and rivals places like nigeria. even if they could develop the vaccine, there will still be a lot of people living and dying from the disease here in washington. >> reporter: normally vaccines work by triggering the patient to produce antibodies. but researchers, they are trying to understand why these aids vaccines seem to work differently. >> then in future studies, try to optimize that so we can go from a 31% protection up to much more desirable level like 70 to 80% protection. >> there was 16,000 volunteers, half of them received the placebo and half of them got the vaccine. the u.s. military hiv research program says in the next few years, 74 people who received the placebo ended up infected. the rate was a little lower among that receive the vaccine.

and click on living smart. the metro bus driver, who struck and critically injured a jogger in northwest washington, they have been fired. karla was behind the wheel of the bus when they hit the 30-year-old congressional staffer. at the intersection of connecticut and florida avenue. and the september 3 accident was proctor's third on the job crash in the past seven months. she received five traffic tickets in january. metro says proctor was fired on monday. metro general manager, they have a new deal. the metro board voted 5 to 1 to extend their contract in another three years. the 62-year-old transportation official continued to receive their annual $316,000. they will also get more health benefits and $27,000 a year after retiring. new jobs are coming to fairfax county. creating hundreds of new positions over the next three years. one of those companies are the

defense contractor science applications international, can which will move their headquarters from san diego to tyson's corner. they said other new positions will be in the tech world. distribution and healthcare industries. the charges in an allege terrorism plot that stretch from denver to new york and now they are a lot more serious. as they report, the main suspects in the case now stands accused of plotting to blow up bombs on u.s. soil. >> reporter: terrorism suspect, they are now charged with plotting a bomb attack. federal authorities indicted the 24 kraoerld for conspiracy to use weapons of mass destruction. and the fbi, they initially arrested the denver airport shuttle driver and two others for allegedly lying to investigators. >> you went to a relatively minor charge to a charge that involves life in prison. >> reporter: the government case spells out how the afghan immigrants, they got instructions and ingredients to make a bomb, including large quantities of hydrogen

peroxide and from the denver metropolitan area. it also says that they rented a hotel room with the fbi, found explosive res due. cbs news say that they were on law enforcement's radar for at least two years. the fbi, they swooped in after his trip here to new york. just before september 11. investigators, they feared he may have been planning to detonate the bombs on the crowded city train. authorities plan to bring him back to new york to face the new charges. he was in a denver courtroom today. he'll be back there again on friday. his father, charged with lying to investigators, appeared with his son. >> when mohammed left the courtroom, you would have thought that there was some sort of exchange between them, there was none. >> reporter: the judge frees his father until his next hearing. and in brooklyn, the third man, charged with lying was released on bond. the indictment against him says he was working with them.

already underway. police, they lodged that out there today who refused orders to dispurse. and they officially get underway tonight when the obamas greet their guests at the political gardens and sit down for a working dinner. a man leads authorities on a wild police chase with their 3-year-old son sitting in the back suit. they began at prince george's county and ended with a crash in the district near the intersection for new york avenue. and police say that the driver, they threw several items out of their truck into that area. the search of the river, they later found suspected drugs. a police officer, suffering some minor injuries. the driver of that van, facing multiple charges including child endangerment. the dc police, investigating the death of the woman on the southwest water front. the body of the white woman between 48 and 50 years old was found in the water near pier 5 on water street this morning. police are still looking to try to determine the identity of the woman and how she died. thousands of commuters, they sat aid until their car this morning when the fire police

investigated a suspicious backpack. parts of massachusetts avenue, connecticut avenue, and rock creek parkway, all closed during the investigation. they were left on the sidewalk in the 2500 block for them. not far from the vice presidential residence. the backpack was ultimately determined to be harmless. dc emergency personnel responded to a hazardous material scare this morning in southwest. fumes from the diesel generator were apparently sucked into the air-conditioning system of the building at 101 m street. the fire department said six people were evaluated. three were treated for minor breathing problems. and an office building in northwest was evacuated, dealing with the suspicious package also this morning. leaking some sort of substance. they were found that the building in the 900 lock of 7th street. investigators determined the area was in fact safe and everyone was allowed to go back to their offices. now for the latest on the southern california wildfires. the flames threaten dozens of homes and multimillion dollar

we'll have are more tonight at 11. a major milestone on a long road to say gambling in maryland has been met. digital correspondent, scott broom is following this where the first license to operate the slots that have been issued. >> reporter: ocean downs, a little harness stretch just west of ocean city. often described as sleepy and quiet is about to get very busy in a hurry. >> better late than never. >> reporter: next door to this small clubhouse, designed for the simulcast betting, ocean downs, they willed add a slots casino with 800 machines. all that will go in the old grand stand building that will give a facelift. >> the slots are just another way to do a little gambling, like in between the races or something like that, you know? >> reporter: they are already tearing down the horse barns to make room for parking. although traditional racing here, they will continue with the horses trekked in.

west virginia senator, robert byrd is out of the hospital. the 91-year-old democrat was admitted after falling at his northern virginia home earlier this week. they revealed that they have an elevated account. he's the longest serving senator in history. his office says that they will receive the antibiotics and recooperate at home before returning to capitol hill for the healthcare debate. in the meantime, named today to temporarily fill the capitol hill seats of the former senator, ted kennedy. the former dmc chairman is the long-time kennedy family friend. serving on the senator's staff for eight years and also the chairman of the jfk library foundation. he will serve in the post until massachusetts voters pick a replacement in a special election in january. approximately 130 soldiers with the virginia national guard, they are headed home this evening from iraq. 40 of them are from northern virginia. the soldiers are members of the base, 266 military police company. now, they were on duty in iraq

doctor named jose jones. >> well, we started to think about that with six people in my front rooms. they wanted to learn how to dive. and now 50 years later. >> they are celebrating a golden anniversary. they called themselves the under water adventure seekers. they are the oldest black scuba diving club in the nation. >> font, we're going to share with you, much of what we have experienced through the years. >> reporter: and they are experienced a lot. >> in 1959, jones said that existing clubs were reluctant toed a mitt and train african americans. that's what inspired them to start the club. he himself, they learned diving as the member of the military and they say that they simply wanted to pass their experiences onto his own people. >> and to me they are heros. >> these are guys who were rejected and in a sport that was, well, wildly enjoyed by another group of people. >> reporter: jones, they helped change that. what started as six, as today, reached well over 100.
