meeting of world leaders. the steel city goes in to lockdown mode as it prepares to host the g-20 summit. nuclear disarmament. today the members of the u.n. security council begin talks about expanding nuclear regulations. a quick trip at what cost? how much we may have to fork over to be able to cut across two local counties. good morning. i'm jessica doyle in for andrea roane. thanks for joining us. today is thursday, september 24th. it is a hot day outside and kim martucci has the latest for you on that. >> jessica, good morning.

i want to help you guys watching at home. you are already thinking of weekend plans. i want to tell you which day i would pick to do the outdoor stuff. if you can play hook key tomorrow that would be a good game plan. if not i would go with sunday afternoon. right now not too bad. in and out of clouds. we will call it filtered sunshine. no rain on the map yet but we have an unstable air mass on top and a lot of moisture in the area. you notice the humidity levels are higher since the beginning of the week. that said, i don't expect a lot of rain today but we could see a shower. at this hour, andrews air force base is 77. 72 inside the beltway. we will be heading to the 80s around the lunch hour. we will see hints of sun. by 5:00, other than that stray shower, i don't think we will have too many problems, 85 degrees. we extend the forecast to the next seven days when i see you in a few minutes. but patranya bhoolsuwan has an eye on the thursday drive. >> good morning. in the district we have several police and fire activity

happening. look live here at 7th and h where it is blocked on the right lane where fire activity. also massachusetts and california. avoid that area. and also a hazmat situation at m and first. the alternate is south capital. over to 66 eastbound we have been tracking delays on that road all morning long. it is still going. a lot of cars in that area from 29 in gainesville to 29 in centreville and then 50 to the beltway. 270 southbound, see how things are there. pretty jammed up at montgomery village avenue to the split, 20 minutes for your drive time there. go to the maps and see how things are looking 95 antebw parkway. 198 jammed 32 to the beltway and the outer loop from 95 to georgia is as packed. begin with breaking news out of southwest. dc fire and ems are on the scene of a hazmat at a police station in southwest at 101 m

street. the initial call involved a suspicious smell. crews determined fumes from a diesel generator had been stuck sucked in to an air conditioning system creating the problem. three people were treated at the scene. none had to be taken to the hospital. we are following news of an office building in northwest which has been evacuated due to a suspicious package. the package was leaking an unknown substance in an office inside of a building in the 900 block of 7th street. the building was evacuated as a precaution. we'll update you on these stories when more information is available. here's a look at what is happening today. the world economy will be the top priority for leaders of the g-20 nation when they meet in pittsburgh. they are expected to try to develop a fresh road map for global recovery. president obama will likely face resistance to one of his goals. he wants them to establish and agree to a new set of rules.

>> we put an end to the greed and excess and abuse that led us in to this disaster and prevent a crisis like this from ever happening again. >> reporter: the g-20 will tackle a host of other issues, including climate change. leaders are busy discussing world issues, thousands of police will be on hand to respond to the many groups of protesters that are expected. before heading to the g-20 summit in pittsburgh, president obama will join other member nations of the u.n. security council for a meeting on nuclear disarmament. today's closed door meetings begins in a few minutes at 9:15 and it comes one day after the president made his first address before the u.n. general assembly. gadhafi toke spoke about the failures of the u.n. to maintain world peace in the world and he said the countries have broken the promise of the u.n. charters preamble that states that armed forces shall not be used unless it is in the common interest of member nations.

how much are you willing to pay for your commute if you plan to travel along the intercounty connector? >> be prepared to pay as much as $9. 9 news now digital correspondent alex trevino is live and he has details on the story. >> good morning, jessica. many of these morning commuters driving through silver spring here on randolph and new hampshire avenue quite often encounter traffic congestion. these motorists will have an option to get on the intercounty connector but not everybody can afford the daily costs. drivers, using the i cc could face tolerates up to 35 cents a mile. you pay higher rates during peak commuting times. they say tolls on the icc will be a congestion management tool that will save drivers time and help improve safety and convenience for motorists. we have talked to people on their commute about paying good money to use the icc. >> right now you don't have

many options as far as getting from one side of the county to the other county and i think it is a good thing. i think it will help traffic and help people to have an easier commute. >> i understand that it will help traffic and all of that, but, you know, i think $9 is too much. >> because of the over building in montgomery county and the amount of traffic that exists here, it's probably well worth the toll. >> sometimes you have to sacrifice and at the i am time you get an advantage by getting a new road. so i think everybody wins. >> the first 7.2-mile segment is expected to open next fall. but plans are not yet finalized. public comments are encouraged during a series of public hearings next october. we're live in silver spring, alex trevino, 9 news now and wusa9.com. >> thank you. the future of metro's general manager john catoe will be the topic of discussion at the metro board meeting today.

the board will discuss a possible contract extension for catoe. he has overseen a rough period for metro with june's deadly collision, mechanical problems and delays. some riders and union members are calling for his ouster but the board is expected to call for an extension. here's a look at what is happening today. at 11:00 this morning massachusetts governor is expected to name a temporary replacement for senator ted kennedy. an interim replacement will give democrats the critical 60th senate vote needed to pass health care reform bill. the appointee will serve until a special election is held on january 19th. georgetown university has seen a big jump in the number of students infected with h1n1. as of monday the university has had 250 cases of h1n1 compared with 150 cases last week. the new estimate is based on students who went to the student health center with flu symptoms. students who contacted the h1n1 hotline or the doctor on call as well as the students who

reported to the hospital's emergency room. the virginia state fair begins today and it's the first year at a new location, meadow event park. it is a mile down the park from kings dominion. they say the move from richmond makes it more accessible for more people, especially in our area. it runs through october 4th. we have so much coming up next. keep it here on 9 news now at 9:00 a.m.

the fbi is investigating the hanging death of a u.s. census worker. the body of 51-year-old bill sparkman was found hanging in a remote part of daniel boone national forest in clay county, kentucky. they are trying to determine the events leading up to his death. new research on an aids vaccine is surprising scientists who had begun to doubt it was upon. they say an experimental vaccine has prevented infection with a the virus. it is cutting the risk by 31% in the world's largest trial of more than 16,000 volunteers. there's also promising news for adults battling a common form of leukemia. two studies find that acute myeloid leukemia patients had a better chance of remission if they had two douse doses of dugs. both studies appear in today's new england journal of medicine. firefighters surrounded several homes overnight in

california. they are trying to keep up with a wildfire that scorched 18,000- acres. nearly 900 firefighters and 30 aircraft have been battling the blaze. it's been dry there. kim, i know it has been dry here but that is about to change, isn't it? >> definitely. especially as we think of part of the weekend on saturday. a quick hello to amy's pizza where i grabbed lunch on tuesday. this is art and mary. they were having lunch and a meeting with colleagues and came over and said hi. they said we love to watch channel 9. of course i will put you on tv. they are also now my facebook fans where you can see their picture. it will be warm and humid and a slight chance of a shower. we are already in the middle to upper 70s here. 71 martinsburg. 75 to quantico. the winds are out of the northwest at five miles an hour. the humidity is on the high

side at 77%. as we look ahead today we will plan on 82. partly sunny conditions at noon and at 5:00 the slim chance of a shower we mentioned and 85 degrees. summer is lingering. we are watching front trying to pass through the area. by late in the afternoon it will be south of us. showers will be building across southwestern virginia but really we will be watching for them to arrive more on saturday afternoon. the friday weather forecast is a nice push of cooler air and northeasterly winds sending us a bit of a chill. instead of 80s we will subtract ten and be in the 80s for friday afternoon. tonight in the muggy 60s for the low and as we look ahead to the friday forecast, kicking off the weekend with 74 and some sunshine. it qualifies as the quick of the week. not so much on saturday. that's when it will feel like autumn. 68, cloudy, rain in the

afternoon and even sunday morning might have a leftover shower before improving. getting up to 77 for the high. back with the latest controversy over a highway that's been at the center of dispute for decades. the intercounty connector. the latest issue is the cost of the tolls and with me is montgomery county executive ike leggett. thanks for joining us. >> thank you for having me. >> the proposed pricing structure has come out for the icc. it is essentially $18 for nine miles. some say it has a rye for the rich. what do you have to say. >> i share those concerns but is only a proposed rate for the icc. so for citizens that are concerned, as well as myself, we will be testifying to hopefully get that down. the on thive is to get people off of the main roads in the county so they can divert to traffic. if people are reluctant to get on it the underlying purpose on the road is defeated.

we need to make sure people are utilizing the road an have a rate that is comfortable for people. >> so you think if enough people and lawmakers come forward and say this is too much money the prices will be dropped. >> that's my expectation. >> the montgomery county council bought a tract of land to move forth a program. >> i think this will work well for the county. it allows us to utilize land better than we are today. it will allow us to put forth the shady grove master plan and gaithersburg master plan and ensure it will come to fruition. because we have land usage in a way that is most beneficial to the taxpayers of montgomery county. >> reporter: at the same time this is not an insignificant amount of money and budgets are tight. where will the money come from this particular purpose. >> what we are doing is swapping land. county owned land now in very

good locations that we think should be moved, and we are going to swap land. so we will end up with land that in affect will allow us to trade it. so this will not cost a dime. >> reporter: we had a report about montgomery county graduation rates dropping 2% in the last year. a lot of parents are concerned about this. a lot of lawmakers are concerned. where do you stand on this? >> i think that is disappointmenting but you have to look at the school system. they have done a terrific job. montgomery county is rated one of the top systems in the state of maryland and around the country. i think this is an aberration. i think there are problem need will work at. and we need to keep kids in school longer and make sure they graduate. i think the school is a wonderful system and we will correct this problem as well. >> thank you for coming in to talk about these issues. >> thank you. national football league players prepare to honor the

old son in a courtroom. he testified at the trial of two people accused of trying to blackmail him after his son's death. two men are accused of trying to swindle the travoltas for $25 million. the nfl players association is honoring the legacy of dr. martin luther king junior. it pledged to raise or donate $1 million to build the memorial planned if the national mall. so far $107 million of the $121 million needed to build it has been raised. october 12th is a big day for michael jackson fans. that's when the king of pop's first post huous song is scheduled to be released. two weeks later, sony is releasing a two cd set that will include new hits and old and a spoken poem from jack soon son called planet earth.

peter brown is a philosopher and the author of the book right relationships, building a whole earth economy. welcome to the show. thank you for coming with your new book. >> thank you for having me. i'm pleased to be here. >> what is a whole earth economy? >> it is to start with the characterrics of the planet and fit the economy within that. what we do now is we plan the economy and ignore the constraints and characteristics of the planet. >> so you look at characterrics of the planet and plan around that, give us an example of what that means in practice. >> well, the planet is fine night. it only has certain limits. resources are available or so climate change is an example of human activity overwhelming the ability of the the earth to soak up the carbon stream coming from our activities. what we would do in a whole earth economy is start with the capacity of the planet to absorb the capacity and restrain the economy within

that. unfortunately we are not doing that at all. looks like copenhagen will not take on that question directly we are in a dire situation. >> reporter: let's talk about the meeting of world leaders going on today. the president is going to pittsburgh to meet with g-20 leaders. they will spend two days talking about the global economy. what do you think should be number one on the agenda. >> join the global crisis and match it to the planet crisis underway and link them expolice zitly. we think the present system can't answer five questions what's the economy for, how does it work, how big should it be, and how should it be governed and what's it is for is social and planetary stability. how does it work, subject to the laws of science. how big should it be, not so big it overwhelms the earth's natural systems. this economy is overwhelming the systems and the g-20 will

try to make it bigger. this is a suicide pact underway there in pittsburgh. what is fair is going to be fair to future generations of people an other species. we have taking half of the effort's life support capacity right now and we are one in 15, 20 million species so we think it is overoverreaching. the united states and many other countries are under the control of their own financial elite went ' need to go beyond each nation going to a conference like copenhagen arguing for its perceived interest. we need people to look at the planetary interest. and the european union is a good place to begin but the nation is failing to protect the well being of the planet. no question about it. >> look at the challenges posed by global warming, by the constraints of an industrialized economy and then look at the financial meltdown

we just went through and hopefully we are clawing our way out of that in this country and around the world. how does those two come together to make this a better planet. >> we need to rethink the idea of wealth, how much is in your wallet, it is really the capacity of the planet. the fundamental life is photo synthesis, green plants and it has to be to protect the biophysical capacity of the planet. i would call on the leaders to establish an brash commission on rethinking the economy. it should not be dominated by bernanke and geithner and king, head of the bank of england. has to have tough-minded scientists on it who understand how the planet works and people that look at the ethics of our conduct and the economy. a complete rethink is absolutely mandatory at this point. >> these are fascinating
