good evening. tonight in your only local news at 7:00, a day in court. protestors appear outside of the funeral for a local navy seal killed in afghanistan days before the supreme court hears arguments about think right to do that. slip sliding away. only on 9 tonight, the government just may be offering homeowners near this cliff a way out before their homes slide away. and rush hour mess. an accident along i-95 sent a state trooper to the hospital and leaving drivers stranded in traffic. >> reporter: i'm peggy fox in

prince william county where the i-95 northbound lanes were shut down today because of an accident that injured a tate trooper. it happened around 1:15. the trooper had to be airlifted to a hospital. he had been dealing with an accident along the northbound lanes, about one mile south of 123 in dale city. he was standing beside his cruiser when another vehicle plowed into it and pinned the trooper between the cruiser and guard rail. his injuries are said to be nonlife-threatening. for most of the day only one lane along the northbound lanes was allowed open. it took until 4:30 before all lanes reopened. i'm scoot broom in annapolis where i learned today that government emergency home buyouts are the preferred state solution for a dangerous situation on the calvert cliffs over the weekend. homeowner dave hector shot this video of the landslide that took another chunk of his

property. his deck is now unstable and may be at risk of falling down the 100-foot bluff next to the chesapeake bay. >> we can offer to the homeowners to purchase their property. >> reporter: today maryland natural resources secretary john griffin told me that state and federal emergency management grants should be used to buy out the homes most at risk of going over the edge. i'm bruce leshan at arlington national cemetery where a navy seals funeral was disrupted by a christian church that preaches hate for america. they have done it so many times now, counter protestors have figured out to how drown them out. op one side, three members of the westboro baptist church outside of arlington. on the other, a dozen members of a motorcycle club doing their best to silence them and block their view of the hearse

carrying navy lieutenant brandon looney. >> the protestors don't belong here. this is a place for the family to mourn the loss of their son. >> on the supreme court website is a summary of the issues in the case and chief among them is the first amendment speech trump the freedom of religion and peaceful assembly, and does the family's right to have a peaceful funeral trump the right to protest here. >> and the u.s. supreme court is scheduled to hear arguments on wednesday about the protests. and mayor fenty is laying down the law before he leaves the office. today he issued an order halting most city hiring and spending and that takes effect on wednesday. it requires agencies to cut 10% of their spending and save an estimated $126 million. d.c.'s chief financial officer estimates $175 million is the size of the budget deficit for the new fiscal year. well you might want to take

a closer look at that atm next time you try to use it because thieves have found a new way to steal your money. lindsey mastis shows how the bad guys are scamming the system and you. >> reporter: this is video for a set up of a scamming device on an atm in britain. and that's what thieves are doing here and it is working. the atm at this bank in alexandria was targeted back if february. >> the bank had over $60,000 worth of fraud. >> reporter: this sun trust bank was hit last month. jody donaldson with alexandria police said thieves custom make a skimming device to place over the cardin certificate so credit and debit cards get swiped twice. >> by the skimmer first. >> they are tiny and can be the size of a pencil head.

>> reporter: a thief recorded these numbers easily. if you look at your atm, you can tell when something aren't right. >> check where you are going to put your card in and check it and make sure nothing is loose. >> reporter: some people protected their pin numbers by placing wallets over hands. you might not want to get your wallet out, just use your hand. donaldson said some thieves can still get pin numbers by using a clear plastic pin pand overlay. run your hand over it before you insert your card. >> reporter: if you find something suspicious, donaldson said walk away and let the bank or police know. in alexandria, i'm lindsey mastis. 9 news now. >> that's scary stuff. now donaldson recommends to check your bank statement online every few days. heed is some thieves will use technology so advanced they don't even have to come back to the atm to get your information. it just gets e-mailed or texted directly to them. let's get outside for the evening rush hour. patranya is in the traffic center. how are things on the 95?

>> north bound we were talking about the accident earlier, all lanes reopened. southbound tracking delays, but it should be smooth sailing down to triangle. over to the capital beltway, the slowest stretch home right now will be from 66 to the 270 spur. no surprise there. but otherwise pretty quiet. throughout 495 in virginia and maryland, we do have a little problem on the rail for you. redline delays at adams morgan station in both directions right now due to a malfunctioning train earlier in the afternoon. right now delays in both directions so watch out for that but things looking very good on vre and marc. part of georgia avenue is still closed in brookeville. a tree fell down there this morning, blocking the lanes. the crews are still there trying to clear the road. but fur headed that way, you may want to take route 108 as

underground than a lot of people thought. they are expected to be pulled up in the next couple of weeks. the chile president said that today. the government ended the bailout program yesterday and in the end it was called $700 billion program, and it cost taxpayers less than $50 billion. it was priced at $341 million. tarp is credited with keeping the credit markets from completely collapsing but it did not give way to a robust economic recovery. congressman cummings sent the attorney general a letter over the weekend calling for a halt in foreclosures. suggesting that lenders fraudulently began foreclosure composures against some homeowners. many are exploring their legal

options. thousands of homeowners across the country say they are confused about just who owns the note on their homes and they may not be alone. the electronic registration system created to deal with the recent mortgage crisis cannot keep up with the notes changing hands. >> it could create a landslide of lawsuits by homeowners who want to stop their foreclosure. >> bank of america is actually halting foreclosures in 23 states trying to make sure it is not rushing into the process. well the fall weather may have you thinking about replacing air filters, raking leaves and checking those gutters around your house. but as jessica doyle tells us, there are still some preparations for winter, might be overlooking. >> reporter: fall is a great time to look around your house to make sure it is best equipped to fight the winter weather. angie hicks from angie's list said deferring it now can cost

you bucks down the road. >> reporter: and the first item is checking the foundation of your house. make sure you don't have cracks or other potential issues. when the winter rain and snow come you don't want to get cracks to get worse. >> and check your pipes and make sure they are well insolated. think about weather stripping this time of year. check your windows and doors. >> reporter: if you feel you have a draft, hold a candle near the window and see if the flame flickers. you probably need to replace your weather stripping and that could cut down on your power bill this winter. >> a lot of the items are simple things you can do yourself, but hopefully avoid having an emergency call in the middle of the winter which can be really costly. having a pipe burst can be a very expensive problem. >> that was jessica doyle reporting. and she said angie suggests you prep the outside of your house. she said consider cleaning and sealing your deck and having your garage door inspected. the federal government is stepping up to the plate to pay
