the 14th street bridge. back to you. the government expanded a terrorism warning from transit systems to other venues. investigators are searching for more suspects in what could be an al-qaeda plot to set off hydrogen peroxide bombs hidden in pack packs including stadiums entertainment complexes and hotels. officials at national harbor say they see themselves as a potential target. there are security cameras installed around the property, 168 in all. they say they ratcheted up awareness when they letters like this come out. local law enforcement say they know of no specific threats against metro but investigators, looking in to a detained terror suspect, believe he may have wanted to target a new york subway. officers pulled suitcase and backpacks from the denver apartment of najibullah zazi. experts say it doesn't take

much hydrogen peroxide to form a powerful explosive. metro has received another urgent warning from the national transportation safety board. this follows new findings in the investigation of the fatal crash in june. 9 news now digital correspondent alex trev nix -- ino's with the latest and met tremendous' response. good morning, alex. >> reporter: good morning. many people are starting their morning commute and ntsb says there is a pressing need to address safety glitches that could lead to another tragic accident. three months since the deadly accident, this complex investigation is far from complete. the ntsb is working to determine the cause of the fatal crash near the fort totten metro in late june. investigators have new information about the signal system that was supposed to tell the colliding train to stop. the system failed that day. the findings revealed circuits told the train the track was

clear. the signal did not signal to slow or stop the approaching train. nine people were killed and 80 injured. now, four organizations are looking over you are jen recommendations just issued by the ntsb, the company that makes the circuits in that signal system, the federal transit administration, the federal railway administration and clearly metro. >> the ntsb recommends that we examine track circuits. >> reporter: the concerns about the circuits are nothing new. metro says it continues to check them twice a day and take other safety measures. >> our trains have been operated in manual mode by train operators and will continue in manual mode until further notice. >> reporter: the urgent message is based on recommendations. the ntsb telling 9 news now during its investigations it reserves the right to issue these kind of letters even before they have final finding. metro is planning to upgrade the doors on those rail cars

deemed unclash worthy. 9 news now and wusa9.com. police are investigating a deadly pedestrian accident in arlington, virginia. officers kept part of eastbound route 50 closed for hours after the accident. it is close to the george washington parkway. police confirm a car struck and killed someone on foot. they have released few other details but have not called the accident a hit and run. driver in custody after a wild scene on new york avenue. the suspect's car flip on its roof. the driver apparently tried to run over an officer was helping a motorist. the officer opened fire. the driver sped off but lost control and crashed striking other cars along the way. it appears no one was seriously hurt. hopefully it will be easier to get a cab in the district today.

a group of taxi drivers went on strike on tuesday, picketing in front of mayor fenty's offices. they say new policies have caused them to lose money claiming the mayor set rates lower than anywhere else in the country. the one-day strike ended at 6:00 p.m. time for the first living smart report of the morning. and jessica doyle has a preview of the day on wall street. good morning. >> good morning. it is fed day and for most economists the expectations are the federal reserve will hold steady on interest rates and probably for some time to come so as to not side track the recovery. stocks in asia dropped modestly. as for wall street, the dow added 51 points, 170 points away from the 10,000 level. the nasdaq rose 8. the s&p added 7. this will come as welcome relief for the 1.3 million americans that are running out of employment benefits by the

organizers submitted a proposal for 800 slot machines and voter approved an amendment allowing 2500 machines there. the state has not received as many bids for machines as it hoped. if a final decision isn't made today it could happen on october 7th. president obama is zeroing to work with china to try to fight climate change. both the u.s. and china are the two biggest producers of green house gases in the entire world. reducing emissions worldwide is the focus of a day-long summit at the united nations. >> we can rise above the barriers that too often divide us, country and culture, color and creed, race and religion and region that we can come together and that we can leave this world even better and more hopeful than we found it. >> reporter: on tuesday, the president's challenge to the nations of the world comes as he struggles to get legislation approved in the senate which would limit green house gas

proposal that will generate $100 million in annual toll revenue to help offset the cost of the 18-mile highway. northern virginia received what could amount to a three- year reprieve on a deadline to move as many as 20,000 military jobs. most of those jobs were supposed to be moved from arlington to ft. belvoir by 2011. but belvoir is not deserved by metro and the additional vehicles were expected to create a traffic nightmare. the extension gives property owners in alexandria and crystal city more time to find new tenants. happening today, a guilty plea is expected from a bethesda teenager. 19-year-old colin mckenzie gudd. the defense attorneys say he never intended to hurt anyone.

and he will plead guilty to possessing a destructive device. howard county leaders are considering a proposal which will ban anyone under the age of 18 from using a tanning bed. the move comes as more studies show that using a tanning bed before the age of 35 can increase a person's risk of developing skin cancer by as much as 75%. under current county law, anyone under the age of 16 must be accompanied by a parent or guardian. guardian. >> we are making the proposal now because of the overwhelming evidence that indoor tanning beds are a major cause of skin cancer. >> reporter: howard county board of health held a hearing on the ban last night. if it is approved it could be in place within as little as five weeks. today massachusetts lawmakers are expected to give final approval to a new state succession law. that will allow the governor to

appoint an interim replacement for the late senator ted kennedy. ted kennedy sent a letter to lawmakers last month, the week before he died of brain cancer asking for the change. now someone would be able to hold the seat until a election is held in january. the longest-serving senator in history is in a local hospital this morning. a spokesman for 91-year-old robert byrd said he fell yesterday at his home in mclean. he might be developing an infection according to tests. he was hospitalized with dangerous infections earlier this year but returned to the senate before the august recession. -- recess. it is time for another "living $mart" report and digital correspondent jessica doyle is back with health care reform's possible impact on medicare. >> yes. there's a lot of debate over the request will medicare benefits for seniors get cut under health care reform? a lot of people are asking the question. the president says the answer is no but the top budget

washington kind of story, the new cbs drama t "the good wife "debuted last night at 10:00. it examines the choices of a woman who finds her politician husband is cheating. with the stakes so high why does the real life politician take the risk? here's gary nineberg. >> it looked like the nonfiction we have seen so many times the good wife and the elbow at the husband cheating. >> i have begun to atone for my private failings. >> i the current one. >> south carolina's governor. >> i have been unfaithful to my wife. >> and on and on. >> the men of power tend to think they are above the law. sometimes women do, too. >> reporter: audrey is a couple's therapist who has dealt with the issue in her washington practice and has written about it. a politicians light. >> there are a lot of attractive pretty women who you work around all the time, staffers and people who travel with you and if you are a high-
