a man they found severely hurt at a metro station parking lot. the unified victim was discovered in alexandria. at this point, they do not know if he was stabbed or shot or his injuries came from an attack. officials say his injuries are no longer life-threatening. mayor fenty is laying down the law before he leaves office in the interest of balancing the budget. yesterday he issued an order halting city hiring an spending and it requires agencies to cut 10% of spending to save $126 million. dc's chief financial officer is estimating $175 million budget deficit in the fiscal year. that order takes effect on wednesday. americans living in or traveling to europe are being advised to take common sense precaution unless the wake of the latest terror threat but u.s. intelligence says there is no specific threat targeting the u.s. or its citizens. >> reporter: intelligence

officials are working to dismantle the latest terror plot against europe. a u.s. missile strike in northern pakistan on monday reportedly killed as many as eight german militants. they are believed to be part of a terror cell behind the plan. >> we have sufficient information that justifies issuing the alert. >> reporter: security forces throughout europe remain on alert this morning a day after japan and weeden joined the u.s. and britain in warning their citizens to be extra vigilant. they believe with the help of osama bin laden terrorists are plotting multiple attacks in european cities, similar to the 2008 massacre in mumbai. it's feared some trained operatives may have already been dispatched. >> reporter: while they call the threat credible there is no word on when or where the attack could happen. >> we know it is underway. we know it has been directed by al-qaeda but we don't know when it will be executed or who will

you live coming up. it's time for the first "living $mart" report of the morning. investors took a pause from the rally. the market was due for a pull back following a 10% gain last month alone. investors are wait for earnings reports this week an the latest unemployment figures. checking wall street, the dow stands at 10751. it lost 78 points in trading yesterday. the nasdaq dropped by 26 and the nasdaq off by nine. the justice department is suing american express, visa and mastercard for anticompetitive practices. the suit claims the three companies prevent merchants from offering discounts when they use a rival credit card with lower acceptance fees. last year the fees made the card companies $38 billion. toyota says it fixed million vehicles in the u.s.

duke university where he is getting an experimental vaccine with along with surgery, radiation and chemotherapy. it found it extended the average survival time from 15 months after diagnosis to 26. >> it educates the immune system to produce antibodies ormagic bullets that go and find the tumor and help the immune system attack the tumor. >> reporter: patients saw their tumors stop growing for 14 months compared to six months for those who didn't get it. an aggressive cancer gene fuels a third of the neuroblastomas. even though the study is small the findings are significant. >> it is how we are looking at vaccines a little bit by targeting the tumors themselves. >> reporter: and lee sullivan knows some patients taking the vaccine are alive five to six years later. >> let's hope when i am at five
