the taillights. we switched the camera over. i guess we will pop up 270 past 121 looks like we have activity going on over off the ramp. please be careful. on that road you are slow around the 109 area. this is 395 in virginia. as i mentioned we are tracking taillights and moving without incident from duke street to the 14th street bridge. keep it going. this time to the district. northwest dc, chinatown, 7th and h street no accidents here or in the district overall. andrea, over to you. it is the first of october and new laws take affect in maryland. one of them brings speed cameras to construction zones. it is a story that is happening today. digital correspondent, alex trevino is live along 95 in laurel. alex, hello. >> hello, andrea. i-95 is one of the quickest ways to get from washington to baltimore for many folks, but for thousands of highway workers, it is the office and a danger they try to avoid every

day. a driver speeding in a work zone killed rick mooser in frederick county in june of 2007. the highway worker's widow is among those rolling out a new speed camera system that will make its debut in maryland today. >> this is their office. you can see how close it is to speeding vehicles, to dangerous situations. >> reporter: the system includes large warning signs going in to the speed traps. also an electronic display of your speed. only then will a car-mounted camera snap your picture. if you travel 12 miles an hour over the speed limit you will get a violation in the mail, for a fine of $40. the system will be placed on i- 95 north through the icc work zone in prince georges county. the major work area is on i-95 past baltimore and on the baltimore beltway near towson. rick mooser's widow has been waiting for system for a long time. >> these men and women don't have any other protection in

their work space. >> reporter: work zones have higher rates of accidents one reason there is little margin of error. 9 news now and wusa9.com. here's a look at other new laws taking affect today. you can no longer send a text message behind the wheel. a ticket will cost you $500. teenager drivers in maryland must now be 16 1/2 years old to get a provisional license and no one gets a full license until age 18. starting today, capital punishment is limited to cases with biological or videotaped evidence or a taped confession. and any u.s. or maryland flag bought with state money and displayed on state property must be made in the usa. interstate 66 can be a mess in the mornings. today we are getting a look at how people are moving through northern virginia. this is a live look at the highway on route 50 in fairfax. a new report finds the road can

on the flip side, the ranks are growing for people who won't need to write a check to uncle sam next april 15th. the nonpartisan tax policy center predicts 47% of house holds won't owe any federal income taxes for 2009. that works out to be 71 million mouse holds in part because of the economy and because some will get additional money from the government if they qualify for refundable tax breaks. well, let me introduce you to the book. it is part video and part book. simon and schuster releases the novel from jude devereaux. promises has 131 pages of text complimented with 17 short videos. it is one of four on-line video books being published today. obviously you read this on a digital device. not like it comes in paper and may be the waive of the future.

we're back. here's what is in the news now. the death toll from yesterday's earthquake in indonesia is up to 529 and is expected to rise. the initial quake struck 24 hours ago. a second one hit overnight with a magnitude of 6.8. the chicago 2016 group just wrapped up a press conference in denmark. it was a small rally ahead of a vote on the summer olympics. president obama leaves for copenhagen don't. he will be there four hours and coming right back. this is stevens pass in washington state. they picked up a couple of slushy inches there and they say it is good as far as the wildfire threats in that part of the country. >> any moisture they get and the cooler weather, the higher humidity it all helps. i have skiing on the brain

with the high near us that will give us a decent day or two until the western system gets closer. we will put microcast in to motion here. you will notice a couple of clouds from time to time today but for the most part a decent, dry day. as we head to friday morning, could be a sprinkle to the north and west. a warm front moves that way but friday should be generally a dry day until late. couple of showers are possible and saturday morning, scattered showers across the region. that, i'm optimistic, will be gone midday on saturday at the latest. as we look at the seven-day forecast, we have temperatures -- there it is coming. there we go. in the 70s the next few days with a chance of showers. mainly late friday in to early saturday. looks good for sunday's skins game. angie do you have good things in traffic. >> unfortunately not. it is my turn to deliver. this is a story we told you

offers snapshot of stay at home moms. with a closer look we are joined by lauren ashburn. >> this is the first time the census looked at the characteristics of stay at home moms. this is from 2007. so i think the recession, if you were to put that in there might have a different picture. >> 2010 may give us another picture but what are we seeing in 2007. >> look at statistics we have out of all of them. a quarter married couples in 2007 said they were stay at home moms. 5.6million women identify themselves as stay at home moms which means their spouses worked 52 weeks out of the year and they stayed at home to take care of a child. >> and worked in the home. >> that's right. 57%. so nearly 60% have children five or younger. so it is the majority of mothers who have little ones. almost 20% have less than a

high school diploma. 44% are 35 and younger and 34% are foreign born. so if you look at that picture, out of the majority statistics here, they are younger. >> the government -- what can we do with this information? >> i guess it is a snapshot. it's the first time this has ever been done and i think it is to show. we were talking a couple of days ago how women in the work force are almost 50% of the population. that is a significant number. stay at home moms 5.6 million now. so what we are finding is women who are educated are tending to be in the work force. >> yeah. not june or donna reed anymore,

keep climbing. president obama has declared the region a disaster area and fema crews are leaving california ready to help in any way they can. >> we are taking with us communications gear, consisting of our satellite phones, satellite internet, hand held radios. >> reporter: a 90-member national guard team is bringing plenty of humanitarian relief supplies, politics thick water, food, bedding first aid kits and more. the death toll in indonesia is rising fast. one hit 24 hours ago and another struck overnight. a strongafter shock. the worst damage is in the city of padng where 900,000 people call home. they are still trying to make contact with remote villages

nearby. here's a story you will only see here on 9 news now. former redskins art monk and charles mann are responding to criticism they have received from the city paper. it stems from the operation of their nonprofit youth program the good samaritan foundation. the city paper says the two have not delivered often promises they made to help children the paper reports that the men made a profit of a sale of a building they bought for their program. >> we ran out of funding. we -- no one was making anymore donations to us and the bank wouldn't forward us anymore cash. so our board and the people closest to our foundation we sat down and got together and decided we had to sell the building. it's not something we wanted to do but we had to in order to keep the program alive. >> reporter: both monk and mann say they are using their own money to fund the program. which changed its name to the youth power center.

despite the claims of the city paper the men say they provide tutoring and mentoring program to more than 200 children every year. fairfax county police are searching for two men who robbed and stabbed a man outside of the springfield mall. two young men walked up and demanded his wallet. he handed it over. one of the robbers then stabbed the shopper. he was rushed to the hospital and is now recovering. speed cameras go statewide in maryland today. so far they have only nabbed drivers in montgomery county. the focus of the new law, construction zones. alex trevino has what you need to know. >> reporter: rick emotioner was killed in frederick county in june of 2007, a driver, speeding in his pickup truck through a construction work zone struck him. >> it shouldn't take the death or injury of a highway worker. >> reporter: the highway worker's widow is among those rolling out a new system that will make its debut in maryland today. >> this is their office. you can see how close it is to

speeding vehicles, to dangerous situations. >> reporter: the speed trap will have large warning signs and an electronic display of your speed. that's where a car-mounted camera will snap your picture. travel more than 18 miles an hour over the speed limit and you get a violation in the mail, a $40 fine. the system will be placed through the icc work zone in prince georges county at a major work area on i-95 past baltimore and on the baltimore beltway near towson. >> that is alex trevino reporting. in leesburg, virginia, police are giving residents the power to nab speed evers. people are getting trained with radar guns. the program will allow them to track and report lead-footed drivers going through neighborhoods. one area is along ashton drive. people we spoke with there have mixed reviews. >> i would hope it would be a deterrent but i can see where police might be upset. >> wouldn't want to police

other people. >> right. they should police themselves. >> maybe if people knew it was going on maybe they wouldn't do it as much. >> reporter: police say they don't have the man power or the money to do it themselves so they are starting this program. jessica doyle is sheer with a special "living $mart" report about the economy and dental care. >> that's right. going to the dentist can chomp away at the family bug, but skipping appointments can be more costly in the long run. that's why it is important for you and especially your kids to check in regularly. >> i'm so proud of you. good job. >> reporter: pediatric dentistry car doe perez has noticed some patients don't come to his practice as often as they used to. >> some families are postponing children's dental appointments. >> reporter: and he says skipping the check ups now could be bigger headache and tooth aches later. >> it is easier to do a small

filling than to deal with such things as root canals or put in crowns or something like that that sometimes we have to do. >> reporter: for busy parents the costs can be significant. >> that is compounded by the fact that you look at how many work hours parents lose in taking their children and attending to those problems. >> reporter: if you are tight on cash or without dental insurance right now try clinics at local dental schools for basic checkups and cares and he says the at least costly strategy. >> brush and floss every day. >> it is simple as brushing and properly flossing their teeth that can prevent further problems from developing. >> reporter: the bureau of labor statistics says 47% of workers in private industry have access to dental coverage. compare too to 71% who have access to medical insurance. going to dental school for checkups is a great way to save money but remember the prices at the regular doctor's office aren't written in stone so don't be shy about asking for a
