we want to remind folks that even though they will be lifted at 8:00 tonight, the parking restrictions in downtown dc, they will be out there until noon tomorrow. and so you plan to drive back to dc tomorrow to go to work, keep that in mind. as far as the traffic commute tonight, you can see the volumes. they are pretty backed up here. and for the area for the next few hours. elsewhere, we're looking at late volumes here on the outer loop and the inner loop, coming from the dulles toll road. we're looking at a 20 to 25- minute delay. and a trip up north, breaking up a bit. but still some minor delays here. and again from 117 to the weigh station. back to you. an update on breaking news you saw first last night.

the 68-year-old was a veteran journalist. they tell 9news now that there are four sets for every military vehicle before they move into an intersection. the current restrictions in most of the country are at the 22 to 24-week mark. because that is when they were thought to survive outside of the mother's womb. if that nebraska measure has been held by the courts, they could have an impact on the abortion laws nationwide. two prominent churches in northern virginia are fighting to hold onto their property before the supreme court. arguments beganned today with the nine churches that broke away from the diocese before they ordained an openly bishop. and as peggy fox reports, they

could have a powerful impact on churches everywhere. driving away from the municipal church and the first openly gay bishop. they worry about what might happen next. and to be blessed in the church, you know, something that we cannot agree on. >> and even if it is a gray area in terms of, well, the homosexuality for some folks

that they may not be sure about. >> reporter: after a fairfax judge, they decided last year and a total of $40 million. the ruling hinges on an old statute giving the state the right to decide of the church dispute. a decision is not expected for several months. in falls church, peggy fox, 9news now. >> and the georgia mason religion politics, they said that it is likely that the supreme court will side with the breakaway churches, giving the green light to the brickway movement simmering in many such churches. more controversy tonight for the governor, bob mcdonald. this time about restoring the voting rights of the exconvicts. they would have to send him a

new way to possibly treat it this year? >> reporter: at the end of november. that was the first time that i read about it. >> reporter: and that is a controversial theory that narrowing the veins that drain blood from the brain could cause or worsen the ms symptoms. if the brains could be widen, so goes the theory that the symptoms might stop. >> right now, with the very beginning. we don't even know where this is going to take us. and it might be a total bust. or maybe they will help a little bit or help a lot. >> reporter: he's leading the hospital study on an ms connection to this vein theory. al called ccsvi. the process began with an ultrasound. hear the blood volumes through the veins that are examined. so far, half of the 30 people tested have shown decrease flow. the next step is that.

a catheter is inserted into the juggler. >> we have a picture of how it looks on the outside and how it looks on the inside. >> nicole was the first patient in our area to get it done at georgetown. performing her surgery. >> if we see the blockage, through the the same catheter, we could place a small balloon and inflate the balloon to open up that blockage. and in nicole's case, we found two very significant blockages. >> this is almost the 80th to the 90% block. >> reporter: this is the right vein before and this is after. >> and now we can see that the blood flow through that area is significantly improved. >> is there any different? >> okay. >> so immediately, i have warmer fingers and toes. >> reporter: nicole says she has had fewer choking episodes. thinking her balance has gotten better. >> reporter: but they caution it too soon to draw any conclusion. more patients and at least two more years of studies are

as you go north on 270, you'll find nothing. but down to the south, well, that is at chesapeake beach. down route 202. down towards here, pretty good areas of the rain. the heavy cares at times. primarily, just light to moderate activity west of that towards five and over towards waldorf and much through charles county. everything is pushing off to the south and east. all right g back to the computer. we'll talk about temperatures. well, we step back to march today, didn't we? 46 in arlington. 48 out. there upper 40s for them in laurel. in the low 70s this time yesterday. 47 at great falls. 46 at reston. and 48 out in leesburg. tomorrow morning, becoming partically cloudy -- partly cloudy. chilly, 40s and 50s. the winds are northeasterly at 10. but by the afternoon, partly cloudy, a little milder. and temperatures, i think that they will kind of finish strong with the sunshine in the afternoon. the good news is that the winds will go light. all right, the next seven days. the low 60s tomorrow. becoming partly cloudy. the low to mid-70s on thursday

happen, they will be the first ones to complain that this was not enough done. people complain and wine too much. but they say that it is really hard for the civilian public to judge from the security that has gone over the top. and even though that we, the public, has a concept that there is probably a considerable threat, we, the public, don't really know what that threat is. we have to trust that the homeland security folks are doing their job and that they have good intelligence and they are appropriately managing the risk and applying the appropriate countermeasures. exercising the authority and the power, just because they have it. well, i hope not too. as youd said, we may not know what the threats are exactly. after all, folks, remember, it was only a couple of days. >> the great thing about e- mails, i don't have to wait any days at all to hear from you. drop me a line. the address is mailbag@wusa9.com. that is our report. i'll be right back out here
