good morning to our friends in virginia. hop on 66 eastbound and look at how things are looking. cars there fairfax county parkway from 123 to the beltway. now let's head over to 395 northbound. looking good, moving well between duke street and the 14th street bridge and finally head over 95 northbound. prince william parkway to lorton. a lot of cars and people are heading to work this wednesday morning. back to you. three months after that deadly metro crash, urgent safety recommendations for the rail system. it is an effort to keep you safe on your morning commute. digital correspondent alex trevino is live at the glenmont metro station with the story. good morning, alexer are we're at the glenmont metro station. many morning commuters heading downtown know about the minor delays due to construction and improvement between the tacoma and fort totten stations where the metro accident happened three months ago. ntsb says there is a pressing

need to address safety glitches that could lead to another tragic accident. three months since the deadly accident this complex investigation is far from complete. the national transportation safety board is still working to determine the cause of that fatal crash near the fort totten metro in late june. investigators do have new information about the signal system that was supposed to tell the colliding train to stop. the system failed that day. the findings revealed those signaling circuits told the train the track was clear. the equipment did not signal to stop or slow the approaching train. nine people were killed and 80 injured. now four organizations are looking over urgent recommendations just issued by the ntsb. the company that makes the circuits in that signal system, the federal transit administration, the federal railway administration and clearly metro. >> the ntsb recommends that we examine track circuits. >> reporter: the concerns about

the circuits are nothing new. metro checks them twice a day and takes over safety measures. >> our trains have been operated in manual mode by train operators and will continue in manual mode until further notice. >> reporter: the urgent message is based on recommendations. the ntsb tells 9 news now during all of the investigations it reserves the right to issue these kinds of letters even before they have final findings. metro is spending a half million dollars to upgrade doors on rail cars deemed uncrash worthy. alex trevino, 9 news now and wusa9.com. metro is making sure you see transit police officers on stations and trains. it is a response to the fbi saying transit systems are vulnerable to terrorist attacks. now there are concerns about other potential targets. memos are warning about

stadiums, hotels and entertainment districts. there are no specific threats but the government says terrorists have a long-standing interest in using backpack explosives to hit those kinds of areas. three people are in custody after a wild scene last night. it ended with a car flipped on the roof. police tell 9 news this car tried to run over a police officer was helping another motorist. the officer opened fire. the driver sped off and hit a few cars and then lost control and landed upside down. we spoke to one of the drivers whose car got hit. >> drove up the sidewalk right here. hit the car behind me and a car here and hit the pole and caused another accident up here by the hotel. >> reporter: police took the speeding driver and two passengers in to custody. at four after 6:00, we are following two stories this

morning. the first is from ventura, california. more than 100 firefighters and at least a dozen air tanker thes are trying to gain ground on a wildfire. this video is from overnight. the fire is now 6,000-acres in size. officials say right now the main concern is preventing the fire from spreading to nearby homes. now to georgia and alabama. parts of those states are under several feet of water. a number of communities are shut down and residents evacuated because of the floods. at last check, nine people lost their lives including a toddler who was swept from his father's arms. forecasters say more than a foot and a half of rain fell within a two-day period. president obama delivers a speech today before the u.n. general assembly and in the last few minutes we have learned he will give a sharp globalization message to the world. the white house released excerpts of the president's address. he will say "those who used to chastise america for acting alone in the world cannot now
