narcotic. its often used as a heroin substitute to treat recovering addicts. police discovered other drugs at the home that her and her boyfriend shared in baltimore. >>the boyfriend was taken to homicide unit and interviewed. information was learned that the victim and her boyfriend had been purchasing recreational drugs and had been using them. >>under arrest is 33-year-old clinton mccracken. the couple had been buying drugs online from overseas the police say. >>there is outrage tonight over what did not happen at a local hospital yesterday. some are saying a woman died because of it. an elderly woman sat in the er at the center for more than six hours while she complained of chest pains. shortly after she was finally called to be seen she went into cardiac arrest and died. the woman waited in agony from 9 a.m. to 4 p.m. one said. >>somebody messed up somewhere.

i believe that lady would still be here if somebody just came out to care and to check. she had chest pains from 9:00 until 5. you don't see her? that was somebody's mother. >>you may know of the united medical center by the old name the greater southeast community hospital. in a statement the hospital expresses its deepest sympathies and says the death is under investigation. upon initial review of the medical records it does not appear that any actions taken by the hospital could have prevented that patient's death. >>supporters of the public option are trying to prevent that idea on capitol hill. they lost a big vote with republicans and democrats teaming up to say no in a committee. here's what may happen next. >>reporter: as you know the public option is a government supported medical insurance program that would compete with private plans in an attempt to lower costs and cover those that can't afford the private option. today it just didn't have the votes >>mr.

tonight. these are from the u.s. territory of american snowa in the pacific ocean. a powerful quake generated waves up to 20 feet. those waves slammed ashore and raced inland within seconds. first responders say at least 39 people have been killed, dozens are injured, many more are missing. president obama hags declared american snowa a disaster area. the typhoon that slammed into vietnam earlier is now a tropical storm. this is some of the flooding and damage left behind. about 2,000 people had to evacuate. that same typhoon ripped through the philippines earlier. this is amateur video of the mess left behind. millions had to evacuate there. at last count 246 people are dead, 38 are considered missing. and we can continue to follow the latest on an alleged terror plot on new york city. an operative reported not guilty

vigil honoring a neighborhood murdered inside his own home. >>the unity of our community. >>close gathering in the neighborhood called marly came to remember tyrone richardson. three men wearing masks and carrying guns burst inside the man oes home. they separated richardson from his wife and four kids and shot him dead. so far police have made no arrests. before tonight's vigil many of these same neighbors were gathering for a community safety meeting. they've been hit by far too many break-ins lately they say. police do not believe a random burglary is what led to the murder. october 1 two new domestic violence laws go on the books in maryland. expected abusers must hand over their fair arms when an order is granted. they won't be returned until the protective order runs out. domestic violence hits close to home for maryland's lieutenant governor. he pushed aggressively for these
