bridge. 66 eastbound, nice and quiet commute, centerville to inside the beltway. great drive from 95 to georgia avenue. here is a look at pennsylvania, branch avenue, 301, no icon os p the map. that's a good thing. we are incident and accident free. over to you. the search is on for a 4th suspect in tuesday night. ts drive by shooting that left four people dead and five injured. kristin fisher joins us live from southeast washington with the latest. >> reporter: good morning. police have made a lot of progress over the past 48 hours, three suspects have been arrested they've been charged with first degree murder. their names are 26-year-old nathaniel sims, 20-year-old orlando carter and a 14 gerald boy. the 14-year-old boy is accused of driving the get away car. police say the search is on for

a fourth suspect . these suspects are accused of opening fire on a crowd of people standing by an apartment building on south capital street tuesday night. four dead, five more injured. it was the deadliest single outbreak of vie violence in dc in 16 years. it stem frostm a bracelet on the day of the drive by, many returned from a funeral of a friend who according to court documents was murdered over a missing bracelet. the bracelet allegedly belonged to the brother of orlando carter. carter was charged with second degree murder in that case. now he is behind bars for tuesday's drive by as well. police believe tuesday's drive by may have been a brutal act of retaliation. there was a press conference last night condemning the recent violence. >> we have to bring people to justice when retaliations occur there is no more egregious kind

of retaliation than to shoot 9 people and kill 4 people, innocent as they stand on the street corner because you're ticked off about something. it's inexcusable in the community. >> reporter: we know the names of the victims killed in tuesday's shooting. 17-year-old nelson, 19-year-old jones the third, 16-year-old jones, and 18-year-old boyd. 4 teenagers. when you factor in the fact that the driver of the get away vehicle was a 14 14 year old it paints a dark picture. a large crowd attended a vigil for the shooting victims last night. people lit candles in honor of the murdered people. many called for peace.

>> she was a beautiful young lady. inside and out. very positive. always wanted to help any and everybody. always the peacemaker. as sweet and peaceful as she was, she was shot down by an animal. it's unfortunate. the only child i had. i thought i would be planning a wedding in a few years. not a funeral. i will never have grandchildren. it's a huge loss. some of the crowd became angry shouting they want to see more done to prevent violence. police in montgomery are investigating a death near the howard county line. a man walking in ashton found a body in a wooded area. it appears the male victim was shot. investigators have not been able to identify him. if you have information about the case, call montgomery county police.

two prince georges county paramedics who mistakenly declared a man dead are back on the job. they were called to george waters home last week. they thought he was dead and called the medical examiner. that is when waters began showing signs of life and taken to the hospital. he died the next day. sources say waters suffered from a flesh eating disease which caused the skin to look and smell like a decomposing body. head of department of juvenile services did not appear at a hearing yesterday. lawmakers called the hearing in a aftermath of a murder. a teacher at the prince georges county facility, hanna wheeling was found dead there in february. a detainee is suspected in her death which led to two dismissals and three other disciplinary actions against the staff. . time for another living smart report.

much of rhode island declared a disaster area by president obama. the rising flood waters are expected to begin reseeding. the yesterday the rising waters made a stop at a shopping mall. it standed a night security gad. >> the water started coming in to the jc penney area where the jewelry department was in to the store. they said we won't be in work for a couple of days. >> tomorrow homeland security secretary janet naploitano is scheduled to travel to rhode island to get a look at flooding there. we don't have those kind of worries your heart goes out to those people. >> lucky the rain is stopped. good news for that. it's good news for us. we will see plenty of sunshine for today.

from centerville all the way past the capital beltway. 395 northbound, that is open and clear. 95 to shirlington to the 14th street bridge. back to you. . looking for a fourth suspect in the city's worst mass shooting in more than 15 years. leaders are saying the violence won't be tolerated. kristin fisher joins us live from southeast washington with more on the story. >> reporter: good morning. we now know the driver in this drive by shooting the believed to be a 14-year-old boy. yesterday he was charged with first degree murder along with two other suspects. 26-year-old sims and 20-year- old orlando carter. we learned the identitys of the four victims. they too are all disturbingly young. ages range from 19, 18, 17, and 16. we are dealing with very young suspects and victims here.

those victims were standing outside an apartment building on south capital street around 7:30 tuesday night. police say the suspect drove up, stopped fired several shots and took off leaving police on a trace in to prince georges county where they rr taken in to custody. nine people were shot, four dead, five injured. the deadliest single outbreak of violence in 16 years. now police believe the motive is likely retaliation for a murder in the area on march 23rd. many of the victims of tuesday's drive by just come from the funeral of their murdered friend when they were gunned down. last night leaders and police held a press conference to talk about the outbreak of violence. here is what the mayor had to say. everybody knows what a tragedy is in this city. everybody grieves for the families who have lost their loved ones. >> reporter: as of now as for the suspects, excuse me, simmss
