was random or not. concerning when something like that happens so near to your home. >> reporter: in aspen hill a push is pushing her daughter in a stroller through the intersection on georgia avenue when her daughter is struck by an suv. i just saw the baby trying down on the pavement without moving. the mom was crying. >> after a few seconds we started to get a pulse back. it became stronger as we continued cpr. >> reporter: the girl was rushed to the hospital. police athe green suv struck the child. her 36-year-old mother was behind the stroller and was in the crosswalk. but police say mom is at fault. witnesses say the suv had a green light. the girl is expected to survive. the woman accused of running down a 24-year-old girl with her car is free to come and go tonight. 30-year-old davidson was release on her own recognizances after pleading not guilty to involuntary

manslaughter slaught she had to surrender her passport and can't drive and will be under intense supervision. she is accuse of killing this woman thursday morning south of dupont circle. today her mother spoke to scott broom. it's an emotional interview and you will see it only on channel 9 [ crying. >> reporter: francis ryan and brother baring up against crushing grief because they want you to know who their daughter was. >> she was happy person. she seemed to make everything okay because we all loved and adored her, this is her in the hours before she was struck and kill bade hit and run driver at dupont circle with the group celebrating her 24th birthday. the family is consoled that bystanders, including a cyclists that chased after the driver helped. >> i cannot say how grateful i am that they were there to give

cpr to my child. for the young man who jumped on a bicycle and tracked this lady down after she did this horrendous thing and just ran like a coward and left my baby laying on the side of the road. >> i feel bad for this lady. i mean, i know she didn't do it on purpose but she had no business driving a car in her condition. my child did everything. she had a designated driver, and now she's gone. 24 years old. just a baby. hadn't even started her life. hadn't had a chance to meet her love. hadn't had a chance to have children. and all of that is cut short. it's all gone now. i don't know how i'm going to get up every day and not have my baby, not have my child. and them not have their sister and their aunt. she's left a huge hole in our heart and in our lives.

a former prince georges county candidate is charged with distributing illegal campaign materials. jerry mathis of fort washington is accused of publishing and distribute flyers before the primary for the 8th district seat. he is charged with falsely claiming the flyers were printed by a group called citizens for change, which is not registered with the board of elections. maryland will be the first state in the nation to make absentee ballots available on- line. it is part of a partnership between the university of maryland and the state board of elections. the on-demand ballot system creates a document that helps ensure only one ballot is counted per person. we have a link to the ballots at wusa9.com. just click on 9 news extras. and maryland's announce is on the same day the dc council was told it will be decades before voting could be done safely over the internet. that's a word from the university of michigan professor who hacked a prototype of a dc elections voting website to play the university's fight song. >> any computer scientist will

tell you that internet security is just a very, very difficult problem. and that's the problem with voting over the internet. we just don't know how to do it safely given the limitations of today's technology. >> reporter: the dc board of elections was hoping to launch an internet site this fall so absentee ballots could be filed from overseas the michigan teach said it was able to hack it within 36 hours of the test scythe going active and change the previous votes and see how each person had voted. today's country's biggest bank, bank of america mutts a freeze on home foreclosures across all 50 states. this is part of a growing investigation and the bank wants to review foreclosure cases for possible flaws in the paperwork. they say the foreclosure process on delinquent borrowers will con but it will not proceed to judgment or a foreclosure sale. harry reed is calling on other lenders to follow bank of
