inside his home. police do not think his death was an accident. we will have more on the story coming up at 6:15. now, to an update on the murder of a man shot last week in northeast dc. 17-year-old jeffrey brit is in jail right now tore killing 21- year-old george raleigh. his family says he was killed because someone thought he witnessed a shooting last month. and you may recall raleigh is the brother of deonte rawlings killed by an off-duty police officer in 2007. new tonight, a body found floating near mayo beach in edgewater, maryland, investigators have identified the victim as 49-year-old gregory stelwin locket of pasadena. reported missing on november 5. a fisherman spotted his body in the south river this morning after 11:00 a.m. maryland natural resources will not say how he died. they are waiting on results from the medical examiner. higher tolls on roadways in maryland are a near certainty according to a new report from the state budget analysts.

they say the state transportation group is burdened with debt and the only way to dig out is to charge more. and scott broom joins us live tonight from behind the wheel, via skype, love that shot, with the details. scott? >> reporter: safely pulled over on the side of route 50 i might add. not driving. at the moment. i am over here by the bay bridge because any talk of raising toll, no matter how distant in the future, is a real hot button issue with tens of thousands of commuters across this bridge every day. meanwhile, in montgomery county, folks are still reeling, actually stunned by the idea of the high cost of the itc, which is still under construction. not even built yet. the plan is to charge more than $6 to drive the icc end to end. and now we learn that the rest of maryland's toll facilities like the bay bridge are likely to see higher tolls after the elections in 2010. >> it is more money out of my pocket every day, it seems.

for taxes, and other people's projects that i'm not concerned about. >> you pay, and have you no choice and i want to get across the bijz, i have to pay -- the bay bridge, i have to pay the toll, i can't swim. >> it is all because maryland's transportation authority is deep in debt. 53% of its budget is going to the $2.6 billion icc construction project right now. at the same time, the take at the toll plazas is down due to the economy. >> i have to pay $1.50 a month sur charge. >> maryland drivers just got hit with a $1.50 a month sur charge to have an ez pass and tolls on trucks have been hiked. still not enough. the authority projects it will need a 45% revenue increase in tolls statewide within two years just to stay even. it adds up to toll increases statewide anyway you slice it according to budget analysts. >> so the icc creates a lot of debt and now there is talk of raising tolls statewide to cover some of that debt.

drive. leslie, back to you. >> thank you. new tonight, virginia governor elect bob mcdonnell is facing controversy tonight, a week after he won the election. at issue, slander ous statements made about islam by one of his biggest supporter, pat robertson. peggy fox caught up with the governor-elect today and joins us now with more. peg? >> reporter: in response to the fort hood shooting, pat robertson said on the 700 club last week that islam is not a religion but a violent political system bent on the overthrow of governments worldwide. robertson is one of bob mcdonnell's biggest supporters but those comments may paint the new leader into a corner he tried to stay out of. governor-elect bob mcdonnell was invited by governor kaine to join in an announcement the mcknight institute bringing high-paying jobs to fairfax county. but some citizens of virginia say the governor-elect needs to

mend some wounds. >> the governor-elect needs to disassociate himself from the comment that pat robertson made presently and in the past. >> reporter: the executive director of the muslim american society is appalled at what pat robertson said last week on the tv program. that islam is not a religion, but a violent political system. and said muslims should be treated as communists or fascists and robertson gave mcdonnell $25,000 in the campaign and watched election night returns with him. >> do you denounce those views? >> he is entitled to his views. i believe i have visited various mosques, and i have support within the muslim community. >> reporter: muslim leaders say he ran as a moderate conservative and by not denouncing the slanderous statements means he will govern from the far right. >> he has associated himself with the comment, and i think he needs to disassociate himself with the comments and pat robertson and he wants to continue to divide rather than move virginia forward. >> i can't be responsible for

what contributors and supporters and he supporters might say. they're all entitled to their own opinion. >> reporter: a respected muslim leader in the church says that what robertson said was as bad as any racist statement. he says it is time for the governor-elect to get to know the muslim community in virginia. and that he start by taking that $25,000 from pat robertson and using it to increase understanding of various religions and including islam. leslie, back to you. >> peggy, thank you for that. scores of volunteers and 100 tons of sand helped to save half a dozen homes in cal vert county from the remnants of hurricane ida. two neighbors along beach drive and huntingtown surveyed their houses today and worried that even a small shortstop -- small storm could pitch them into the chesapeake bay. and they are planning to save the homes in 48 hours but what the neighbors want to do now is thank everyone for helping them. >> the sign is too small. i wanted to put one across the

. it is time right now for tonight's flu alert. anita brickman is here with details. >> new numbers out tonight show african-americans and hispanics are disproportionately affected by the h1n1 outbreak in the country. the cdc says three fourths of people in the hospital with flu were african-american or latino. and 50% of h1n1 deaths from april to august were from the african-american and latino communities. health officials say there could be several reasons why. one, larger families may be living in smaller, more confined spaces. and there is also the question of money. some of these parents simply may not be able to afford to stay at home with a sick child, and that means the child goes to school, and the parent, may also be infected with h1n1, goes to work. and the infection cycle continues. there is also some good news tonight, the food and drug

in southeast sanford, north carolina. shania's mother appeared in court just hours before the discovery. antoinette davis is accused of selling her daught near child prostitution. -- daughter into child prostitution. shania's father raised her for four years and let her stay with her mother because she believed she had gotten her life together. >> she had asked if she could be a mother, and i felt that she was sincere in asking. and i figured i would give her a chance. >> antoinette davis is charged with human trafficking and felony child abuse. a second person is also indicted in this case. he is mario mcneil. mcneil is charged with kidnapping and he is seen taking shania into an elevator. right now, heart-broking friends and neighbors of 9-year- old oscar fuentes are holding a vigil in front of his apartment building, he was shot and killed inside his family home on saturday night and the family says it was the work of a gang. armando has the latest on the investigation.

>> reporter: here is what is happening. the vigil is conditioning right now. mayor is on the scene and the council member and they promised all the people in the program to do everything they can to get rid of the gang members who neighbors say continued to live in this building, and who are afraid to speak out because they say once the media leaves, those gang members will come back. they have promised to clean the building up. they have also said that the 100 code violations found in this building will be taken care of. the family was here, very fearful, very emotional, the city has promised to give them financial support, to get through this, and at this point, no one has been arrested for oscar's murder. his family told me hours after he was gunned down that they were basically extorted in their front door, and when they ran into their apartment they were chased by gang members who shot through the door killing oscar. that's what we have right now. we will leave you with some very moving images of the vigil in this community.

now, here in columbia road, a very tragic scene and possibly another tragedy, someone overcome by grief. reporting live, armando tool, 9 news now and wusatv9.com. >> armando, thank you. we're going to switch gears now and tell you that gm is going to begin repaying the government for the bailout next month. the company made the announcement today. gm borrowed $6.7 billion in government loans. it is going to pay $1.2 billion of it back next month and gm's chief financial officer says it could pay off the full amount by 2011 which is four years ahead of schedule. a group called national people's action staged a protest today in northwest dc. they gathered at the washington headquarters of goldman sachs, protesters demanded an end to the big bonuses for executives at financial companies that have received federal bailout money. the group wants that bonus money to go to foreclosure prevention programs. and speaking of the
