tell you about the seven day in 15 minutes. showers overnight in washington. streets may be wet out there but no rain around at the moment. it is a muggy morning, though. temperatures in the 70s in most areas. a few spots in the 6 as like culpeper and winchester and hagerstown along with washington still at 74 degrees. so a warm day. partly to mostly cloudy. back in the mid-80s and a slight chance of a shower or a possible thunderstorm before the day is out. right now 74. code green air quality. angie is off but patranya bhoolsuwan is in at 6:00 a.m. with the traffic. good morning. it is slow going morning this thursday. a lot of cars out there already. an update on that report on the accident 0 on the outer loop. it has cleared but as you can see traffic is jammed from wisconsin to new hampshire at this hour. we will head over to 270 southbound and see how things are looking there. it is slow but moving from 109 to 121 and clear to the split.

good morning, virginia. see how your commute is going. check 66 eastbound. we have a report of an accident at route 29 in centreville. it is backed up all the way past routes 234 but clear after the accident scene. moving to the inner loop this morning. green dares. one yellow car there. people going a little below speed. not too bad. and finally in the district, inbound new york avenue, around the times building this morning a bit slow but over wise so far so good. back to you. >> thank you. maryland's intercounty connector highway will be open in a few years. the goal to speed along your morning commute. digital correspondent alex trevino is live in silver spring and says it will cost you plenty. hey there, alex. >> reporter: hi there, jessica. the question is, are people willing to avoid a traffic bottleneck. the goal is to relieve traffic congestion on back roads like the one here in silver spring

and new hampshire avenue. the luxury of a traffic free highway is nothing free these days. >> time is always money. >> reporter: lescy has been looking forward to beating the traffic on the icc now under construction between shady grove and prince georges county and on wednesday, maryland's transportation authority announced the proposed tolls. >> pricing is set with two objectives in mind. one is to make sure it is a congestion-free roadway. >> reporter: that means once it is built the price goes up at rush hour to keep traffic down to travel the route from shady grove to u.s. 1. it will cost 6.15 at rush hour and 3.55 off peak time. add $3 if you go without an e- zpass bringing a mac mum trip on this future road to $9.15. the first 7.2-mile segment

between i-270 and georgia avenue is scheduled to open next fall. reporting live in silver spring, alex trevino, 9 news now and wusa9.com. the i-60 tolling system will be like this one. it is on highway 407 outside of toronto. it uses transponders to communicate with e-zpass and has cameras to capture license plates. it will be the first one like this in the united states. similar technology is already used in austria. fewer students are graduating high school in montgomery county and that causing alarm. 87% of eligible students got diplomas last spring, down 2% from a year before. the county blames recordkeeping for the declines. parents want officials to dig deeper for answers. >> we have the highest per people spending in the state of maryland. we should be above everybody else ready to address the needs

of these kids no matter where they come from or their needs. >> any changes in a downward way we would be concerned with in the sense we want to know what is going on and we are looking in to it. montgomery county's graduation rate is 11th in the state. the activists group acorn is doing a hidden camera. they captured workers giving tax advice to a pimp and prostitute. under maryland law a person must give permission before you can record them. acorn employees says their employees never consented to the recording. you will be able to be play the slots on the way to ocean city by next summer. that's if the owner of a horse track gets approval for a slots parlor. a state panel voted unanimously to grant the first slots machine license. it would go to ocean downs tracks in berlin, maryland.

ii vets get to see their memorial in their lifetime. >> thank you for your service and welcome to your memorial. >> reporter: hundreds of world war ii veterans filled the memorial built in their honor in washington. this group is a from wyoming and they have made the trip for free thanks to an organization called honor flights. >> the whole purpose is to bring veterans to see the memorial who might not otherwise get to do it. >> john claimed 68 missions as a world war ii fighter pilot and now on the board of directors for honor flights. >> many of these people may not have been out of their community since world war ii. so to bring them here is a wonderful thing. >> it is marvelous. >> reporter: he is one of the few pearl harbor survivors still alive. >> what bothered me the worst here is when i saw the

unveiled results from a new study. it found experimental vaccine could prevent infection with the aids virus. it cut risk risk by 31%. they admit it is a modest gain but a first step. doctors are stressing get your flu shot this year. a new study finds the nasal flu mist isn't as good. according to research from the last few years, injections were 68% effective in stopping the flu and nasal spray was 36% effective. doctors say get the shot, even if it is not perfect. >> flu sucks and the nasal spray vaccine, they are good vaccines, they are not great vaccines. >> reporter: one snag in that plan could be a shortage of shortage of tamiflu. there is a shortage of the children's version but the adult version is in good supply so pharmacies should be able to grind them up to make the children's version. we are elevenning about a spread of the h1n1 flu at

georgetown university. as many as 250 students are infected with the strain. that's a jump of 100 in the last week. a 19-year-old bethesda man faces up to seven years in prison when he is sentenced next year. colin mckenzie gude pleaded guilty to a felony count of possessing a destructive device. they found chemicals, and weapons in his bedroom. david baker resigned his position in july of being arrested on dui charges can. he wound up pleading guilty and spending five days in jail. his discussion is about decision making and moving forward from bad decisions. the future of metro manager john catoe will be in the spotlight. he will discuss a possible contract extension at his meeting. he has overseen a rough period

with metro with june's deadly collision, mechanical problems and delays some are calling for his ouster but the board is expected to offer a contract extension. from metro to the roads, we are finally getting an idea how much it will cost you to drive on the intercounty connector. alex says some people aren't happy. hey there, hey lex. >> reporter: the intercounty connector is the first electronic toll facility and many motorists in silver spring can hop on if they are willing to pay up. they could pay up to 35 cents a mile. the tolling has become an effective way of managing congestion. we talked to some people on the way to work this morning about the icc. here's their thoughts. >> i wouldn't pay that much money. i don't think so. that doesn't make sense.

now over to jessica and kristin in the web center. >> thank you, howard. i'm here with kristin. and she has an amazing story about water on the moon. >> that's right. this is a very big deal, jessica. 40 years after the first apollo flight, scientists have finally found water on the moon. and we're not talking about evidence that shows water was once on the moon in the past but water is there right now. here's what we are talking about. data from three spacecrafts have town what scientists call unambiguous evidence of water all over the moon's surface. check out the top story here on space.com. it is official, water found on the moon. here's a headline on the new york times. in surprise, moon shows signss of water. that water is widely distributed over a thin layer of lunar surface, over all of this blue part here.

it is found in the oil and not in the icy poles at the top and the bottom. which is where most scientists predicted if found that's where it would be. it is not a lake and not a big deal but would make it easier for humans to build a base and actually live on the moon. findings have been confirmed by three spacecrafts. one abuliased here at the university of maryland. the findings will be published later today. you can find on the journal sciences website and get this, nasa will be helding a press conference at 2:00 p.m. our time at the ames research center in california where theyly they will reveal the scientific findings about the moon and i want to show you how much water we are talking about. so this is a one liter water bottle. if you take two of these, two liter like a big coke bottle

73 southern maryland. 72 across the bay. 66 with the fog in frederick and here in washington right now 73. dew point is over 70. very sticky outside this morning. again, that will get better as we head to tonight. cold front across pennsylvania will slide south. this may trigger a shower or thundershower. by late this. it is south of us pulling the rain or shower threat south. richmond this afternooner and this evening a better chance of a shower than we will by 7:00, 00. and tomorrow evening, look at this, low pressure from the ohio valley with rain. that will spread the region in to saturday. a much cooler day in to saturday. mid-80s today with a chance of a shower. tomorrow 70s and looks okay. rain saturday night an sunday afternoon looks good. so does monday morning and the next front cools things down for tuesday and wednesday with highs in the 60s.

time for traffic. good morning. starting too see backups on the roadways. start with 95 northbound. seeing head lights there. prince william parkway to fairfax county parkway, jammed 40 minute drive time through that area. and a report of an accident at 123. that's not helping the situation. heading out to 395 northbound edsall to seminary. it is slow. some back up as you can see pentagon to the 14th street bridge. also slow and 66 eastbound. good morning if you are traveling through that area, route 29 in centreville the accident is off to the left shoulder and ban backed up to 234 and nutley to the beltway is slow. show you what is happening over the 270 split. outer loop is slow from 95 to georgia. a lot of cars heading to work

this thursday morning. head back to 270 southbound. we are looking at an incident on the right shoulder. not sure what is happening there yet. but causing backups from father hurley to montross. lawmakers garrett county, maryland unanimously approved a fallen hero tax credit. from now on the spouse of any person who died in the line of duty will receive 50% off of property taxes. spouses will be eligible for the credit if it was owned by the fallen hero when he or she died. a story only here on 9 news now, the redskins $100 million man is in the middle of a parking war with one of his neighbors. it seems albert haynesworth was seen parking his vehicle in a handicapped spot in his gated community angering a neighbor who says it was wrong and called sheriffs deputies. haynesworth says the vehicle which has a handicapped parking decal belongs to his brother
