joining us. this morning, the last unemployment numbers before the midterm elections with the rate hovering near 10%, anger and anxiety over the sluggish economy is a key issue as voters go to the polls. preeti arla is in washington with more. good morning, preeti. >> good morning, manny. jobs in the economy are voters' tops concerns across the country and the numbers that come out today could sway their vote with midterm elections just less than a month away. she never imagined it would be this hard to find work. >> i thought it would be a little easier. >> the married mother of two lost her position a year and a half ago, looking for a new job since but says the competition is fierce. >> the bottom line is anybody is willing to take anything. >> reporter: today's jobless report isn't expected to offer much relief to the nation's 15 million unemployed americans.

while analysts predict the economy gained 75,000 jobs in september, unemployment is expected to edge up to 9.7% as more people look for work. the jobs picture is actually far worse than the unemployment rate suggests. more than a million americans who have stopped looking for work this year are not counted in this report. there are some encouraging signs. for the fourth time in five weeks, fewer people applied for unemployment benefits, job openings also rose in august for the second straight month. still, many economists expect the job market to stay bleak for quite a while. >> that time of having unemployment down at 5% or 4% is going to take a long time, maybe a decade, before we see anything like that again. >> reporter: but, that isn't stopping anessa. >> i know i'm going to find something. i'm not really worried about finding something. >> reporter: for her, it's not a matter of if she'll get a job but when. and economists say they see few

signs the jobs report will improve anytime soon. manny, back to you. >> preeti arla in washington, thank you very much. president obama has vetoed a bill that would have made it harder for homeowners to challenge the foreclosure process. the measure would have hoo how ared mortgage holders to mass produce foreclosure documents. the veto amid mounting evidence mortgage lenders have been evicting homeowners using flawed paperwork. three major banks have stopped foreclosures in 23 states and the federal government is investigating. today, president obama will continue his campaigning for democratic congressional candidates will following a stop yesterday in his home town, chicago. but a new cbs news poll suggests mr. obama may not be helping fellow democrats as much as he'd like. joel brown has more. >> reporter: thursday night, president obama was campaigning for democrats with the midterm elections less than a month away. but, a new cbs news poll shows a

growing number of americans are unhappy with the job he's doing. only 38% like the way the president is handling the economy. that's the lowest number since he took office. >> the president is, as frustrated as i'm sure the 605 or so respondents to that poll. >> reporter: 21 months ago, two out of three americans expected him to be a good president. now, two out of three expect him to be average, or poor. and that's bad news for his party. if the election were held today, 45% of likely voters would choose the republican candidate. 37%, the democrat. at stake in this midterm election is control of both the house and the senate. the latest poll numbers show the democrats are at risk of losing both to the republicans. the gop could get a boost from the tea party. 81% of members say they intend to vote republican next month. >> i think there's a lot of

anger out there as to what's been going on the last couple of years. and i think that the tea party is representing a lot of that. >> reporter: but the poll also found only 30% of the country believes members of the tea party reflect the views of most americans. with the election just weeks away, members of both parties will be out in force to get voters on their side. joel brown, cbs news, washington. the fbi says a security scare at the philadelphia airport apparently had nothing to do with terrorism. usair ways workers loading a jet yesterday grew suspicious of another baggage handler. when they questioned him, he fled. the jet was searched but nothing suspicion was found. the baggage handler who fled is still missing. the immigration and customs agency is investigating. after battering islands in the caribbean, tropical storm otto is headed to the atlantic this morning, away from land. otto caused some significant damage in the northeast caribbean washing out roads in

puerto rico, overturning cars and downing power lines there. was also flooding in the u.s. and british virgin islands. good news this morning for the 33 miners trapped deep underground in chile. the first rescue shaft could reach them later today. rescue operations at the mine in northern chile could begin within ten days. but before the miners are pulled up, 13 rescue experts and paramedics will be lowered into the mine to assess the miners' condition. seth doane is at the scene. >> reporter: relatives cheered as they mobile hospital units arrived. rescue capsules, one of which will be used to bring the miners to the surface are now on site. and sunglasses were sent down to the miners to protect eyes that have not seen sunlight in more than eight weeks. the rescue itself will be attempted using the shaft known as plan b, one of three being drilled and the closest to completion. the issue now is whether to line

the shaft with pipe to both reinforce the hole and to reduce the possibility of the rescue capsule becoming jammed. but, inserting the protective casing would delay the rescue another eight to ten days. there's also the risk that if something goes wrong during the process, the rescue shaft could become blocked. maria just wants her brother back. she's barely left the mine since the dent and told us she's never lost faith. >> translator: god does miracles and we're almost ready to rescue them. >> reporter: now, that rescue capsule is quite small. imagine roughly the width of a bicycle tire these miners have to fit into to they are on a strict exercise regimen, small enough to fit. outfitted with oxygen and communication device to keep in touch on that eventual journey up. seth doane, cbs news at the san jose mine, chile. the river of toxic sludge

trading but hong kong's hang seng was up nearly a percent closing on a two-year high. besides the september jobs report, today wall street gets the latest on trade. thursday, stocks took a breather. the dow lost 19 points, nasdaq added three. mortgage rates have hit a new record low. according to freddie mac, the average for a 30-year loan is now 4.27%, while the rate for a 15-year is 3.27. the last time it was this cheap to finance a home was 1971, when freddie mac started tracking mortgage rates. keeping the plastic in their pockets. new numbers showed credit card use dropped in august the 24th consecutive month analysts expect the trend to continue as long as incomes stay flat and jobs remain scarce. paypal taking computer banking to the next level adding a feature to its iphone app that

on the "cbs morning news," here's a look at today's weather. a storm system is entering the northwest bringing showers through the rocky and towards the northern plains but there's no rain in the forecast for the rest of the country today. temperatures are warming up in the midwest. here's another look at this morning's top stories. the labor department releases the latest unemployment numbers this morning. economists expect the jobless rate to rise as more long unemployed workers resume looking for work.

ja and the first rescue shaft could reach those trapped mineres in chile by late today. but, it will be another ten days at least before the miners are hoisted to the surface. first, rescue crews will be loader into the collapsed mine. medevac helicopters save many lives each year speeding sick or injured patients to hospitals but all too often such flights end in deadly crashes. since 1992, 126 people have died in medevac chopper crashes including 19 so far this year. so, as mark strassmann reports, the faa is taking action. >> reporter: chopper down two. months ago this medevac night flight skrashd in scotland, arkansas killing all three crew members including paramedic gala gregory. >> anytime you fly there is a danger you will crash. it crossed her mind it coop happen anytime. >> reporter: to save lives medevac pilots routinely take risks, flying at night, in bad

weather, and over unfamiliar terrain. just this summer there have been four deadly air ambulance crashes nationwide. >> we are sending these pilots out on these dangerous missions without the necessary safety equipment to accomplish what we want them to do. >> reporter: so, the faa is proposing mandatory safety upgrades including stricter weather limitations for flying, a mandatory preflight evaluation, are the risks too great? periodic safety retraining. and installation of an on board system that tracks the terrain below. >> warning, terrain. >> reporter: like this system. it warns pilots they're in danger of flying into the ground. but, right now, it's installed in only about 40% of america's med devacs. there are 400 thoutsz of these med devac flights every year and the vast majority end safely. still, even some operators say these new proposed safety regulations don't go far enough. >> we will put an aircraft on standby for you. >> reporter: in the dallas-ft.

worth area they trapted 38 patients last year. its ceo wants the faa to demand the pilots be certified to fly using instruments, not just by sight alone. >> the industry overall has not been as safe as we believe it should have been. >> reporter: the goal of these new safety regulations, a life-saving flight for the patient and everyone aboard. mark strassmann, cbs news, dallas. while she didn't need to be med devacced, an arizona woman definitely had a medical emergency. she had cataract surgery last year and uses a half dozen different eyedrop medications. last weekend she picked up a bottle she thought was her drops. only problem, it was superglue. with her eyelids -- >> looked identical. you know, i'm not young anymore but i'm not senile. i just did this because these are my precious eyedrps. >> with her eyelids glued shut,
