at south capitol streets last night. we just learned that mayor adrian fenty has been out of town in florida, flying back to washington. our sources tell us that he is due to land at 8:00 and probably will be out here sometime later tonight. here's what we know thus far. the shooting happened in front of this apartment building, 4,000 blocks of south capitol street last night. four dead as you say. five others were wounded. and also, four dc police officers were injured in a car accident while chasing suspects in maryland. and three people were arrested. two of them have been charged. three suspects were brought into court today for arraignment. our audrey barnes has been there. she has that story. audrey barnes begins our coverage tonight. >> reporter: bruce, we're outside dc superior court. we're waiting for the arraignment of three people in connection to last night's drive-by. a teenager and 26-year-old nathaniel sims, 20-year-old orlando carter are facing first- degree murder charges in connection with the shooting

spree. and all of those crime workers that you saw on the ground there are evidence of a real blood bath. 19 and 20. they just kept putting them out. witnesses say that it was spraying a bullet of the ak-47 assault rifle that caused all of that carnage. when the shooting stopped, four people were dead, including 18-year-old boyd of district heights maryland. relatives rushed to the scene to try to find out if their loved ones were there. and also, to try to find out what happened. now, the five people who were wounded are still hospitalized. we're told that some of them are in critical condition. so the death toll from the city's worst mass shooting in 15 years could go even higher. bruce? >> all right, reporting from dc's bureau court. this is his area. he just arrived seconds ago. first of all your reactions to this. >> i've got to be outraged. i have to be hurt, i have to be

saddened. but i've also got to put that red zone on, the budget cuts by the council. and you know, mayor fenty. that's the consumption. >> yes, they complain about that to get the people off the streets. >> yes, absolutely, no question about that. i'm more outraged by conducts of the police department. i got notified at 10:35 last night that is outrageous. i called the chief this morning. >> you're upset because they did not notify you earlier? >> i'm upset because of what happened. i'm more upset about the fact that the police department has to work with us in this community so that people, no matter what is happening. >> the question tonight, what about retaliation, fears that there will be more shooting. what is your message to the young people? >> any message is that it's not the solution. i am asking angry as anybody here. i know the basis of what this is in terms of what is

happening. and we're going to do all that we can. and to try to do all that we can. i mean, i have been on the phone personally, we're going to flood this area with the young people to talk to them. >> right. >> and try to know what the problem was. we know what they shot it to be. >> okay. >> and what we're saying tonight to the young people, violence is not the answer. >> no. they are going to hear it because i'm tired, you're tired of going to funeral after funeral. >> you can say that again. >> all right, thank you very much. eight counts from them. back to you. >> all right, bruce, thank you for that. despite last night's shooting, the murder count is down from the district from last year. according to dc police this time last year, there were 31 homicides compared to just 34

in 2010. and to see more crime statistics, log onto wusa9.com. click on the southeast shooting stories and we'll provide a link. well, some call it sex for blankets. an allege scandal at dc general's homeless shelter. former residence claim that certain staff used their power to get sex from the residence. brittany morehouse was at the city council hearing today where questions of oversight were raised. and she reports of the contractor that managed the shelter is underfire. the inadequate deplorable. words used in this room as people describe the dc general's family shelter. the comments come during the six-hour public hearing that is suppose to be about hypothermia operations during the past winter. more attention is paid to the recent reports that staff had sex with female residence. the allegations come to life after a woman wrote a letter to adrian fenty describing how staff offered small favors for

sex. although she did not want to go on camera, a visibly shaken woman told the council what happened to her here at dc general family shelter. then joined by another woman who says that she witnessed the same inappropriate sexual behavior in 2006. >> i just wanted people to know that she's not lying. >> reporter: 9news now interviews the second woman off the camera. >> they were going on in the stairwell, the staff, they got hired to look over us and even have sex with the residence. >> reporter: she claimed she reported it to these two managers at family forward, the nonprofit contractor whoing managed the shelter. they turned down our request for the interview. but they had to answer publicly to council member, tommy wells. >> family members currently at the shelter are the most vulnerable of the circumstances. whether it is real or not. they have feared reto bruce, staff wanting to protect --

retribution, staff wanting to protect their staff. renewing their contract is doubtful. brittany morehouse, 9news now. >> many of the shelter residence came to the hearing wearing t-shirts to support families forward. several of themed told brittany they were afraid to say anything negative about the shelter. they feared it would be shut down if they did. new at six, a father ordered to pay an antigay church that protested his son's funeral, is getting some help. people from all over the country are chipping in to help albert chider who is suing the west burial baptist church after members picketed the area. but an appeal's court ordered him to pay more than $16,000 in appeal's cost to the church's founder. the church believes that u.s. military deaths are god's punishment for tolerance of homosexuality. the appeal's court is now considering whether the protester's message is

unusually heavy tonight. >> yes, that's right. it's been this way for quite some time. and i'm still tracking all the delays approaching. montgomery village, real tough to navigate. it will be stop and go. as you can see from the delays here, it doesn't look like it. switching to our virginia camera. looking live here, heading southbound. lots of traffic going down here. about 20 to a 25 minute delay here. all the way to quantico, average speed about 20 miles per hour. no accidents or incidents here. just a lot of volume. let switch it on over to our real-time map. and you can see the mid span of the arlington memorial bridge going inbound as weed told you earlier, a lot of traffic due to the cherry blossom festival.

take metro if you can. be very careful. >> had a lot easier to navigate the chain bridge since they fixed the center lines there. there is ongoing construction and it was shut down over the weekend. crews placed temporary center yellow lines down. but somehow, they turned out all messed up. drivers, they noticed the lines. and the spokesman said it happened because of all the weather. >> well for one, there was a lot of rain. second of all, it requires a certain temperature, i believe it's about 45 degrees for the adhesive on the back of the temporary line to actually adhere to the roadway. >> the crews replaced those center lines today. and they also used a row already with heavyweights to make sure that the yellow lines stay secure on the roadway. a man accused of killing a guinea is robbing after all of

old girl and then groped her. police say that it happened on monday afternoon while violating the house arrest rules. the senate was convicted of the sexual battery 10 months ago for attacking a woman who was removing the grocery store in her car. they sentenced her to 12 months of house arrest, thinking he might be a good candidate. and this particular individual, 85 years old, he has five stints in his heart. and hellas type ii diabetes. he has hearing impairment. >> reporter: it's dangerous that he is out here with young girls. and my two girls, well, being this placed in his home, i've told them, you come in the house and you lock the door. >> and authorities, they say that the senate, they violated house arrest rules and they did not get permission to leave his home. in the jail without pond. we're taking a quick look at news from across the nation. in new jersey, a teenager is accused of killing her 7-year- old sister to have sex with boys and men. police say that it happened during a party near the house.

she's been charged with aggravated sexual assault and promoting prostitution. in atlanta, a teacher is on trial after they performed a strip tease in class. prosecutors say that the student simulated the sex acts while being half naked during the routine and accused the teacher of just sitting around and watching the whole thing unfold. this is the second flooding in just two weeks and things will only get worse. >> we are facing unpresidented levels of flooding. we certainly are on untrotted territories right now. they have not yet crested the rivers and the streams. hundreds of others have had to

evacuate. roads have shut down. parts of i-95. a main artery linking new york and boston, might with shut down for days. >> it's a tough scene there for those folks in rhode island. >> a lot of damage and a lot of money that will be involved. >> yes, absolutely. and here though, we're just talking about fantastic weather. just doesn't get any better. is >> no, not like this. we're going to continue it and make it even better than the 70- degree day that we had. you'll see we're back up to 80 degrees tomorrow. 83 degrees on friday. then we get to saturday, back in the lower to mid-80s, just a few thin clouds moving back on saturday afternoon. if anything to complain about today, the northwest, 10 to 20. gusts might be at times higher.

and around 10 to 15 for the next couple of hours. down to five to ten. clear and cool. upper 30s into the more outer suburbs. a part of the district. looking at upper 40s. pressed into the lower 40s. the winds will be very light. switching around to the south. by the time we get into the afternoon with tons more sunshine, upper 70s to nearly lower 80 degrees in many cases. temperatures where you are, way up in pennsylvania. 69 even out there. dropping down to 66 gaithersburg. dropping down a degree here at nationals. actually, they are nearly 75, 74 right now. and we've got mid-60s hanging on out here. 66 east. and then 67 degrees right now. take a look at the wind speeds. and still 50 miles per hour winds at nationals, baltimore, 14 miles per hour. so anywhere 10 to 20 miles per hour breezes. not much of the gust to deal with. the storm system yesterday, that's what brought us the winds, very gusty winds last night as we retreated some showers back into washington. and that is all said and done. pushed away. and the leftovers, just a

beautiful day. in our forecast. and this bubble of warm air that started to build today, continues to strengthen and gets even stronger as we go through the next several. nothing but sunshine. nothing to stop the sunshine from coming down. especially when you're getting into the heart of the spring season right now. temperatures really warm up and they warm up rapidly. overnight tonight as you see in the heart of washington, nearly 50 degrees. arlington, about 49 degrees. 45 at springfield. a little cooler. 44 to 42. rockville and gaithersburg, 44 to 43. in northern virginia, lower 40s to the further west, you could see the upper 30s. tomorrow afternoon for the high temperatures, we're going to get awfully close in many cases. if you don't make it, then you'll make it in the next couple. 80 tomorrow in washington. we'll go with college park. 81. even 81 at reston and fairfax, 80 degrees. vienna, you're near 80 degrees out there too. way out west, even the upper elevations, getting well into the 70s tomorrow.

77 cumberland, 79 winchester. for our friends in west virginia, even upper 70 degrees there. close to 80 as we get closer to home. andrews at 79. let's go to eastern maryland. we're at 76 in easton. and of course, the chesapeake and the atlantic, keeping us just a few degrees cooler than the rest of them. this is what we have been waiting for, the seven-day forecast. overnight on sunday, there is a front moving through. when you have warm air moving in and a big bubble of the high pressure, that really kills the cold front fast. if anything, maybe a sprinkle or two on early sunday morning. allowing plenty of sunshine to recover. and even into next week. what you need to take away from the forecast, i don't think that we need to tell you what you need to take away from the forecast. this is just outstanding for the next several days and the weekend. and will we'll take it. we'll take it. >> well, the caps, they have had a little bit of the hiccup. >> just a little one. frankly i would rather have a hiccup now than in two weeks when the playoffs start. maybe they are just expelling the heck out of them.
