county. it is a really tough ride across the county so a lot of people are looking forward to this icc roadway. it will be maryland's first all electronic toll roadway and what you pay is going to depend a lot on how far you go, what time of day you go and very importantly whether or not you have one of these things. motorists like lesli have been looking forward to beating back road and beltway traffic on the future icc now under construction between shady grove and prince george's county. today maryland's transportation authority announced the proposed tolls. >> two objectives in mind. one is to make sure it is a congestion free roadway. >> reporter: once it is built the price will go up at rush hour to keep traffic down. to travel the full 17.5 route

will cost $6.15 at rush hour and $3.55 off peak. add three extra dollars if you go without easy pass. bringing a maximum trip on this future road to $9.15. >> no way. >> that sounds like a lot of money one way. >> reporter: it will make a huge difference i hope to the beltway and will certainly make a big difference on local roads if people actually use it. but at $6.15 i don't know if they will. >> reporter: transportation officials say they expect less than 5% of users will go all the way on the road and they provided other samples. to extend the trip to i-95 it would be between $3.20 and $5.60. there will be no cash or toll booths. sensors will detect easy passes. others will have license plates captured on camera and bills

transit union says no one in metro's management has been held accountable after recent accidents including the one in june that left nine people dead and 80 people injured. bruce johnson has the story. >> reporter: three months after the accident and the memorial is the only sign at the scene of lives lost. and it was once called the safest subway system. >> not only do they feel that the public has lost confidence in them they feel metro has lost confidence in them also. >> reporter: the union representing the 10,000 workers held a press conference today to urge metro to leave the operators in control of the trains and not return to automatic mode. the control system is suspected of malfunctioning and possibly causing the fatal metro crash

this summer. >> our trains have been operated in manual mode by train operators and will continue in manual mode until further notice. >> union leaders feel that metro officials are under so much pressure from the public they are now using metro operators as scape goats. >> i can't hold mr. kato accountable for all the problems and aging system has. that's not what we want to do. but it is how you react to those problems. >> reporter: they are not yet able to say what caused the crash. the investigation is far from complete. bruce johnson, 9news now and wusa9.com. >> union leaders claim they have repeatedly made their own safety recommendations to metro management and that those recommendations have been ignored. a guilty plea today from that bethesda teenager who kept an arsenal of bomb making

materials in his bedroom. after his arrest 15 months ago police released a video showing bomb triggers and chemicals, assault weapons and rifles. he pleaded guilty today of possessing a destructive device. there was apparently a map of the president's motorcade. but his lawyer says that was way overblown. >> there was no plot to kill anyone at any time. >> reporter: sentencing is set for january. he could be facing two to seven years behind bars. montgomery police released video of a surveillance. this is newly released video

from virginia state police. they say the man you see running away from the crash scene is the same carjacking suspect that led them on a chase in maryland. police also put out a sketch of what they think the suspect may look like. he is believed to be armed and dangerous. if you have any information which might lead to an arrest you're asked to call virginia state police. you might want to take your ipod, gps and any other valuables with you if you hike or bike along the canal. a thief is targeting cars in that scenic part of potomac. digital correspondent lindsey mastis is joining us live with details. >> reporter: anita, police say this guy is just targeting one vehicle at a time. he will smash into a car window, grab what he can. he will even use the stolen credit cards. that's how police got this picture. they say this man allegedly used the stolen cards at a cbs

welcome back. high school graduation rates in montgomery county are down for the second year in a row. 87% of eligible students got diplomas in 2009. that's down 2% from the previous year. school officials say recordkeeping is part of the decline. they are losing track of kids who move away. parent groups say after the second straight drop it is time for the school leaders to dig deeper for answers. >> we have the highest spending in the state of maryland per pupil spending so we should be ready before anybody else to
