trying to deliver a controlled substance. in this case, human performance steroids. his codefendant says nagel claims to have professional athletes on the nationals and capitals as clients. >> the capital iceplex in boston. fans were stunned by news that a man has been arrested. a codefendant in florida had told federal authorities that douglas claimed to be providing illegal steroids to dc area professional athletes. >> i sincerely hope it's not true. the caps are such a great team and they are so much fun to watch. >> nagel has an office in the same complex that houses the headquarters and training facilities. >> take a look at the signs. sports medicine. down here, dr. doug nagel, chiropractor, washington capitals. >> the 50-year-old nagel was arrested this morning at his home in reston, virginia. his personal car parked in front of his townhouse. neighbors had no clue he had been arrested for allegedly

supplies performance enhancing drugs to local athletes. >> i'm shocked. i'm shocked. i know they are health conscious. >> according to public records, one douglas nagel has been disciplined here in the state of virginia and in pennsylvania for alleged professional misconduct and practicing without a license. he paid fines in both cases. > authorities in florida say that nagel was arrested on their warrant and charged with seven counts of conspiring to deliver a controlled substance, specifically steroids. last year, a florida based associate of nagel pleaded guilty to possessing steroids with intent to sell. that same man, according to an affidavit told nagel that they were supplying to the washington capitals. and according to authorities, here are some fedex receipts for those alleged steroid purchases. nagel's wife, jan, said in a brief telephone interview today that her husband did not sell steroids. to deny he treated members of

the nationals. she declined to comment on whether he treated any capitals. >> we understand the caps are distancing themselves from this scandal. brett has more on what the team is saying. >> lesli, the caps are walking a fine line tonight. they admit they have used this chiropractor at various times, but they deny that they have an official relationship with him or that any of their players received steroids from him. the team issuing this statement tonight, reading in part, quote following the arrest of florida resident, richard thomas in may of '09. the washington capitals are not the target of this investigation and there is no evidence that steroids were provided to any capitals players. dr. douglas nagel, a virginia chiropractor is not affiliated with the washington capitals. dr. nagel's office, however, has seen some of our players for standard routine

chiropractic services. as bruce just said, dr. nagel has an office in the same complex where the capitals are headquartered and right on the door it says washington capitals team chiropractor. 9sports asked the official about that sign. they said they were unaware it existed on the door and said that it is simply a false claim by nagel. as for the nationals, team president just issued a stern denial that his team is connected to dr. nagel. you will hear those words in sports in about 15 minutes. lesli. >> see you then, brett. >> all of the overheated rhetoric will confront the reality of reform. >> president obama has signed the healthcare reform bill into law and now he is getting ready to convince voters this plan is good for them. the president says it will take four years to implement the forms. but this year, small businesses will get a tax break to cover the cost of health insurance.

also, people with preexisting conditions can buy coverage. insurance companies can't drop people when they get sick and can't put limits on how long someone will be covered. also, insurance plans will be required to offer free preventive care. also, seniors fall into the gap will get some help. later this week, the president hits the road to sell the public on the plan. the republicans are doing all they can to put the brakes on this plan. the new overhaul is too expensive and they want to make some changes that would force the democrats to start over. >> the house republicans believe that one more speech about the same bad bill isn't going to change any minds. >> seven minutes after president obama signed the bill. florida's attorney general followed a lawsuit against a federal government that claims the new law is unconstitutional. and a short time later, virginia's attorney general

filed his own lawsuit. kim agrees that the new law is unconstitutional because he says the federal government cannot force people to purchase health insurance. peggy fox is live in arlington, where he is speaking. peggy, i understand some people are protesting his appearance for another reason. >> that's right. ken has become a lightning rod on a number of issues. healthcare, global warming, sexual orientation, and that's why they were here today. here at george mason university's law school. it happens to be the alma mater. people here gathered, they were angry over his recent letter to virginia colleges and universities. >> it's rare to see a protest on the campus of george mason university. even more unusual, at its law school. but virginia's attorney general, who is an alumni has struck a nerve here. >> he really is from mason law and it does mean a lot we stand up in front of his own school and say that policy, that

attitude is not welcome here. >> they are angry over his letter to virginia's colleges and universities that advises them to remove their policies against dediscrimination on the basis of sexual orientation. he says virginia law does not support those policies. >> if our state's leaders are not going to take the lead in trying to protect all the citizens of the commonwealth, then it will be the extremists. >> some protesters here are also angry over his lawsuit against the federal government over the new healthcare law. >> i think it's a shame. i think that change is what we voted for and he does represent change at all. it's change for the worst. >> so far, virginia is the only state in the country with a law that says its residents cannot be required to purchase health insurance. delegate, bob marshall sponsored the legislation, which gave virginia standing to file today's lawsuit. >> we contend that congress doesn't have the authority to

do this under the u.s. constitution. none of them justify it. they all deal with some activity. no case deals with the absence of activity, which is what happens when i don't decide to buy insurance that obama wants me to buy. >> now going back to the colleges and universities, the board of visitors of george mason will decide whether or not to keep the policies that they have that prohibit dediscrimination on the basis of sexual orientation. we'll see what comes of that. back to you. >> all right, peggy, thank you. tune in tonight tonight at 11:00 for a conversation with kim on his lawsuit against the healthcare plan. we are going to switch gears and talk about the traffic. patranya, how are things looking? >> we are seeing delays on the blue and orange line. we do have problems in several stations out there. so take note and plan

a new investigation is raising red flags. the people at risk, drivers who buckle up. the study by the insurance institute for highway safety found that newer, more advanced air bags are not as good as the old ones. the risk of death in the vehicles with the new air bags for drivers who buckle up rose 21% and the risk of death has declined for unbelted drivers. so what could explain these results? >> the air bags are designed to accommodate the people who don't buckle up. >> if we optimize the systems for belted occupants, as a whole, there will be fewer serious injuries and fatalities. >> the advanced air bags can detect your weight, your position on the seat and if you are belted. federal regulators require the

industry to put emphasis on drivers who don't buckle up. the national highway traffic safety administration sets the rules for air bag testing. they did not comment on this study. the federal reserve has cracked down on restrictions and fees that eat into the value of your gift cards. so instead of rushing out to spend yours, new protections will extend the expiration date to at least five years. in addition, service and inactivity fees can only be charged under certain conditions. the rules take effect late august. >> well, a spouse gets her revenge. another woman stole her husband, but payback is a big payday at the mistress' expense. more on that coming up.

dc council member, marion barry says school chancellor has gone back on her word. barry says reid promised him there would be money in the

2010 budget to make sure closed schools would reopen for the 2011 school year. barry says he recently learned reid changed the time frame for the rebuilding of the schools without consulting the communities involved. >> this community is outraged. another promise made, a promise broken. > according to barry, money for the rebuilding will be addressed in the 2012 budget. alexandria police are investigating an atm theft that cost customers thousands. the wachovia bank in the bradley shopping center and they waited for us suspecting customers to use it. the skimmer records all the personal information embedded on the magnetic strip, february 28 and went inside to report it before he could go back outside with bank security, it was gone. >> anybody who might have used their card that day, we are

asking them to go through their statements, see if there's any unauthorized transactions and notify the bank immediately. >> customers reported losses of $60,000. >> we are taking a look at news across the nation. dallas police was called to a bus stop. a woman tried to board with her baby inside a rolling suitcase. the woman told officials she was taking her son to a doctor's appointment and the unzipped suitcase was all she had. police allowed the mother and baby keep going. a high school in mississippi canceled prom this year, allegedly, because they wanted to attend. the prom was canceled. the aclu brought on a lawsuit on mcmillan's behalf. hours ago, a federal judge ruled in favor of the school system. a north carolina jury awarded a woman $9 million from her husband's mistress under a

it will be breezy, but temperatures a bit above average. 64. we were 54 today for a high. then on thursday, clouds come in. we stay dry. mid 60s and friday, yeah, we are still in march. chilly rain and showers. temperatures in the lower 50s for a high. for tonight, evening shower and clearing. breezy and chilly. lows 38 to 44. winds continue northwesterly all night at 10 to 20. let me show you live doppler. you can access this on our website at wusa9.com. you go up 270 past gaithersburg, but some good showers south of town on the east side of i-95. we'll zoom in towards charles county and we see a good shower just to the west of clinton and route 5. this is going to move due south. it's going to pass to the west of brandywine and to the east of waldorf. now we'll move a little further south and again, nothing super heavy. no hail like we had this time

it's time for 9sports with brett haber, the best sports in town. >> how do you think he felt about investigators from the polk county sheriff's office in florida poking around the team facility today looking into steroid allegations the day before the caps play sydnie crosby and the penguins? two detectives looking into caps after douglas nagel was arrested this morning for steroid distribution. the caps declined our request for an on camera comment on the

matter. the nats play the tigers, had this to say through the team president. >> i never heard the guy's name until i saw a report this morning. i don't know of anyone associated with our organization that has the slightest knowledge about anything having to do with this. i don't know how we can have less association with them. >> all right, that's a denial. ironically, the nats are in polk county, florida tonight. that's where the tigers play and that's where this investigation began last may with the arrest of steroid dealer, richard thomas. all right, on to basketball now and beyond the original gun offense itself, the two things that could end up putting gilbert arenas behind bars is him lying about the incident and his failure to show any remorse relating to the incident. three months of jail time for the wizards star stemming from his locker room gun play incident in december. a 61 page brief filed with the judge today outlines the inconsistencies in gilbert's testimony and his cavalier

attitude in the wake of it. u.s. attorney, chris writing in part today, the defendant's conduct since the time of the incident establishes that he has shown little genuine remorse for anything other than how this incident may affect his career. if any other individual without fame, power, and the wealth of this defendant had brought four firearms into the district for the purpose of a similar confrontation, the government would seek their incarceration and the court would almost certainly give it. down a level, drama for another local basketball player. uva's superstar, sullivan has been dismissed from the university. head coach, tony bennett says the sophomore has failed to meet his academic obligations. he will pursue the pros. the redskins, albert haines worth and the team have reworked the contract. apparently it doesn't include a clause he must smile at any time. it does now include an out for

haines worth after this year. hainesworth could void his deal and become an unrestricted free agent at the end of 2010 if, this is a big if, he repays the redskins $17 million of his signing bonus. he got a similar reworking. observers say it's unlikely. then, hainesworth keeps saying how unhappy he is. meanwhile; the skins found a new punter today. formerly of the bucs and packers joins the team. he missed last year with an injury. he averages 43 yards per boot. and from the league meetings today, new overtime rules for nfl playoff games. starting next year, if a team wins the toss, the other team will get a possession as well. then they go to sudden death. if the team wins the toss scores a touchdown on that first possession, then the game is over right there. we'll have a detailed explanation for you. maryland football today, 15
