fire investigation. three children are rescued from a burning apartment building. two are in critical condition. murder arrests. police arrest a person they say is a family acquaintance in the slayings of a mother and her small son. winter weather. our region receives another blast of snow and ice and this morning's hit is just the start of more ethics yet to come. good morning, everyone. i'm andrea roane. thanks for joining us for our extended snow coverage. >> i'm bruce johnson. we have been on since 4:00 this morning to bring you the latest conditions outside. as we have been telling you all morning long, most school systems in the area are either closed or on a two-hour delay. you can find the latest at the bottom of the screen. >> right now we want to go to howard bernstein. he has the late on the weather and what's in the future. >> we may still see a few flurries or light snow shower the next hour or so. there's a weak disturbance pushing through behind the big storm and then a couple of days to catch our breath, today and tomorrow, by the week we are

talking friday, in to friday night and saturday most of the day i'm expecting snow for most of us. we are talking another major winter blow. go to live doppler hd because we have a slight gray area come through montgomery county, eastern fairfax through eastern, southern prince william past manassas right now. the light area of shower and flurries may be in howard county and north of baltimore. it is coming in on the beltway through 66 to the american legion bridge. it is clearing out of dulles and chantilly but reston, vienna, springfield, an an dale, burke, ft. belvoir and wood woodbridge. everything is moving to the district and rockville, as well. moving to alexandria but this will not add any extra accumulation. let's go to the computer and show you that today we are expecting a day where temperatures will be climbing to 40, if not 41, 42. clouds will be slow to break.

i'm anticipating a little sunshine today. we will get some melting done today and some melting tomorrow. and beside the storm this weekend there is another one possibly on tuesday. we will have more on that coming up in 15. angie has the latest on the wednesday commute. >> i want to begin with good news. the overturned tanker truck. the incident in rockville. it looks like westbound, it is reopened where it meets gaither road. crews have cleared the scene. on the outer loop. this is what we are dealing with. at the dulles toll road we saw crash activity taking away the left lane for drivers. so we are delayed around the american legion bridge. moving to southbound 355 and marinleel road. 270, nice and green and clean and. we have an accident going northbound at 118 germantown road. you are slow approaching the scene. going to the maps.

southbound bw parkway, losing a lane at 202. it is starting to clear out. end with the road closures in northeast dc, or excuse me, southeast dc. naylor road is shut down at 19th as crews investigate an apartment fire. that's the latest. now, back to you. >> thank you. we begin with a developing story from southeast washington. three children were rescued from a burning apartment building earlier today in southeast. >> it happened on naylor road and 19th street. the building has been evacuated. kristin fisher is live with the story. >> good morning, bruce and andrea. as we speak, three children are fighting for their lives in a local hospital after a fire broke out in their apartment building at 6:00 a.m. this morning. this is the three story apartment building, and located five houses down on naylor road in southeast dc. now, this fire broke out inside of the kitchen of one apartment on the second floor.

firefighters arrived shortly after 6:00 a.m. we spoke with the deputy chief and here's what he says that firefighters found when they arrived on the scene. >> approximately 6:14 this morning, our office of communication received a call for an apartment fire. when units arrived it was a normal, looked like nothing showing from the front there. as they made an interior attack they found an apartment fire on the second floor. upon extinguishing the fire less cue was ensuing at the same time. at which time rescue squad three removed three children. two infants and one child. we have been told from the hospital they are in critical condition at this time. they are breathing on their own. they have a spontaneous pulse back and everything which is really good information. >> reporter: the ages of those -- >> we're having some problems with kristin's audio, but again, the three children are being treated at an area hospital and they are breathing on their own, which is good

news but listed in critical condition. our other story, the latest snowfall. we have been with you all morning, bringing you updates on the weather. >> let's go to jessica doyle who is live in tysons corner. hey, jessica. >> guess what, it is snowing again. howard talked about that a few minutes ago. and we are seeing them now. in tysons corner we saw the snow stop at 3:00 this morning but not before it had dumped three to four inches in the area of northern virginia. now, that was actually good news in a way because vdot crews had plenty of time to hit the roads. they were out all night in force, they were plowing, adding de-icing to the roads and that made for a nice commute here. you will see a lot of cars stacked up but if you can see the conditions of the roads likes like we had a rain rather than a snow event. very wet roadways and as a result you have to keep in mind some of those wet roadways can refreeze with black ice. so you want to keep the speeds

down. if you are moving about today, just keep that in mind. back to you. >> thank you. the snow we have received this winter is breaking several local budgets. virginia budgeted 80 million there's for snow removal this season but that money is already gone. the state is now dipping in to the emergency fund. every snowfall makes maryland deeper in to the red. it is over its bug by $10 million and that was before last weekend's snowfall with a lot more to come. crews are staying busy across the district. we had a live look at what we are feeling with on the roadways. most roadways in the district are clear. mayor fenty says 200 drivers and private contractors worked overnight to clear the roads an the law says you have to clear the sidewalk around your property. >> the goal, of course, is to get the snow up as quickly as possible. i do want to thank both dpw and

ddot for the really aggressive work that was done this past weekend, hitting the residential streets, hitting the main corridors, getting the snow up. and doing it in an exemplary fashion. >> reporter: again most of the snow and ice off the main streets. they are hitting the secondary roads. >> most of our region received some sort of snow accumulation overnight. >> that led to a slow commute on the roads. we are joined by jenny mccord from vdot. what is the latest there. >> hi there. >> how did your crews manage this morning? >> things have gone well. looks like temperatures are going to be in our favor this morning. we are well to the subdivisions at this point, finishing up plowing and treating some spots that look slick. but one thing to remember, and like other folks have said it is very wet out there and there are issues with road spray. we ask folks keep it slowinger

this morning because things may be slick if they are slick now and the temperatures start to drop you will have to have crews out there tomorrow morning, correct. >> that is true. the roads are very wet. we have had so much snow melting and little rain involved. if there is any standing or running water there is an issue for that to refreeze. the temperatures will be warm enough today we hope to get some of that off the roads mane make sure the roads are clear as we prepare for the weekend storm as well. >> you believe it? do you have time to take a deep breath or are you already focusing on the weekend. >> we are definitely preparing. want to give the crews a rest for a bit. >> thank you very much for sticking with us. >> thank you. and again we have been showing you snowy conditions around the washington metro area. don't forget you can also share photos with us. this is a picture from a home

of our viewer madonna in upper marlboro, maryland. that is really pretty on her picket fence there. go to wusa9.com and look for the upload your storm photo banner it is at the top of the home page. a tanker truck driver in montgomery county's truck overturned last night at 10:15. it happened on gaither road. the driver was pulled out by fire crews and taken to a nearby hospital. some of the fuel spilled on the road. cleaning up is taking several hours and caused problems during the rush hour. in other news, an arrest as han bed that the murder of a mother and son in dale city, virginia. the suspend has been identified as natalia wilson of arlington. they say she was a family acquaintance. the boy killed in the incident is the son of the suspect's husband. medical examiners in the commonwealth say a virginia tech student whose body was

found in a farm field last month was murdered. however, they did not release details on how 20-year-old morgan harrington diamond harrington disappeared last october while attending a concert in charlottesville. you are watching 9 news now. we'll be right back.

afternoon at 5 listen 32. we could see some breaks. seasonably chilly. 40, 42 in that range. partly to mostly cloudy cold tonight with lows in the 2e 0s and tomorrow will be okay. around 40. there's the storm from last night. some snow showers, moderate ones here in pennsylvania and locally that's just touching off a few flurries we had them outside just now but the area is showing signs of falling apart a little bit. a couple of flurries pushing through right now. readings are 28 at culpeper. 28 baltimore. but everybody else above 30 now with 38 down in saint indigos and most areas in the low 30s and again we will see clouds slow to break. 33 now with a west wind at three. i want to show you with the cold air in minneapolis, the moisture gathering in texas, right here. this is the beginning of the friday, saturday storm. this is why with abundant moisture we are expecting a lot of snow. we will talk about how much tomorrow, but get ready it will

be bigger than this one. tomorrow no problems. friday, after the noon hour, sometime we are looking at some snow moving in. that will last through saturday. be out of here on sunday and monday and another storm is possible on tuesday. back to you. >> thank you. the dc council has pushed through emergency legislation to avert what council chair vincent gray calls troubling news about soaring overspending and a soring revenue outlook. >> the question is will the bill be big enough soon enough? the mayor talked yesterday. we are not as bad as some jurisdiction but 200 million could go up and he has a plan that won't hurt taxpayers. won't ask for drastic cuts and he has a timetable. you don't think it is soon enough. >> absolutely not. the mayor told the chief financial officer that he will submit the plan to him on april 1st when fiscal year 2011 budget is submitted. that is will have way through the fiscal year. we need to see the plan now.

the legislation adopted by the council yesterday requires a plan to be to us by the 10th and then we will have a hearing within days after that to hear details. >> why do you have to have it now? why can't you wait. >> every day that goes by and we fail to make adjustments that are necessary it makes it more difficult. we are already a third through the fiscal year. if this were a dollar we were trying to cut. it would take a third more than that to cut with a third of the fiscal year gone. >> give people some heads up here. are we looking at serious cuts, people hit with more taxes. how would you quote it? >> i don't think there is any appetite for new taxes. i think we will have to make adjustments downward in the budget. there are things that are uncontrollable but so there are some policies that are not implemented. let me give you an example. we have a lot of kids in nonpublic education facilities

which we pay the tuition. we are told those numbers will come down this year. not only will they come down we are looking at the possibility of that being around $50 million over what the budget is. >> these are many kids that the dc government sends out of the state to be educated. >> we want to talk to you about census. >> it is one of the most critical things we will do, make sure people are counted. that translates to dollars in the city and it could not be a more important time to make sure everyone is counted. it could translate to 300 to $400 billion for the district of columbia. we had an experience where we undercounted by 30,000 people and lost that money for a time and were able to recoupe it. >> let me ask you this, we understand you are not prepared to tell us at this time, but you will run for mayor or not going to run but i'm told that a lot of people are waiting for

you before they decide what to do. don peebles is in line, qualm may brown is in line but they are waiting on you to make a decision and they would prefer you make the decision sooner wrather than later. >> we don't have a specific timetable, bruce but it will be sooner rather than later. we have done a lot of talking to people. we have had a lot of conversations we have three polls and showed in a hypothetical matchup i would be ahead by four points. >> and it showed a lot of people aren't familiar with you. how do you win those people over. >> get out and talk to them as  i have done in the past. i have run aggressive campaigns when i ran for ward 7 and city chair and i love getting out to talk to people. >> he has $3.6 million in the bank. >> apparently that is not a daunting number to the people since they said despite that

peanut butter chips also. >> you put everything in the bowl. >> easy stuff. >> even your children can do this. this is a thing you can do with your child. mix it all up and then while you are doing that, a good idea to melt the marshmallows. >> melt the marshmallows and the butter over a low heat and that usually takes five to ten minutes. while that is melting, you can mix your dry ingredients in a bowl. and then, you know, eventually when that is melted we combine ingredients. >> i have to ask, even though rice crispies are considered a healthier alternative than cakes and cookies, can you use a substitute butter or will you not get the same affect. >> you can use margarine or any of the ingredients for healthier versions if you will like. >> i don't know if our above camera can get the shot yet, our marshmallows aren't melted yet so we shouldn't pop them in yet but once it is said and done it is really easy.

wait for them to dry how long. >> once you combine the ingredients in the pan, let it cool for two to three minutes after you -- i usually use just a cup and you pat it down. >> we will do that after the break and then adding a little holiday to it is really simple. >> a simple cookie cutter. this is in a heart and you can get them at crate and barrel, anywhere. your local market. and then you just press in to heart shapes. this yields about five or six streets. >> we will be back to taste test these wonderful treats. stay with us. >> thank you. ;
