securities they helped to put together. joel brown has more. >> the consistent theme from management is get smaller, reduce risks and get closer to home. >> reporter: but it could be an uphill battle. >> there's in no doubt their behavior was unethical. >> reporter: lawmakers arrived armed with millions of e-mails. they say the paper trail shows the financial firm put its own interest ahead of its clients by betting the mortgage market would collapse. sound like we will make some serious money one employee e- mailed as the number of foreclosures grew. another trader wrote, i'm not so convinced this is a total death spiral. in fact we may have terrific opportunities. >> it profited by taking advantage of its clients reasonable expectation that it would not sell products that it

did not want to succeed. >> reporter: but in testimony, he'll deliver later today, the ceo of goldman sachs expected to tell them his company did not bet against his client. this hearing is ten days after the government filed a fraud lawsuit against the government. the sec claims the company never told company one mortgage- related investment was designed to fail. goldman also denies the charges and plans to fight them in court. the ceo is expected to point out during the hearing the firm lost $1.2 billion in the mortgage meltdown but public records show they made $3 billion back. joel brown, cbs news, washington. maryland governor martin o'malley, formally opens his re- election campaign today. the democrat kicked off the bid in baltimore this morning. that's just the beginning of what shapes up as a long day for the governor. he will join lieutenant

governor anthony brown are you during visits to largo, rockville and waldorf in the day. it shows him with a slight lead over bob ehrlich. despite the rough economy, score one for virginia. a major defense contractor is moving its headquarters from california to the commonwealth. kristin fisher has more from arlington on northrop grumman's big move. >> reporter: both virginia and maryland have been courting northrop grumman since last january when the company announced they wanted to move the headquarters from california to the washington area. yesterday the company announced it had made its decision. northrop grumman will be moving to one of two locations in northern virginia. either a site out at dulles airport or right here in crystal city, which is already home to several defense contractors and of course we can't forget that it is practically next door to the pentagon. here's what the ceo and president of northrop grumman had to say about the move on

monday. he said -- northrop grumman is one of the largest defense and global security contractors in the world. they do everything from aerospace, electronics, information system and ship buildings and the biggest client is the pentagon. what's the move mean for virginia? the bottom line is jobs. they plan to hope their corporate office in summer of 101 with roughly 300 new employees. this is a huge victory for the state of virginia and governor mcdonnell. and he is expected to make this announcement formal at a press conference today in arlington. in crystal city, kristin fisher, 9 news now. >> and we have this late word from an arlington economic development source. we are told northrop grumman is no longer considering either crystal city or the dulles area. the finalists are said to be boston and fair view park and fairfax county. so long, farewell to civil

rights legend dorothy height is underway. she passed away at the age of 98. she is lying in repose at the national council of negro women which is named after her. there will be a memorial service for dr. height tomorrow at shiloh baptist church in the district with a public funeral on thursday morning at the national cathedral. president obama will deliver the eulogy. district police now have a fifth suspect in custody in connection with last month's deadly drive by shooting in southeast. officers took 21-year-old jeffrey best this to custody. they have not commented on his role in the shooting, which left four people dead along south capital capitol street. five others were hurt. four suspects are behind bars. police say this is the final arrest in the case. the man who shot president reagan and several others 30 years ago could soon be released from a meantal hospital an may move to the

tide water area. john hingery -- john hinckley junior has been hospitalized since the shooting. he already visits his family in the williamsburg area and people living in colonial town have mixed emotions. >> i don't think he should be released. that's a high powered thing there to shoot the both president or try to attempt. >> didn't bother anyone. like, you know, consistent tell who he is. he is not a crazed man yak that ran through the store and broke wine bottles. i don't know. he has never bothered us. >> reporter: hinckley's mother lives in williamsburg. his father died in 2008. tuition at virginia tech is going up and both in and out of state students will feel it. they approved the hike on monday. starting this fall in-state students will pay 15 $79 for an entire year including room and board. it's a 9% increase.

out of state students will pay $29,507. that's a jump of 6.5%. >> in order to keep the doors open and maintain quality we are seeing tuition increases that are more than we have seen in previous years. >> they keep raising the prices every year. when it is going to stop? it will get to the point where people can't afford an education anymore. what are we going to do then? >> students getting a in state tuition will get a one time grant. transunion says the number of private student loans 90 days or more past due fell to 6% in 2009. that reverses a five-quarter trend. over the past few years late payments had climbed sharply due partly to the spike in the unemployment rate. transunion data shows the average debt of a private loan

account is $17,700. some lawmakers in montgomery couldn't want to see alcohol sales on sundays. facing a large deficit, councilman mike knapp of germantown says it could mean an additional $2 million a year. the sale of hard liquor is only permitted in county controlled stores. county executive ike leggett is open to the idea of opening the stores on sundays but shows little enthusiasm for the same proposal two years ago. still ahead, a raw cuss, they throw eggs and snow. >> and a premier on a fighter who came dangerously close to losing his life. you are watching 9 news now.

it was a chaotic scene today in the ukrainian parliament. they hurled eggs and smoke bombs defeating an agreement to allow the russian navy to stay in ukrainian ports. opponents regard it as a betrayal of the ukraine's national interest. former dictator manuel noriega has been welcomed to france with an international arrest warrant. the man who spent two decades behind bars in florida for drug trafficking could face an additional ten years if convicted in france on money

laundering charges. the 76-year-old noriega was put on a plane in miami yesterday bound for paris. ford motor company is reporting a strong spike in profits. it's another sign the economy is improving. the automaker says it made $2 billion in the first quarter. ford has been gaining momentum due to the high quality rankings and because it didn't need a government bailout to survive. the first quarter profit is a huge turn around from the same period last year when the automaker lost $1.4 billion. well, auto execs could spend some of that profit at the obama nightclub in china. you heard me right. the night spot opened recently in shanghai. the owners say the designers were aiming for a grand classy feel with a mix of washington and las vegas. the club is one of the biggest in shanghai and can seat 2,000 guests and its lavishly designed sofa booths and private care owety. we have an update on a story we brought you on 9 news

now at five but we have to warn you the video can be disturbing. a matador who was nearly gored to death is improving. jose 2078 mass severe hemorrhaging after one of the bull's horns struck its groin. he had to be rushed to the hospital. the doctor who's treating him says he expects the matador to make a full recovery. this is his second serious injury in a bull ring. and a little closer to home arlington police want to know who's behind a state of mysterious calls people are getting in the middle of the night. hundreds of people in northern virginia say they are getting calls over and over and over again. scott broom reports they are victims of a scam called spoofing. >> this is what jason kauffman heard four times between two a.m. and 4:30 a.m. on saturday morning and he's not happy. >> now i'm awake.

they called again and i actually answered the phone, hello, hello, nobody there. >> they are getting a call with a 307 area code exchange. we received 150 complaints this weekend. >> reporter: the number appears to trace back to wyoming. the victims are in northern virginia and suburban maryland. hundreds posted warnings about it on the internet. >> i have been here 27 years and this is the first i have heard of one incident causing so many complaints. >> reporter: police called one of the region's major service providers, verizon n hopes of blocking the number. verizon traced the number to a business service provider called level 3. both companies today shut the number down on the networks. in a phone conversation, a three three spokesman explained all are victims of a scam called spoofing and calls could be originating from anywhere in the world. >> it is like if you think about it someone is hijacking a telephone number. they are calling a number other than the one that pops up on caller i.d. >> you assume it is an
