results of an autopsy before determining the cause of death and deciding if any charges will be filed in the case. the trial of a man accused in the kidnapping and death of an 11-year-old is scheduled to begin today. thomas leggs junior is charged with first-degree murder, kidnapping and sex offenses in the death of sara foxwell. her body was discovered christmas day. leggs used to date the victim's aunt. what should have been a day of joy for the love family was one of remembrance. she was awarded a posthumous degree this weekend. surae chinn was in charlottesville when love was given a standing ovation. >> we are celebrating her achievements of the class of 2010. >> reporter: a day that was supposed to be complete joy for the yardly family instead was a

of the environmental protection agency visited louisiana on sunday to talk to residents angry over the oil spill. two other members of the obama administration head to the region. and as tara mergener reports the amount of oil siphoned by the mile long tube has dropped in the past day. >> reporter: members of the obama administration may not like what they see when they fly over the gulf of mexico this morning. for 34 days now a blownout well has been spewing millions of gallons of oil in to the water and more and more appears to be washing up along the louisiana beaches. >> i'm angry and frustrated that bp has been unable to stop this oil from leak and stop the pollution from spreading. >> reporter: ken salazar blasted bp officials and threatened to push the oil giant out of the way if they can't clean it up soon.

a mile long tube has captured a 1.5 million-gallons of oil but it started to slow up over the weekend. >> we will have an attempt to kill the well for good. >> reporter: the next try is until wednesday. it involves pumping heavy mud in the well to clog it. but louisiana isn't waiting for bp or the federal government to help. the state's governor told reporters on sunday he is taking matters in to his own hands. >> it's clear the resources needed to protect our coast are still not here. >> reporter: bobby jindal says they have begun to build barriers to protect the coastline and fragile wildlife. as for residents they don't care who or how, they just want the water clean. but many don't believe it won't be possible until they dig a relief wall at the bottom of the well and that could be a month. a special hearing on the explosion at the upper branch mine is scheduled today in

beckly, west virginia. relatives of some of the miners killed in the explosion along with west virginia governor joe mansion and rock feller are among those to scheduled to testify. the hearing is days after a senate subcommittee heard testimony on the explosion from executives of massey energy, the company which owns the mine. secretary of state hillary clinton says north korea must be held to account for the sinking of a south korean warship. secretary clinton made the comment during a meeting with chinese leaders in beijing. they want china's help in finding a solution to the situation. the chinese government agrees to a currency exchange rate with the u.s. dollar. and a new list offers americans a look at the most affordable places to live in the country.

welcome back to 9 news now. the space shuttle "atlantis" headed home. the shuttle and the six crew members undocked from the international space station on sunday after a week of flying together. the astronauts will conduct one last safety inspection of the shuttle today before landing on wednesday. i'm in the weather center with howard bernstein. how's it looking for a wednesday landing in florida. >> i haven't looked. so i don't know. but i know there is a storm off the east coast. hopefully far enough away it will be in a northeasterly flow. but as we look at radar we still have a couple of sprinkles. i focus so much on our weather that's why i haven't looked at titusville, florida. we have a couple of sprinkles we have been watching. while it looks like they have dissipated we will head to live doppler 9000 hd.

capital beltway to the pentagon and beyond. and finally some construction to watch for on the outer and inner loop stretching between braddock and 66. all of this should be clearing in the next 10 to 15 minutes. andrea, back to you. we have bad news for drivers who are planning to take the chain bridge to work today. our weekend rain prevented crews from completing the work on the bridge. that means traffic will be limited to one lane each direction. the grace period for getting caught on a speed camera is over in bowie, maryland. they were installed last month near north view elementary school and until now drivers were issued warnings but drivers caught speeding now will get a $40 ticket. police say drivers can expect more speed cameras in school zones in the near future. taking a look at the living well headlines, sudden cardiac

number of copperhead snakes spotted lately and they are biting. how to protect your children and pets and yourself. how to identify them and then stay away from them. >> reporter: if happen on one of these guys it can be scary. >> the pattern is an hour glass or butterfly shape wing down the spine of the snake. >> reporter: they are one of the three venomous snakes in virginia. >> once you see a copper head you will know everything else isn't. >> reporter: they believe there may be more copper head sightings and bites because they are losing their habitat. >> that's because where they are where they are is to find a meal. >> because they get energy from the sun and not food they can lie under a rock or log for days waiting for a mouse to walk by. if is a child with no chews on it could be bitten but most bites, 95% are on the hands.
