost most of day will be cloudy. we will get showers later this evening especially and tomorrow overnight. but other than that passing shower, we will keep it cloudy. temperatures 77 and the air quality code good. it is 68. here's angie with the traffic.

good morning. >> good morning, kim. hey, everybody. hope despite the fog out there you are having a fabulous tuesday. we will kick things off with a nice crawl here on 395. the stack up taking 25 to 30 minutes to make it from the capital beltway to the 14th street bridge. moving over to the inner loop in virginia from braddock to 66, looks like we are below speed. i'm estimating the drive time at 20 minutes. we will take it over to 66. where the slow ride stretches from 123 to the capital beltway. an accident over to the -- blocking the right lane. and we have emergency crew on the scene. that will add to that delay. checking on interstate 270. our main slow go stretching from 1 -- 118 to germantown road. lanes are wide open. to the inner loop. on the inner loop 29 to netanyahu fog has been a factor

in slowing down drivers this morning. over to you. we want to show you live pictures from new york at the general assembly where world leaders are arriving right now. in a few minutes president obama is expected to address the assembly. his address is on climate change. he is expected to renew the nation's focus on going green and being economically friendly and he will discuss how going green can help the world economy. a topic he touched on briefly during an interview with david letterman last night. >> every building all across the united states probably could use some retro fitting to make it much more energy efficient. doing that one thing could put hundreds of thousands of people back to work. >> reporter: once mr. obama is finished delivering his address, the president is scheduled to discuss foreign

policy with leaders from the middle east, china, the peace process between israel and palestinian and the war in afghanistan and continue u.s. military involvement in iraq. today the dc council will take up emergency legislation in an attempt to prevent mayor fenty from evicting cora masters barry from the southeast tennis and learning center. 9 news now digital correspondent alex trevino is joining us live with details on what is happening later this morning. alex? >> good morning, andrea. well, the dc council is prepared to oppose mayor fenty in his efforts to evict the founder and operator of the southeast tennis and learning center. now, the battle is expected to play out here at the wilson building in an hour. >> supporter of the southeast tennis center want to keep the doors open. they want to prevent the city government from going in and shutting them down. former dc first lady cora

slips instead. prince georges county is trimming another $22 million from its budget. 125 county workers will get layoff notices in the next few weeks, including from the health department. county officials say the cuts will not keep them from getting the flu vaccine to residents. metro could receive funding. the senate approved $150 million for the transit agency. it is part of a $122 billion transportation bill. earlier this year the house passed a bill which will give metro $81.5 billion over the next ten years. the two chambers must work out a compromise before sending it to the president. new this morning on 9 news now, we are learning more able our neighbors with the release of the annual american community survey from by census bureau. here's the highlights and the first to appear related to the

recession. you can read more and link to the census bureau at wusa9.com. our story is under headlines. maryland gaming officials may soon finally award the state's first slot machine gambling license. it is expected to be awarded to the ocean downs racetrack just outside of ocean city, maryland. the "washington post" reports the track is seeking to install and operate 800 machines. if it is approved it would still require the approval of the state lottery commission. the slot parlors could open by next may. here's a look at something happening today. the chair of the senate finance committee is scheduled to reveal something more on he health care bill.

max baucus will unveil a proposal that will make health insurance for affordable for low-income families. the package would extend coverage to 29 million uninsured americans. the fbi issues a warning to transit systems across the country and the federal reserve is expected to make an announcement about an emergency program enacted to save the economy. tonight at 11:00, losing one to two pounds a day without the heavy lifting. the so-called secret weapon that is all the buzz. plus, it's down side. we'll be right back.

welcome back to 9 news now at 9:00 a.m. here is a look at the stories in the news now. transit agencies across the country have been advised to increase security patrols throughout their systems. this advice comes from officials who say a colorado man may have been part of a group allegedly plotting to set off backpack bombs on trains in new york city. tomorrow fed policymakers are widely expected to hold steady on interest rates. they are also expected to keep emergency programs in place to encourage spending and borrowing. they will see if the written statement echos comments from ben bernanke last week when he said the recession is likely over. a replace for the late senator ted kennedy could be named by the end of the week. today the massachusetts state senate is expected to debate a

how things work and say it is survival of the fittist but there are many animals that survive by cooperating. so they are in a struggle and they have trouble and some don't survive but they do well because they are cooperative. so many primates and wolves an killer whales they cooperate and that's how they survive. >> reporter: president obama nominating sonia sotomayor to the supreme court he talked about wanting a justice that was empathetic. and in your book you talk an empathy and sympathy and why empathy is something we see in prime mates as well. >> empathy is a big term. it covers even emotional connection of a baby of one day has. so empathy is emotional connectiveness that many animals have. sympathy is more specific that you worry about somebody else and you want to help somebody

else. a judge should be empathy and sympathy orwise i don't think the judge can position themselveses in to the situation of others. >> reporter: you also say that the election of president obama could usher in the age of sympathy. why is that important especially from what you have learned from the primates. >> because we live in a society in which greed and competition have been celebrate as the solution for society and the health care debate is on that also. many animals have a common good, a certain level of solidarity, who live in social groups where one helps the other. they survive as a group. and wouldn't be living in a group in that weren't beneficial to you. human society is like that. based on solidarity and if that falls apart the whole society will fall apart. >> we can learn how to live a

magazine. straight in from new york city, originally from columbia, south carolina. nice to see you. >> thank you for having me. >> what i love about this meal she's saying we can prepare you don't have to clip every coupon from the post ever made to pull this off. tell me, how do we do it? >> that's right. the biggest challenge facing families is trying to get a meal -- meal on the table that is affordable, healthy and tastes good. today i will make a pan fried pork chop with applesauce and steamed green beans. >> apples are in right now so they are less expense. >> we are using braeburn and granny smith. so we have the tartness from the granny smith than sweetness from the braeburns and at cooking light we believe using ingredients that are in season. >> how many apples.

>> three apples. >> start with a tablespoon of butter. add the combination of apples. a little lemon juice. don't want them to turn brown. that helps with that. >> that's a trick i learned this summer because i would make bananas and they got brown. >> a little water and a little sugar there. and a pinch of salt. people don't realize when you are cooking something sweet, adding salt to it brings out the flavor. give that a quick toss and you can keep it like this or add additional flavor with cinnamon. cinnamon adds great flavor without calories. >> i notice that the applesauce you are making you are not using a food processor to pure ray it. >> no. it will take 25 minutes and it will be nice and soft. >> on to the pork. >> we have a pork loin here. and we will season that up with

a little salt and pepper. >> pork is a very inexpensive meat. >> very inexpensive meat and it's tasty. it is a great alternative to chicken. it is. so we will use about a tablespoon of our heart-healthy canola -- canola oil. >> why is it so healthy? it has oil in it. it is hard for me to process that. what's the difference between canola oil and corn-based oil or any of them. >> they are all in the same family but canola oil doesn't have the hydrogenated oils that are bad for you. >> we will dredge this in a little flour and we will cook it for five minutes on each side. >> is pork tricky. i always get the idea don't eat under-cooked pork. it is probably just as important for chicken. >> five minutes per side. >> that is perfect.
