out there and a couple of tieups that will slow you down, especially if you are on the bw parkway. notice the icons the yellow and green on the screen. you are slow from before 197 all the way to the capital beltway. we are tracking the drive on the outer loop in maryland. it is looking at a 20 minute drive or so to make it from 95 to georgia avenue. switch over to 66. actually i guess we will not get there but i will let you know. jammed 50 to 123 and nutley to the beltway again. we are using the brakes quite a bit. 395 northbound. here's the story. if we can head back outside and look at that camera. from king street you are slow again. same from the pentagon to the 14th street bridge. if you have to be around the capitol today, we want you to know there is an event going on. there is a prayer meeting

happening today. they are expecting upwards of 10,000 people to attend this event. you can expect increased pedestrian traffic and they may take away some lanes, as well. there might be road closures with that. be alert all day near the capitol. more pedestrians on the roads. back to you, andrea. >> thank you. we are beginning to learn more about a possible terror plot targeting quantico marine base in our region. the three men accused in the plot are among the seven charged in july. then they were accuse of planning terrorists attacks controversy seas. the government says it has evidence the men scoped out the base and had been training for an attack. in dallas, texas, police say a 19-year-old man planted what he thought was a bomb at a study sky scraper, but the fbi says the device was a decoy given to him by an undercover agent. now to the plot that's been

in the news all week long. a federal grand jury has indicted najibullah zazi. he is the colorado man accused of plotting to plant bombs in new york city. investigators say he planned to make bombs out of common chemicals like bleach, acid and nail polish remover. najibullah zazi was allegedly trained by al-qaeda in pakistan. so far, police do not believe any of these plots are connected. you can read the indictment handed down in the quantico case on our website at wusa9.com. the story is on the front page. a public hearing on the status of fire hydrants and water supply for firefighting is about to get underway. alex trevino is live from northwest with more. good morning, alex. >> reporter: good morning, andrea. the topic, district fire hydrants. how fire and emergency medical services and the district water supply authority expect to maintain and repairs hydrants. the major problem facing

district officials, not enough fish in the line to get water on the flames. the hearing is scheduled for 9:30 this morning. the hearing will focus on issues arising out of the mansion fire on chain bridge road and allegations this one was another recent major fire where water supply was inadequate. testimony is invited. we will let you know what comes out of the meetings. new this morning on 9 news now, police in hyattsville, maryland are trying to figure out what caused a car to slam in to a store front. the vehicle slammed in to the front of a super cuts this morning. the car also knocked down a light pole. one woman was taken to a nearby hospital. and before starting your weekend there's some road closures you need to know about.

plan ahead if you need to drive the beltway at chain bridge road in mclean. tonight, all lanes of the inner and outer loop will be shut down several times between midnight and 5:00 a.m. those closures could last from five to 30 minutes. the roads will be closed to move power lines as part of the dulles corridor metro rail project. >> now to jessica with the first mind over money segment. if you are a first-time home buyer and looking to cash in on the federal tax credit you may have to act real soon. the deadline for closing is november 30th. with me with more on the local housing market is bernie hall, president of the hall group and realtor is also here and she has estate planning advice. thank you for coming back today. >> start with the first time home buyers tax credit. a lot of people think you essentially get a check written to you at closing. they hand it to you and you use that but it is a tax credit and also time is running down. how long does it take to close

on a house for this process? >> like we were talking about, basically if you are looking to purchase from a seller you are probably not going to have issues and can close on time to take the tax credit. unfortunately a lot of the businesses done is with short sales and foreclosures and those are around 45, 0, 90 days to put you outside of the realm. there are rumors we may see them extend the tax credit but again it is not simply just filling out the paperwork. you could refile your taxes so you could get it again but that wouldn't happen in time or wait until next year. >> we saw housing data come out that showed existing sales dropped. what kind of business have you been seeing. >> it has been brisk and picking up. what is happening, that assures us we aren't out of it yet. we still have a lot of foreclosures coming on-line, a lot of short sales.

you know, the good trend, is that the number of listings per sale has come back to the norm. so actually right now things are looking better but we have blips in it. >> let's turn to the estate planning side of this. let's say you own a home already and you have other assets. what are tips to make sure if they pass that their assets go to the people they want them to go to. >> the key point is just do it. like those commercials. either have a will or living trust and those documents will ensure your assets go to the people that you would like them to go. buying a home is a change of life circumstance where folks should look at their estate planning. >> what do you recommend folks do if they have a will that is ten years old or if they have had some life change experience? what do you think? >> they should have their documents reviewed. we have had a lot of changes in the tax law and changes in other aspects of the law to get things up-to-date.

welcome back to 9 9 news now. president obama and french president nicholas sarkozy and gordon brown all publicly responded to news that iran has a secret nuclear fuel facility. the three leaders issued a statement before beginning today's g-20 summit meeting. in it they publicly demanded that iran open a secret nuclear fuel facility to international inspectors. the final day of the g-20 summit is underway in pittsburgh leading to maintaining global recovery and setting up tighter regulations for financial institutions. the gathering has drawn several

demonstrators. at least 19 were arrested on thursday following a clash between police and protesters. another big rally is expected later today. and a showdown is expected today in the senate finance committee over the government- sponsored health insurance plan. two top democrats say they will offer new proposals for a public option. supporters say a public plan is needed to ensure competition among insurance companies. and u.s. health officials now say more than 6 million doses of the h1n1 will be available the first week of october, twice as much as previous expected. however, the world health organization now says only 3 billion doses can be produced annually. that's less than half of the world's population. here with an update is kim martucci. still need the umbrella? >> doppler 9000 says we do but it is very much getting weaker. the showers are more

north has slipped to our south. and it will drag some of that drier air in by the afternoon. as we head through the day together, though, we have clouds this morning. by the afternoon, especially to the north, we will have some sunshine but that cool air mass. you are going to feel it. it will be locked in place tomorrow when some rain enters the picture. and there it is for you. 68 on saturday. the terps are at home. i wish it was going to be better. early in the morning around the betway you should be fine. to the west in the mountains the yard sales will be dicey. sunday morning still damp but the afternoon sunshine is back and as we look in to next week we have another cool down on tuesday and wednesday. back to you. >> debitor credit? that's the key question for consumers trying to rein in their expenses. gentlemen, good to have you with us. so the question of debitor credit, which is it? it sounds like if you are in

trouble and can't manage your money the answer should be easy. >> yeah. it is an easy choice if you can't manage your money and you need help getting back on track. debit cards are a good way to manage the money correctly but there's risk involved in using a debit card that people should be aware of because the safer choice may be the credit card, not the debit card. >> what are the risks involved using the debit card? >> the risks come down to liability. if the card is stolen or lost and somebody places charges on that card, you have a very short amount of time to report that before the charges are credited back to the card. if you wait too late, the liability could be all on you and you could have to pay everything. >> my goodness. >> it really could hit you hard. >> with a credit card if it is lost or stolen you call up and make the claim and they stop charging you for anything, usually almost immediately. >> in fact, according to the federal trade commission

website the maximum liability you have on a credit card if it is reported quickly enough is $50 of liability and in some cases it is -- they cover everything if you report it quick enough. but the main thing is staying on top of it. with the credit cards it is different, but but with with the debit cards if you wait past two months liability could be unlimited or $500. >> talk about the housing story on network news. the woman gives $5,000 to a counselor who says we will take care of it. they claim a backlog and nothing happens and the foreclosure man is at her door. what do you do. >> it is unfortunate and becoming common. that's a foreclosure scam. in general, what we are telling people is do not pay for foreclosure services in advance if you are going to pay in advance. >> if you have $5,000, doesn't it make sense to pay it on your mortgage. >> absolutely. that's what we tell people. if you have that kind of money it should go to your mortgage to get on top of things.

and when they run in to organizations that are making those assertions that they guarantee they will save their homes they have a 97% success rate, these things they need to pick up the phone and contact their local enforcement agency such as an attorney generals office. the attorney generals across the country are aggressively pursuing these foreclosure scams because once again people are losing their homes and time is wasted while they think something is being done and in many cases we have had situations in our office where a person was contacted in the dc area by someone in florida. they mailed them much, sent them money and it was a p.o. box and nothing was done to save this person's home. so we are trying to help them to put the teak pieces teague again. but the attorney generals can pursue those types of frauds. >> ron and bruce are here to help you. just give them a call 202-432- 9045. our phone lines will be open, ready for you until 10:00 a.m. we'll be right back.
