that's our promise. that's ingredients for life. safeway. 9news in hd is brought to you by verizon fios. >> new at 11:00 p.m. tonight. a warning for an entire community after two men approach three young children playing outside. >> it all went down at the intersection of thomas drive in laurel and gary neurenberg is live on the scene with the latest on what happened. gary. >> reporter: this is a village here of laurel apartment complex near the major intersection of routes 1 and 198. 6:45 p.m. this evening a 7-year-old girl and 8 and 9-year-old boys were playing outside of the apartment building on this lawn. in an adjacent parking lot 2 men in a beat up light blue pickup truck were watching and started talking to the kids.

>> trying to get them to talk, don't be afraid. they are about the same age. so they were really trying to work these children into the truck. >> reporter: the kids started to move in the parking lot toward the truck when the mother of one of the little boys came out and yelled at them to stop . the two little boys ran to her. the little girl also ran onto thomas street and up thomas to her apartment building at the corner. the men in the truck drove out of the parking lot, onto thomas and followed the little girl, double parking with their flashers on while they waited. >> reporter: when the girl's mother came outside the two men took off. >> they were up to no good. we need to find out exactly what's going on. >> reporter: he has lived here for 11 years. >> i have lived here and never heard something like that before. >> reporter: but he says the neighborhood was not safe saying he was almost robbed recently. >> five guys and three girls they tried to take my wallet.

they asked me for money. >> reporter: his assalients ran. tonight police used a reverse 911 system to call thousands of homes. before 10:00 p.m. they already had substantial feedback. another way of saying they have more leads now than they did an hour and a half ago. police saso far no actual crime has been committed but they clearly want to talk to the two men who were in that pickup truck described only as two hispanic males in their 20s. the description of the pickup truck, a small light blue beat up pickup truck with a damaged front driver's side fender, a partial maryland plate of 41641w. obviously if you have seen the truck or know anything about the men derek and anita, laurel police would like to hear from you. >> a lot of nervous people out there. gary neurenberg, thank you for that. a shopper robbed and stabbed right inside a local mall. it happened last night at

springfield mall. fairfax county police say the victim was sitting on a bench outside one of the stores. two young men walked up and demanded his wallet. he handed it over then one of the robbers pulled out a knife and stabbed the shopper. he was rushed to hospital and is recovering. federal workers are breathe a bit of a sigh of relief tonight the government will not be shutting down. the senate passed a short-term funding bill to keep everything running. that measure also pays for another month of highway programs that were also about to expire and raises the congressional budget by 6%. speaking of that budget, well, that 6% hike is raising some eyebrows tonight and lindsey mastis has that story. >> i think they like to take care of themselves first. >> reporter: congress is spending too much money on itself it is easy to say. and that money will be spent on things like receptions for foreign dignitaries. some will be spent on staffer's

salaries. that is something this congressman defends. >> we don't pay our staff nearly enough. i'm constantly losing people to the private sector who get 2, 3, 4, times 5 times what i can pay them when they go to the private secretary or. i would rather pay them much more. >> reporter: $4 million is more more consultants. david williams with citizens against government waste says that is no right. >> there will be no oversight or accountability. we won't know what the consultants did or why they did it. >> reporter: people on capitol hill who work for consultants say it is necessary. and edward roader who says he was once a government consultant says it saves taxpayers money. >> when it was spent on me, they got their money's worth. they saved the government hundreds of millions if not a couple billion dollars. >> reporter: some of the money

will go towards the office buildings that had some problems with falling marble. many people i talked with say it is fine to spend money there as long as it fixes the problem. in washington, i'm lindsey mastis, 9news now and wusa9.com. >> seems congress is also good for spending money on things other agency don't want. president obama says he doesn't need another plane. even the pentagon itself says we have already. no matter the senate voted to move ahead with plans to give the military 10 more c17s that would cost taxpayers 2.5 billion. you might see and hear other military aircraft over dc later tonight but don't worry, it is all just a training exercise. it will involve f16 jets and coastguard helicopters and it is all being coordinated by the north american aerospace defense command. the supreme court planning to take a closer look at chicago's ban on handguns.

it is a case that stems from a ruling last year. the chicago case will decide if the ruling should apply to local and state laws as well. the justices are expected to hear the case early next year. turning now to the virginia race for governor. a new poll shows bob mcdonald extending his lead over the democrat. it puts mcdonell ahead by nine points. two weeks ago that same poll had the republican ahead by only two points. coming to false church to open a brand-new campaign office was craig deeds. voting in virginia for the first time now have less than a week to register for the upcoming races. the deadline to register or to update your registration next month october the 5th. as for the election itself mark your calendar it is november 3rd. living on a street with kids can be dangerous when

vehicles fly by. one local community is stepping up to do something about it. digital correspondent surae chinn is live in leesburg where police will be training residents to run radar. >> reporter: anita, police say this is a hot spot for speeders. so we decided to take out other own radar gun to check it out and just moments ago i clocked someone at 33 miles an hour. this is a 25-mile-an-hour zone. this, of course, is all unscientific research. here is what else we found out. >> the cars are going fast. >> reporter: but just how fast? we went out to catch speeders at ashton drive near the elementary and high schools just one of the areas police have received complaints. >> 22. 27. 27. he slowed down. >> reporter: earlier in the day drivers were obeying the 25- mile-an-hour speed limit. >> probably after 7:00 p.m. or 8:00 p.m. in the evening it gets rather fast. when the traffic is light

people probably are doing 40, 45-mile-an-hour down through there. >> reporter: we checked again throughout the night. one going 45 miles an hour and others in the 30s. leesburg police are starting a new speed watch program that will give residents the ability to report speeders and even train them to run radar. the idea is getting mixed reviews. >> i would hope it would be a deterrent but i could see where some people might be upset. >> if people knew what was going on maybe they wouldn't do it as much because i think we are all kind of guilty sometimes thinking i'm only going 30 miles or whatever. but if you're actually walking on the road or walking in the subdivisions you can really tell it is too fast. >> reporter: leesburg police say they don't have the manpower to patrol all residential areas. >> the driver of a vehicle may get pissed off and stopping and beating up the person with the radar gun. >> reporter: keep in mind re dents will not be issuing tickets. in fact, it will be quite a

process before residents will be equipped with a radar gun. first the complaints have to come into police. second, a speed trailer that shows how fast you are going will be put in place. and then third, people will be trained on the radar gun before it ever happens and apparently people have already signed up for the clasp reporting live in leesburg, surae chinn, 9news now and wusa9.com. >> interesting stuff. all right. thank you. meantime speed cameras state wide are just one of the new laws taking effect in maryland at midnight tonight. the cameras will be allowed near schools and highway work zones. other new laws include adding the homeless to maryland's hate crimes law raising the age to get a provisional driver's licence to 16 years and six months and a full license to 18. and banning text messaging while driving screw distracted drivers are the focus of a to- day summit here in the nation's capital. >> can you follow the plot of a television show or a movie while you're talking on the phone? virtually everybody says i

can't do that. >> david's 12-year-old son died in an accident caused by a driver talking on a cell phone. other witnesses at today's meeting lost family members to drivers doing everything from texting to painting their finger nails while they were behind the wheel. -- north east system is one of the most popular routes. starting tomorrow you will be able to take trains all the way down to lynchburg, virginia. along route 29 with stops in charlottesville, culpeper and alexandria. another powerful earthquake in indonesia. damage reports are starting to trickle in but thousands of people are still feared trapped following the first quake that hit hours earlier. that quake leveled at least 500 buildings including two hospitals. and rescuers there have already pulled 200 bodies from the rubble. the death toll is expected to climb much higher. police and rescue crews are
