earlier this week and miles away police believe the same crook hit eight homes in oakton. jan is one of those victims. she's gone to great lengths to secure her home. a metal gate, surveillance cameras, indoor monitoring, even a doberman guard dog trained in germany and three carriers. >> i'm upstairs in my bedroom with my dogs and they came right in my house. >> not only was she asleep she didn't know she had been broken in to until police arrive glad they saw my purse and started to go through. my wallet is gone. >> reporter: you can see the trail where investigators dusted for prints. while the victims say their homes were secure, the majority of the cases, investigators say the cars were left open, giving them access to the garage opener or they say he's getting in to the home through an unlocked door or window. >> reporter: in all cases residents have been home asleep. >> what if i walk downstairs and heard a noise and walk in

my kitchen and there's a guy in my kitchen? i'm almost happy i didn't hear anything. >> reporter: homeowners are taking matters in to their own hands. don has hired armed guards in case inextraordinariers decide to strike again. >> may keep the gun closer to me at night already police won't comment if they have any surveillance video or if they have it and now good it might be. they condition comment if they think it is more than one person. >> what do the thieves go after? it is always the same thing every time? >> yeah. that's the mo and that's how they know it is linked to this serial burglar. they say he comes in and takes the purse usually and takes the cash and then he dumps the purse somewhere out in the lawn, but in these three cases today he has kept the purses. also recently this burglar took two handguns out of a car. so something to keep out for and police are very concerned about the latest development.

surae chinn, 9 news now. now now let's update you on an armed robbery at a subway in ashburn last month. police charged mohammad akbar with robbery, use of a firearm and possession of a firearm by a viced felon. police say he entered the subway in a plaza with a gun and took the money from the store. akbar was also charged in august with a robbery in sterling. he is being held without bond. in dc, police now have a suspect in custody for the death of jamal bell. if charged, 17-year-old sims with one count of first-degree murder. you will recall late on june 18th, bell and two women were shot on georgia avenue in northwest. all were taken to the hospital but bell died from his injuries. he was talking -- he was walking home from a graduation party when he was shot. that party had been hosted by a police officer for her daughter. jamal bell was just 16 years old. people throughout southern maryland are drying out after being in the rain bull's eye

for the past two days. parts of saint mary's county got more than 13 inches of rain. this was the scene in great mills this morning. streets and businesses completely covered in water. meanwhile, residents of a flooded out trailer park elsewhere in the county complain they should have been warned to get out last night after returning home from an earlier evacuation. scott broom is live at the langley trailer park in lexington park with what is going on. scott? >> we are really talking noah's ark stuff last night. 13 inches of rain fell in that big storm. there was an early evacuation but folks were allowed back in. then it started to rain again last night and the trailer park got flooded in a big way. they were caught by surprise in the dead of night by a flood that tore decks from homes, trashed cars, ruined houses and contaminated the area with spilled fuel oil. >> i didn't think thing like that was going to happen. >> they act like it was our fall we come back to our own

home. >> reporter: the complaint is the road to the trailer park had been reopened late thursday after an evacuation earlier in the day, allowing residents to come back in. only to be flooded out by the saint mary's river when the rain picked up with a vengeance overnight. >> they opened the roadways back up. once it was evacuated once, everybody decided to come home. fire department went back at 3:30 in the afternoon yesterday. >> reporter: the county's emergency manager said county officials hacked responsibly. there were two door to door sweeps by firefighters during the day on thursday to warn people an the opening of a shelter that no one used. officials say the road to the trailer park was reopened, but that did not mean the voluntary recommendation to evacuate had been suspended. >> it is a cue they can get back across that roadway. it's not a guarantee that those waters won exceed the banks of that river later in the day. the situation warrants. if we get more rain, like

predicted, it wasn't going to happen again. >> reporter: what happened here an object lesson in why they call it a flash flood. and in fact flash flood warnings were up from the national weather service last night here at the langery trailer park. live in saint mary's county, scott broom, 9 news now. >> there seems to be a lot of activity near you. what's happening in the background? >> huge amount of activity right now. these are hazardous materials guys that are from the maryland department of the viral and the local fire departments. they are cleaning up spilled fuel oil that came from a lot of the oil tanks that that were attached to these trailers. it's a real mess and they will be working on it all night. >> thank you for that. we within the only ones hit with the heavy rains and flooding. from the remnants of tropical storm nicole. the rush hour was slowed to a crawl. sheets of rain made it hard to see and pass certain roads. weather conditions are getting better as the bands of rain are moving off shore.

the apartment fire on 16th street that claimed a man's life could have been far worse. today we learned that one of his neighbors may have set the fire and tried to keep people from evidence stay scaping the flames. they found accelerants inside of the towers in columbia heights and they are interviewing several persons of interest. it started on the fifth floor where furniture blocked an exit. >> there was a mattress that we found in the hallway that was pretty well burned out and we are wondering whether that was the source of ignition. >> two of the firefighters who helped to get people out of there described the scene as just pure panic as residents were trying to get through the windows and get away. one man did jump from the fifth floor window an later died. ten people including one 2-year- old are still in the hospital. still to come, it was the end of the road for some nasa workers today. why they are now out of a job,
