this is upperville over to leesburg and may cross the river to the north of frederick. everything is moving essentially north or at a pretty good clip. around the beltway it is quiet. don't let your guard down. because we are under a watch. go to the computer and talk about what is the deal. the watch covers the metro area from 81 to the bay until 8:00 tomorrow morning. so for tonight, well, here's the deal. flash flood watch. rain and thunderstorms. some heavy to severe. winds increasing south southeast at 10 to 20 and gusty. we will come back and talk about what that means for your morning commute and look ahead later in the week. we could be talking about a nor'easter. >> oh, boy. thank you. emergency crews are sifting through the remains of a building that collapsed in west baltimore. dozens of firefighters are removing the rubble brick by brick to determine whether anyone is hurt. the two-story brick building

collapsed at druid hill avenue and lauren street there. there was a report that a woman walking near the building was there when the builting collapsed but thermal imagery equipment has not found any signs of life president obama called for a longer school year to improve education and make america's children more competitive. but we wanted to know in an era of budget cuts whether that could even happen. delia visited one school that expanded its hours despite the challenges. >> children here at pine spring elementary school were in class today 2 1/2 hours longer than most other students in fairfax county because they did away with monday early dismissal, a policy put in place back in 1970 at all elementary schools for teacher planning. but teachers still manage to get planning periods, thanks to four new positions added ten years ago. the program works because of the people here at pine

springs. remarkably teachers have given up the chance to get an annual increase to their salary by 7% in order to hire four additional staffers. >> education does matter. this will make a difference in their future success. and so they are proud and happy to do it. >> you owe me $12 in taxes. >> reporter: that's the same time when seven under performing schools were given a modified calendar. they operated under the normal 180 school days but the ten weeks of vacation were spread out. >> a 45/15 schedule. 45 days of school and 15 days of intersession. >> reporter: so could president obama's wish for a longer school year really happen. >> it is possible and i think it would be beneficial for a large number of our students. >> reporter: but it would take more funding and commitment from parents and teachers, who are willing to skip their long

summer vacation, maybe even help the kids in the long run. in falls church, 9 news now. >> there are roughly 30 schools in fairfax county that offer extended hours of teaching but no one knows how long it will last. the budget continues to be a problem. summer school for elementary school students has been cut, too. let's get caught up on breaking news out of prince georges county. sky 9 captures the scene of a serious crash in brandywine. we are told a 1-year-old suffered critical and life- threatening injuries. two orchildren and two adults also suffered injuries, too. a maryland state police helicopter assisted with the rescue operation. this evening a 28-year-old woman is fighting for her life after a hit and run accident. she was struck along carroll avenue and silver spring on saturday night. witnesses say she was hit so hard that she flew through the air. the woman is suffering from life-threatening injuries. police hope someone recognizes the car that drove away.

>> small, dark sedan, possibly a honda. >> and it left its right mirror at the scene. >> i didn't sleep. very hard to see somebody dying like that. >> reporter: police say the driver could face several charges including leaving the scene of an accident could be more charges if the victim does not survive. there was a deadly accident today near the bay bridge. two people were killed on route 50 when two box trucks collided. the crash shut down the two westbound lanes of route 50 for hours. we do not know yet what caused the accident. the verdict is guilty for the man charged in the drunk driving crash that killed los angeles angels pitcher nick adenhart. he is from washington county, maryland and he was killed when his van was t-boned in fullerton, california. two of his friends also died.

23-year-old andrew gallo was convicted of murder and driving under the influence of alcohol. prosecutors say gallo's blood alcohol level was nearly three times the legal limit at the time of the crash. business was booming today at maryland's first slots parlor. the perryville hollywood casino, about 60 miles north of the beltway opened three days ahead of schedule. the parlor, just off of i-95 is home to 8500 -- 1500 slot machines and owners expect to generate $800 million a year in taxes. maryland voters approve the slots four years ago. the casino will have an official grab opening on thursday. -- grand opening on thursday. >> it tells you people have been waiting for a casino in maryland for a long time. they have been anxious. something like 40% of the delaware casino's business has come from maryland residents over the past few years. so i think they are anxious to spend their money in their own state. meanwhile in anne arundel county, voters will decide in

november whether to allow a similar casino at the anne arundel mills mall. maryland's second busiest airport is getting the first air traffic control tower. the facility at frederick caters to private pilots. it will be funded with $4.8 million from the american recovery and reinvestment act. officials expect the frederick i want will be handling 35,000 flights in the next ten years. in phoenix, arizona a small plane crashed in to an empty office at an industrial park. the plane went through the front entrance. first responders say at least was one person was killed and that appears to be the pilot. mostar no other signs of victims. the plane went down a half mile from the regional airport. it seems many of us don't want to pay for grocery bags. the five cents bag tax is falling short of original estimates but city officials say that proves the program to clean up the anacostia river is working. the examiner reports the bag tax generated $1.5 million

she was in tears. all of her friends were in tears. >> it's our senior year, too and we can't redo this. >> reporter: the girls snapped pictures of classmates who were allowed in to the homecoming dance. one was wearing the same dress as a girl that was turned away. own a small business and you could look forward to a few breaks from the federal government. president obama has signed a bill that creates a fund to help small businesses expand and hire new employees. the bill also offers eight separate tax breaks for small businesses and gives a boost to loan programs under the government's small bin business administration. a new poll out today reveals vote -- voters are ready to shift the balance of power in washington. according to the gw battleground survey, more americans believe a republican- led congress would do a better job than president obama creating jobs, and with five weeks to go, democrats are calling on michelle obama and former president clinton to try to improve their chances on election day. there is new tension in the

middle east where the latest run of peace talks could be off again. israel allowed a ten-month ban on settlements in jerusalem to expire. palestinians oppose the construction because they believe that land should be part of their future state. american diplomates are shuttling between both sides trying to keep this round of peace talks alive. >> only through ongoing, intensive, direct and serious negotiations can we hope to build a better future for israelis and palestinians. >> israeli settler groups are pledging to start construction on 2,000 more homes starting next week. turning to the war in afghanistan, u.s. and afghan troops launched a new offensive called operation dragon strike and it is designed to drag the taliban out of districts around kandahar. a alternate spokesperson in kabul says intense combat is expected. here in this country, residents of minnesota are scrambling to clean up after floodwaters.

essentially due north northeast really. all of this activity east of raleigh. this is 95. it will move up 95 on the east side of 95 and clip maybe st. mary's county and calvert county. late tonight i'm thinking east of town will be the bull's eye. and really, over the past several hours, west of town has been the bull's eye. we will switch gears and go to live doppler 9000 hd. you can access this all the time on our website at wusa9.com. and check out our weather app for the iphone. it is good stuff. around town a couple of light showers are popping up in fairfax, prince william county. but everything is light. and light activity 95, leonardtown and southern maryland. heaviest activity by far is north and west of town and still, no exceptions. i mean this is heavy rain around charlestown, blue month, around -- bluemont, over route 7 and skim purcellville and head up to hillsborough and heavy up to brunswick. this is where the heavy activity is right now.
