in response to june's deadly metro rail crash. while the exact cause is still under investigation, the ntsb identified signal failure as a major concern. until the ntsb issued safety recommendations, others to federal rail agencies. the agency wants metro to examine the circuits. metro is also to develop a program to monitor electronic components to make sure they are performing properly. and all rail agencies in the country that use similar systems must now examine their tracks to make sure circuits are working properly. so what does metro have to say about all this? we'll hear from general manager, john kato on 9news now at 7:00. now to our other top story, mass transit, trains and buses, all under terror alert. the new bulletin stretched to hotels and other entertainment facilities. we have live team coverage from bruce leshan and scott broom.

we begin with scott live from the national harbor. scott. >> well, here at the foot of wilson bridge, national harbor is a big entertainment complex surrounding a big convention hotel. two categories that have been addressed by these new alerts. here, they do very much see themselves as a potential target. >> and there was plenty of security here today as vice president joe biden's motorcade brought the vice president here for his speech. watched by 168 security cameras on every corner of this property. national harbor managers call it business as usual. >> we are always in the business of paying attention, but we certainly do watch up our awareness. >> visitors to a complex say the appeal to terrorists is obvious to them. >> i would assume that people are not paying attention. they are at ease. they are having a good time and you get a lot of people. so for someone who really wants

to make a statement, go where it's easy. this is easy. >> homeland security officials describe the terrorism bulletins as routine. they are getting a lot of attention in the wake of the arrest last week of 24-year-old nag zazi. every parked car, trash can, and unattended bag is reason for heightened awareness. >> i think for us, we fall back on not only what we built, but also the relationship that we have with local law enforcement to support our efforts as well as national response efforts to announcements like today. >> and from here at national harbor, it is a water taxi ride up to washington, d.c. to national stadium in southeast washington, which is where my colleague, bruce leshan is standing by with more. >> the hits keep coming,

scott. in addition to stadiums and arenas, trains as well as theaters, counterterrorism officials are warning about storage facilities like the one across the street from here. the alert warns that terrorists have used some storage facilities to make bombs. again, an fbi spokesman continues to insist that these are simply routine alerts going out to police that happened to get leads. >> the two separate bulletins urging increased police vigilance on transit systems as well as at stadiums and anywhere else large numbers of people gather. >> why are we meeting right here? >> the wizards head coach laughed off the warning, but said the nba spent a lot of time on security. >> the nba has taken an active role in protecting what they can. >> investigators pulled two cases and backpacks out of zazi's denver apartment and

sources say, he may have been planning to use hydrogen peroxide explosives powerful enough that a few grains can create a small boom, more can do significant damage. >> someone with a backpack on could have walked into one of those stadiums, detonated that bomb in the middle of the fans and there would be dead and injured for maybe 100 yards in every direction. >> metro says it is aware of the alerts, but that it stepped up security after 9/11 and has no plans to implement baggage checks. >> we are an open system and we are called here mass transit and to implement things that would cause long delays might dissway passengers. >> the homeland security alert on stadiums notes a trading manual specifically talks about blasting and destroying the places of the ♪ the amusement

and morality. >> it's been a busy day of diplomacy for president oh ma'am ma ranging from mideast peace. it's all happening at the united nations where mr. obama is making his first visit since becoming president. he met with isreali prime minister and palestinian president, mahmoud urging them to get moving on peace talks. >> it's past time to start talking about negotiations. it's time to move forward. >> the president met with china's president to talk about trade and the nuclear standoff with north korea and iran. on thursday, president obama will chair a special meeting of the u.n. circuit court security council. etc. focus, stopping the spread of nuclear weapons. >> sewn tore robert byrd is in the hospital. he fell at his home in mcclane today. the west virginia democrat stood up too fast and fell. doctors expect him to be in the hospital for the next several days. and this news just in to the 9news now information

center. massachusetts governor will be allowed to appoint an intime successor for the late ted kennedy. approved a measure about an hour ago. we head to georgia now where rain fall has created a real mess. the rising flood waters in cobb county georgia have risen to the rooftop of an elementary school. but clark dale elementary school is nearly completely covered with water. >> i transmitted a letter to the president of the united states, the kind of lives lost, the kind of property damage we've had, the kind of expenses that our local governments will face in recovering from this. i think is worthy of a presidential decloration and we asked for that. >> the floods claimed eight lives so far. property damage has not yet been calculated. shock turns to outrage. four days ago, a 72-inch water

main broke, flooding several neighborhood les. well the water is gone, but some homeowners are learning their insurance policies will not cover the damage. >> although i have homeowner's deluxe policy, thinking we had the best policy, they are saying that nothing is covered. >> the maryland insurance administration is getting involved. the administration has not said what if anything they can do if an insurance company won't pay a claim. they say city and county officials are responsible for that faulty pipe and they should pay. >> ahead on 9news now, calls to sue the fenty administration over daycare. plus topper. >> pretty nice evening, a lot of clouds. a few showers. we will take you out with the almanac. despite the clouds, 80 and 64 go in the books. average is 77 and 60. record high, 98.

virginians are asking lots of questions about bob mcdonnell's "thesis." how old was he when he wrote it? mcdonnell was 34, married and attending pat robertson's law school. and what did the thesis say about women? a lot... abortion should be outlawed and birth control should be restricted-- even for married adults. then as a legislator he introduced 35 bills to restrict a woman's right to choose.

your child at risk for a serious complication, you also want them to be in school. >> this local doctor's office says they have seen 30 cases of h1n1. providers are expected to receive a new vaccine by mid october. children six months to young adults 24 years old are the most at risk for h1n1 and it is recommended that they get those vaccines. there is a new federal ban on flavored cigarettes and it includes cigarettes with candy, fruit, and clove flavors. it's one of the first visible effects of a new law, giving the fda authority to regulate the tobacco industry. the fda says flavored cigarettes are a gateway to smoking for many young people. coming up tonight at 11:00, losing one to two pounds a day. the alleged secret weapon that is all the buzz. there are some downsides, too. we'll tell you all about it tonight on 9news now at 11:00.

the mayor wants to outsource the contract, the councilman is rallying to support to stop that. >> how can $6.2 million be allocated for programs and for the workers that provided gold level services and those dollars be now said they are unavailable when they are counted for in this budget and that the council passed a law unanimously requiring that anything has to have a study and a report provided to this council. >> today, the dc council approved a resolution that says the legislators will have to evaluate whether to join a pending lawsuit or initiate a lawsuit of their own against the fenty administration. virginia is now offering charging stations for hybrid owners. it's a partnership between virginia and virginia power. you'll find the stations at some rest areas. one is at the new kent safety rest area. those stations can charge up to

camp a week ago from today. it's fair to say that never has so much been expected of a team that won 19 games the year before. that's because all the key guys who were injured on the wizards last year are finally healthy again. i spoke with head coach saunders today. he says he is relit. >> if you went in their gym and watched him play, you wouldn't think he is a guy that has been hurt. so you know, he is excited about camp coming up next week. i'm excited about camp, not only with him, but the other players. we are going in with the idea that there's no restrictions. >> all right, here's a weird one. tom brady is being sued by two photographers after the couple's body guard fired shots at them. the two paparazzis were taking photos of the couple's wedding when they refused to hand over their cameras. the body guard fired at the camera. brady had no comment. final homestand of the season
