rain showers, maybe in the clap of the thunder around clinton down here. as we go north into the district, montgomery county in howard county, getting showers and storms off that way. going to the weather computer to show you that evening forecast. still calling for periods of the potential showers and thunderstorms. but they will eventually be coming to an end. we'll tell you about that coming up. also tonight in your only local news at 7, paying up, by the agencies, owing more than $70,000 in parking spots. unfair fees. some virginiaens are upset about -- virginians are upset. no go on the blocking of the overhaul financial laws. >> reporter: i'm joel brown on capitol hills. democrats may have taken a bad bet, thinking they could convince at least one republican to get on board with their financial reform package. calling the gop's plaintiff and they took the vote anyway -- bluff and nay took the vote anyway. >> reporter: democrats needed

just one crack to their opposition of the reform bill. they didn't get it. >> the motion is not agreed to. >> reporter: just one gop senator had voted yes, it would have green lighted debate on the most sweeping changes to the banking system since the great depression. but republicans wanted a deal beforehand. and without it, all 41 said no. >> we're negotiating for a better piece of legislation. not for the sake of the legislation. >> with the complex bill, there's a lot of opinions that people have. but we autoto be able to start the de-- ought to be able to start the debate. >> reporter: they mite bring it up -- they might bring it up again on wednesday. a question mark now hangs over the construction of rail to dulles. this after the supreme court granted an appeal to property owners who say the special tax used to fund this is unfair. >> it goes to pay for the fairfax county sheriff on the dulles construction project. only applying to the commercial and the industrial real estate, not residential. >> you could build the

multimillion dollar condos there. they might get as much for the benefits from the rail than thal property owners. >> the other side argues that the constitution has allowed them to make changes that are fair. >> the general asemibe blue, they decided that -- assembly, they decided that because of the development, potential there, could probably benefit more greatly than the residential property. and so it makes sense economically to tax the commercial property and not residentials. that's what's being challenged. i'm bruce johnson. we're finding illegal parking spaces might be compared to hitting the lottery. >> have you found anything? >> no. >> how long have you been looking? >> 20 minutes. >> reporter: many drivers arriving for appointments at many number city agencies eventually give up. abandoning their vehicles in illegal spaces, taking their chances on getting parking tickets. that includes drivers of city- issued vehicles, including

police officers. they are also ticketed and booted. but it turns out that they often don't pay the fines. nobody does. >> i have to pay my tickets, they need to pay their tickets. >> reporter: talking to the director by telephone. saying that it would be illegal for the city agencies to set aside money to pay for parking tickets. so they are trying to get employees to pay for those tickets. right now, it just isn't happening. >> reporter: the dc auditor recently hammered into five agencies. finding $70,000 in the unpaid traffic fines. >> you now have about 30 days to make comments on the proposed rules. those three-wheel bicycles have become increasingly popular over the district in the past few years. now, the dc public of transportation wants to create new safety rules. causing for petty cabs to be operated like bikes with a seat belt for every passenger, specifically a certain type of brake, and battery-operated head and taillights. it would also keep them off of any streets with the speed

limit higher than 30 miles an hour. iceland's airport is back open tonight after a brush with some of the volcanic ash. they closed down on friday, after winds shifted and blew some of the ash from the volcano that caused so many problems back over to iceland. more than 100,000 flights had to be canceled that cost airlines more than $2 billion. 24 years to the day of the world's worst nuclear accident. the president of ukraine says that the reactor is still a threat. and thebes motion at the reactor -- that explosion at the reactor sent a cloud over much of europe, maybing more than 2 million people ill. today, the ukraine january president -- ukraine january president said that it is far behind schedule. that same examination showed air flow into the underground mine was just fine

that day. massey says it still is not clear exactly what sparked the explosion. today, they started a website to provide informs about the upper big branch mine. you can access that site by logging onto ours, wusa9.com, just click on 9news extras. arlington police have been hit with an avalanche of harassment complaints. somebody has been calling up thousands of people in the middle of the night. when they answer the phone, there's no one there. scoot bomb has been look -- scott broom has been looking into this. the phone company are victims of a scam called spoofing. >> reporter: in is what jasokoffman heard four times. >> now i'm awake. they called again, i actually answered the phone. hello, hello, no one there. >> reporter: they are getting a call with a 307 area code exchange. we have received over 150 complaints this weekend. >> reporter: the number appears

to trace back to wyoming. victims in northern virginia and suburban maryland, hundreds posted warnings about it on the internet. >> i have been here for 27 years. this is the first that i have heard of one incident causing so many types of these complaints. >> reporter: police called one of the major service providers, verizon, in hopes of blocking the number. verizon traced the number to a business service provider called level 3. both companies today shut the number down on their networks. and a phone conversation on level 3 spokesman said that all are victims of a spam called spoofing and could be originated anywhere in the world. >> it's kind of like what you're thinking about it, someone is hijacking the telephone number. they are calling from another one other than the caller i.d. >> it wasn't. and you know, that's 2:00 in the morning, weekday, weekend, it doesn't matter. that's a pain. >> reporter: scott broom, 9news now.

>> still a mystery who that spoofer is. and why they want to wake up thousands of people in the middle of the night. also investigating the calls. also some road works to look out for later this week. crews will be closing some lanes down as the ramps as well along the beltway on the telegraph exit. it's all a part of the ongoing wilson bridge project. tonight, the traffic will be down to just two lanes on the inner and outer loop between cameron run and the metro overpass. and the telegraph road will be just one lane in each direction between huntington and the avenues. the rent from telegraph, they will also be closed. and remember it last night. the department of transportation started that long-term project along ohio drive. it's right near the lincoln memorial. expect some closures and detours every night between 23rd street southwest, independence avenue, and the south end of the rock creek parkway. all right, let's get to our evening rush. in the traffic center. hey. >> reporter: hi derek. hello everybody. we're still tracking this late

fighting two of these conditions, and 3% have all threes. >> each one of these conditions is a risk factor for card vascular disease which is the leading cause of deaths in the u.s. all signs point to our growing waistlines as one-third of all americans are considered obese. more and more people are joining that lawsuit against the frederick county gas station. now, 75 plaintiffs are asking to be compensated after gasoline leaked into the ground water around the green valley area. and 60 people have signed onto the original complaint last month. nay first discovered the leak from the station's underground storage tank back in 2004. but the residence went out alerted about it until '07. and expect some big news from bob mcdonald tomorrow. we're hearing that he's officially going to announce that virginia has been chosen as the new home for the headquarters. martin o'malley says that they called him today to tell him that the company would be

moving to virginia instead of maryland. he says that two sides of virginias were being considered. we'll find out which one is the winner tomorrow. it's been a wild night. you think it was july or something. >> yes, early part of spring could spring upon you. and you know, we had a warm front that we were atracking that might just come through washington. we'll see the the south of them today and think thank goodness. maybe they came through us. we could have seen the stronger storms. but the storm that dropped the tornado on the water, which we call it the waterspouts down in the potomac, they did prompt the tornado warnings down in parts of southern maryland. that's all over and done with. i'll show you where that set up a little bit here after we get through the next three days. lowering tomorrow's high temperatures down to 64. maybe some very early morning showers. and take a look at wednesday, kicking it up a degree at 66. but they are really starting to kick in, tomorrow afternoon on wednesday. thursday, we're finally going to be done with the storm system. even the breezes, they will come along too. and so let's see the forecast through this evening scattered

u thundershowers. no severe weather out of the general thunderstorms. washington north. we started the work over the atmosphere. that has pushed it further off to the south. i think that our severe threat is done. just slim on it. a very slim shot. temperatures, cooling off. greatly tonight, into the upper 40s to lower 50s for most. and some very light rains to the early morning hours. for most of our commute, i'm going to shut that rain off. and then just keep around the cloud cover for a couple of hours until we get some sunshine coming back. it's all about the wind to pick up there. here's the start of the forecast. i want to get a live doppler 9000. show you where they are right now. where the complex of the storms over southern maryland is out there. this is the remanence of what was that tornado warning. the tornado dropping just around there the potomac. then we did not report that there after. good news. still numerous thunderstorms going down that way. nothing severe. showers and a couple of embedded thunderstorms still off the west of washington.

let's go back to the forecast. as we see it, we could have a couple of last storms, even through tonight. but after then, it's all just about the light rain that will be ending. we'll get some sunshine to come back to the forecast as soon as tomorrow midday afternoon. but the northwest winds, they are really picking up. and that's going to usher in the cooler air. once we get passed it the next couple of days with the leftover cool air. right back into the 70s. you think that you'd be wanting summer to come back in full force. it will feel like it is summer this weekend. not only will it be warm like that, but it will be humid, unfortunately too. you see the low temperatures, 60 to 62. you have the humidity around. not cooling off that much. >> it should be nice though. >> yeah, it'll be a good one. most of the storms holding off into the weekend. >> thank you, devon. a bit of a followup for you on some weird news we first showed you last week. we told you about the internet push who claimed that all those recent earthquakes could be traced back to too many women

wearing skimpy outfits. today was a day that organizers picked to prove them wrong. here is alex trevino. >> reporter: the rain did not spoil the party. protesters stood up. >> you know, just to show up and say i'm baring it for you ladies. i'm going to do what i normally don't do on my lunch hour. >> reporter: managing to take a break from the office to join this bold group of women, wearing spaghetti tops, tank tops, and skimpy skirts. they want to prove a claim last week that they don't corrupt men and don't cause earthquakes. >> somebody needs to stop and say wait a minute, that's ridiculous. >> reporter: for demonstrators, producing jennifer who called on women nationwide to reveal some cleavage, hoping to prove to the sheik that a little skin never killed anyone. and there is real science behind the light-hearted mockery. >> what i'm going to do is
