23rd. we say good morning to kim martucci. she gets us started with the forecast. >> good morning. like yesterday we have cloudy weather. unlike yesterday it is more humid. we will take that humidity and crank up our chances of a couple of showers as we head to the afternoon. at this hour, the rain seems confined across north carolina and just traveling the southern virginia border and we'll give it time before it tries to work its way up here. the temperatures are on the move. we are at 73. baltimore 72. even west of winchester 71. you have to go out to garrett county, maryland in to the mountains before we ease back to the middle 60s. game plan today. keep it warm, both today and tomorrow. we will reach prosecutor a high of 84 and 85 tomorrow. both days very similar. more clouds than sun. a spotty shower. no washout. then on friday we will kick off the weekend, cooler and 75 but some sunshine. patranya bhoolsuwan, good morning. >> good morning. how's everybody doing this wednesday morning? we have an accident to tell you

about. start off 50 westbound. looking at an accident there at 197. a disabled vehicle is blocking the left shoulder. beaware of that as you head to that area. the inner loop is jammed 95 to georgia. give yourself extra time to go through that area. 270 southbound better 194 to the split. about 16-minute delay through there. 66 eastbound, good morning, virginia. good morning out there. we will take you slow from route 50 to the beltway. we have a disabled truck, though, at 123 to the right shoulder at this hour. and finally 395 northbound all the way from the beltway to the 14th street bridge all clear this morning. back to you. >> thank you. in less than an hour, president obama is scheduled to deliver a speech before the united nations general assembly. he's expected to give a sharp globalization message to the world. the white house released excerpts of the address. the president will say "those who used to chastise america for acting alone in the world

cannot now stand by and wait for america to solve the world's problems alone. the president's address comes as federal investigators have issued new terror security warnings. the new fbi warnings affect transit systems, hotels and entertainment venues. officials at national harbor say they see themselves as a potential target. federal investigators believe a suspect they have in custody may have been plotting to set off hydrogen peroxide bombs hidden in backpacks. they are looking in to whether he had more accomplices they don't know about. also this morning the associated press reports there may have been missteps made in this case. with me is the university of maryland law professor michael greenberger and the former justice department official. thank you very much for being with us. the missteps that the associated press is reporting this morning is on the part of the nypd for blowing open the fbi case. tell us more about this. >> well, obviously, what seems to have happened was that the

colorado man and his father were being followed and they were not yet ready to pull the plug on the investigation. it seems as if they were trying to connect all of the dots with his associates, his affiliates to feed the scope of the investigation. somewhere along the way, whether it was the new york police department, some people say an informant, the colorado suspect flew from colorado to new york. actually drove from colorado to new york and he was in the midst of doing things, which they were observing and somebody let him know that he was being observed. it was the new york police department or an informant for the new york police department. he got on a plane and immediately flew back to colorado. so the ability to see the scope of this potential terrorist cell was cut off in midstream. and i think that's what you are seeing now. they weren't able to charge them with terrorist acts but

making misstatements to the federal government. and i think it is an attempt to put people on the highest state of alert, even though they don't know what the facts are yet. it is just the next best way to have the united states keep its guard up for what is worried to be something that is very dangerous. >> as you said after 9/11 the criticism was they didn't connect the dots. they had information and didn't act on them or didn't act in the most responsible way. this young man we are talking about, 24-year-old najibullah zazi he and his father are in jail and are they saying at least a dozen more people have gone underground because this blew open? >> well, his father was put on bail on his own recognizance but being carefully watched. the son and the informant are in jail awaiting bail hearing. i think it is unlikely they will ever be free but this is

exactly what happened. they were sort of in the middle of an investigation, trying to see the periphery of what was going on, and the key suspect was alerted, pulled out and sort of ended his efforts and therefore i think the appearances that the federal bureau of investigation is very frustrated they don't know where this thing was heading. >> they are looking at new york subway systems, but we have major events going on in the midwest. the g-20 will be meeting, as well. and of course we have the u.n. general assembly. no specific threats, but have we raised the terror alert? what are people supposed to do based on this information? >> i think the information is essentially for people to be on their guard. i have always maintained that an alert citizenry is a good defense against terror acts. if you see backpacks left unattended somewhere, that is a signal that something not good

is happening. i think the biggest threat here is this is -- i think the belief was this would be a follow on to the madrid subway bombings in 2004. the london subway bombings in 2005. but they are most worried about subways. but i think the wisdom is for people to be on alert when they are at request public gatherings. >> thank you very much. the ntsb issued a preliminary account of what happened during the deadly accident aboard metro's red line in june. investigators say the track system failed that day. according to the report signaling circuits told the train the track was clear. the equipment did not signal to slow or stop the approaching train. nine people were killed and 80 injured during the crash. the obama administration's health care reform will make a stop in the area. vice president joe biden and health and human services secretary will be joined by maryland senators ben cardin

for a discussion on health care reform at the leisure world retirement community in silver spring. 9 news now digital correspondent alex trevino is live in silver spring with more. alex? >> reporter: we are at the leisure world retirement community in montgomery county. residents have been up nice and early awaiting vice president joe biden to speak on health care. that's expected to happen here in the crystal ballroom in an hour. the secretary of health and human services will also visit this retirement community to discuss health insurance reform. now, they will address concerns and questions for folks who live here at he's your your world retirement. a couple of moments ago a woman nudged me and said when is the vice president coming and i told her 10:00 and she advised me that's a long time to wait. 9 news now and wusa9.com. >> new this morning on 9 news

now, virginia state police have released a video of what they say is an alleged car jacker running away from a crash scene. you'll recall the story of a woman who was car jacked in gainesville, virginia and forced to ride with the suspect on september 17th. the then led police on a chase before crashes in prince georges county. this is newly-released video from virginia state police. they say the man seen running here. there he is. away from the crash scene, is the same carjacking suspect who led them on the chase in to maryland. police also released a sketch on what they believe the suspect looks like. he is believed to be armed an dangerous. if you have any information which might lead to an arrest in this case, you are asked to call virginia state police. later this morning, the maryland transportation authority is scheduled to unveil a full plan for the intercounty connector. you will recall the icc is the toll road that will connect 270 with i-95 in prince georges

county. many expect the agency to prevent a proposal that will generate around $100 million in annual toll revenue. this to help offset the $2.4 billion cost of the 18-mile highway. a learning center in southeast is allowed to continue to operate as usual. and residents in the southeast are forced to deal with a temporary new way of life. you are watching 9 news now. black. ♪

the southeast tennis and learning center will have the lease restored. the court blocked fenty from evicting the center. fenty said the center violated the terms of the lease. 100 firefighters and a dozen air tankers are trying to gain ground on a wildfire in ventura county, california. the fire has burned 6,000- acres. officials say right now the main concern is preventing the fire from spread to nearby homes. a number of complaints are shut down and residents evacuated because of severe floods. nine people lost their lives including a toddler swept from his father's arms. more than a foot and a half of rain fell in a two-day period. >> the south needs less and out west they need the rain. what do we have? >> here we are splitting the difference. a couple of spotty showers, some cloudy weather but really rather warm today. it is great to see you.

73 degrees is our number. winds at five miles an hour. over to annapolis by the bay, down to patuxent river a couple of showers. garrett county before you hit the 60s and martinsburg where it 168. this afternoon's weather holds mostly cloudy skies. a couple of showers are lurking and those temperatures 82 degrees. air quality is code green, which is good. look at all of the heavy rain again targeting the southeast. luckily atlanta today not too many opportunities for rain but they are looking anywhere between one and three inches from mississippi to louisiana and southeast texas. now, this wet weather isn't moving directly here, but our connection to that warm, humid gulf of mexico is in place over us. so we will see that. with building clouds and a spotty shower we really don't have a direct mechanism to cause copious amounts of rain

are some of the crucial issues slated to be addressed at the congressional black caucus foundation's 39th annual conference. it is one of the most important gatherings of african- americans. with me is dr. ivory tollson. he is an associated professor. doctor, thanks for joining us. tell us more about this emerging leader series of which you have been recognized as an emerging leader. >> well, the emerging leader series was started several years back and it was an attempt by the congressional black cause cuss foundation to bolster the education and experiences of the younger demographic that came to the conference. the target age is college age up to 35, 40. and what the emerging leaders series does is provide strategic opportunities for early career professionals to take advantage of some of the high powered people that will be in town for this conference. >> reporter: as we said, health care, poverty, education, the

economy, crucial issues and you have written about the affects of poverty among blacks in the u.s. and the role of government. talking over the past 40 years, civil rights legislation, what is still the impact of poverty and are we closing the gap at all? >> we are not quite there yet. there's a lot of things that has happened over the past year that has an impact on african- americans. actually most of my recent research i have done on education, however, just recently i released a report on african-american male achievement and about closing the achievement gap. and this year we will talk a lot about education at the congressional black caucus foundation weekend. tomorrow we will have a film discussion on two films, one is bring your a game and the other is beyond the brick. mario van peebles, the producer, is one of them and we

will talk about the issues related to black males in public schools. >> reporter: a lot of town meetings dealing with health care and other things. they don't trust the government and want them involved. >> right. >> what role should government play in helping to close the gap whether dealing with poverty of the latest research on education, especially among young black males? >> we pay taxes for certain services. and so the taxes that we pay and the legislation that is passed related to no child left behind and the revisions and different things related to bringing down the economic -- or bringing up economics in our community should be used to help out. and so the government's role is to take the money that we are already paying and using to help us out. and so, you know, that's what i see as the government's role. >> thank you very much for being with us. have a great weekend and the third annual emerging town hall takes place on friday. we'll be right back. 1c ÷ ÷ ÷
