downtown in just a moment but first let's go to alex trevino. he's live at 6th street and new york avenue northwest. what can you tell us, alex, about that woman that was killed? >> j.c., the bicyclist who was struck by the national guards truck that was part of the nuclear summit security detail has been identified as constance holden. the collision happened on 12th and new york city avenue last night. and councilman jim graham released a statement. he said i want to express my grief and sorrow for the family of constant holden. she is a resident of mount pleasant. we have spoke on the the family and i am making resources of my office available to them as they deal with this tragedy in such a public fashion. so while government's activity appears rather quiet here around the convention center, life has been, to some degree, disrupted. >> i'm feeling like a stranger in my own city.

>> reporter: the neighborhood, where john boyle lives has transformed in to a top national security zone forcing the washingtonian to change up his daily routine. >> a lot of inconvenience. just getting back and forth to my house to the metro, metro back to my house and even just walking down the street, cars everywhere. people everywhere. and just been a mad house for the last two days. >> reporter: practically bullied off the roads by these commanding motorcades carrying dignitaries and diplomatic leaders he has made an assessment. >> more convenient to walk. >> some are taken aback by the unique washington, d.c. experience. >> we are overwhelmed. bomb-sniffing dogs. we thought it was a dog- friendly hotel and there were dogs sniffing. >> no inconveniences. >> not for us? >> we walked everywhere. >> we did a lot of walking. >> to be inconvenienced to

disarm nuclear weapons to get rid of nuclear weapons i think it is a good thing. >> we are grateful and support the security. >> reporter: in addition to the heavy security and motorcades that are weaving around the city another thing to be on the lookout for is wet weather. it is another distraction that can play a factor and it is just a time to be aware and have your eyes and ears open at all times. alex trevino, 9 news now. of course we know that many streets are closed because of the summit. so let's go to angie goff to take a look at road conditions. angie? >> thank you. as evident through alex trevino's report we saw that pedestrians are having to find their way around the road closures still. that is the situation until 10:00 p.m. tonight. you are looking live at a barricade earlier. actually this is a different shot. the road was closed. a lot of major roads like new york avenue, massachusetts, 7th through 9th, those continue to be shut down around that

convention center area. drivers are forced to navigate their way using rhode island avenue, constitution, north capitol and louisiana to get around the mount vernon square. parking restrictions also still in place until 10:00 tonight and we are urging people to use that mass transit. use the metro. but remember, that mount vernon square, that station will be closed until tomorrow morning. j.c., that's the latest. now, back to you. >> thank you, angie. president obama's wrapping up the two-day nuclear summit and he told world leaders that even with the end of the cold war, the threat of a group, like al-qaeda, getting nuclear materials seems that the threat may be greater than it was before. catherine brown reports from the white house. >> reporter: it's the largest gathering of foreign leaders on u.s. soil in more than 50 years and this morning they heard a warning from president obama. the threat of nuclear armed terrorists has made the world a more dangerous place. >> we say it is a cruel irony

of history -- we face a cruel irony of history. the risk of nuclear confrontations between nations has gone down, but the risk of nuclear attack has gone up. >> reporter: the president called the leaders together to push them for tighter controls on nuclear materials. on monday, he got a boost when ukraine said it would send weapons grade uranium to the u.s. or russia for safekeeping and canada promised to do the same. some of the most important work taking place at the summit not on the official agenda. behind the scenes the obama administration is working hard to get other countries to back its push for u.n. sanctions on iran. iran is not at the meeting, but that country's nuclear program is a key concern. the administration charges iran has not come clean about its plans and is working to build nuclear weapons. on monday, president obama met with china's president to ask him to back the push for sanctions. the chinese said they would work with the u.s., but they

have the power to veto a u.n. resolution and in the past they have used it to block tough moves against iran. catherine brown brown for cbs news at the white house. >> our coverage of the summit continues on our website wusa9.com. you can keep tabs on traffic there. you can also learn more about what world leaders are accomplishing at this meeting. a minor earthquake shook parts of southwestern virginia this morning. the 2.5 magnitude trembler struck seven miles northwest of raven, virginia. there are no injuries or property damage reported. today maryland governor ' oh maley will sign in to law the bills passed by the legislature. yesterday was the final day of session. the governor talked about what he thought was the biggest achievement. >> i was very elated to see the foreclosure bill go through so that every homeowner will have the ability to bring the

mortgage companies to the table before they can be thrown out of their home. that one i'm very excited about. >> reporter: while the session ended at midnight with plenty done on the last day. drivers in maryland will soon be required to use a hands-free device or face a $40 fine. new laws will make it easier to prosecute gang members. plus, some major sex offenders will be required to have lifetime supervision. you can read about the final day by going to the maryland news page on our website at wusa9.com. one man is dead and another wounded and police want to find out who was responsible. this happened last night in the 6800 block of central avenue in capitol heights, maryland. right now investigators are trying to determine if the shootings happened inside of a nearby apartment or on the street. police have not released the names of the victims or a

motive. and dc police are looking for a suspect who stabbed two men near the petworth metro station. police taped off a section of georgia avenue northwest last night where this all happened in order for them to interview witnesses. both men were rushed to the hospital. their identities and their conditions have not been released. a 12-year-old has been expelled from school after bringing a gun to class. now police in dumfries, virginia, would like to know how the child got the gun. our 9 news now reporter audrey barnes spoke to one of the boy's class might mates. >> i did one project with him, and we kind of became friends during that project. >> are you surprised he would bring a gun to school? >> yeah. because i wouldn't expect that from anybody. >> reporter: investigators say a teacher on bus duty noticed that the child was pointing the unloaded gun at his head

outside of potomac middle school yesterday and quickly intervened. they say the boy did not have bullets. prosecutors have charged the boy with possessing a gun on school property. still to come on 9 news now, we are told about the university of maryland student getting in trouble after a big basketball game last month and also learning a prince georges county police officer is in trouble. it was all caught on tape. but first, we have an update on the space walk, shuttle astronauts still have some work to do. we'll be right back.

israeli forces battled with gunman in gaza this morning. three are listed in serious condition. israeli officials say militants were seen planting explosives along a security fence. hamas has largely held it for a year but smaller factions still carry out attacks in israel. three people were killed when a road side bomb went off near a liquor store in baghdad. it's believed the violence is a result of last month's election. neither of the top two coalitions won enough seats in parliament to form a majority

government. after the last parliamentary election in 2005, sectarian violence exploded as politicians took five months to reach agreement on a government. well, the crew on the space shuttlejust finished their third and final space walk for this mission. engineers could not come up with a fix for a valve problem on a storage tank that the astronauts finished installing on the international space station. the refrigerator-size ammonia tanks are part of the space station's cooling system. is scheduled to leave the space station on saturday and return to earth on monday. coming up next, howard and our forecast. grab the jacket and rain gear. it is a chilly afternoon here. the rain is welcome news. the allergy update has the tree polln in the high category. we will look at the updates and see that the grass pollen is low. weeds and mold spores are low.

california. witnesses say a car crashed in to a canal but heavy rains forced the car in the water and downstream about 300 feet. it took rescue teams two attempts to save an unconscious woman from the canal. emergency crews took her to the hospital. she is listed in serious condition. officials say another person in that accident died and they are still looking for a third victim. the cause of the wreck is being investigated. a prince georges county police officer has been suspended and more suspensions could follow after last month's rally basketball celebration in college park. a teenager was apparently attacked by officers, and it was all caught on tape. gary noneberg reports. >> reporter: watch the dancing men on the upper right, hands in the air as he approaches a police line on march 3rd after students took to the streets. he is the grandson of a montgomery county judge. he doesn't hit anyone or a horse when he is attacked by

police, beaten and injured. he is charged with assaulting police. the charging documents say he "struck those officers and their horses causing minor injuries, and was kicked by the horses and sustained minor injuries. >> there's not a single fact in that statement of charges that's true. and that can only be the result of a deliberate attempt to cover up misconduct. >> i'm outraged. >> reporter: the charges have been dropped. police are suspending the one officer identified so far. >> we are in the process of identifying the other officers and we will conduct an internal investigation and there's going to be some accountability for these actions. >> reporter: perhaps criminal charges. >> when they are done with that initial investigation, we will take it to the grand jury stage and see where we go from there. >> reporter: the police chief says he'll apologize to the -- apologize to the student. >> that it is unacceptable. no one deserves this kind of treatment. no one. >> reporter: mckenna may like the apology but it is not all he wants. he is suing the county police

department and if he wins it will be county taxpayers that pay for the beating administered by their police department. >> here's something that we do not suggest you try at home. it is about a 3-year-old girl and she is walking on a tight rope. about 30 feet over a pit of siberian tigers. she did this in china. the girl didn't even use a balancing pole, just her hands. two adult performers also did the trick but they didn't get as much attention as the young girl. she is from a family of performers and she's been doing this for a long time, but boy oh boy, over siberian tigers. oh! >> something disturbing about that to me. >> is it just me, i'm not okay with that. >> i know. i know. i understand. >> how are you?
