from the first local station with news in high definition, this is 9 news now. it is believed three vehicles were struck along 66 and sycamore street in arlington. our lindsey mastis near the scene with more information. what can you tell us? >> i'm here at dulles airport. this is where the shuttle bus driver was going. in fact three'sed him at the main terminal. what we know is all began 9:20 this morning. that's when police started to get in reports. virginia police tell us they had three reports of hit and runs. same with arlington. they say three hit and runs and one in dc. we are trying to figure out how

many people were hit. from what we understand, the shuttle bus that hit the cars kept going. the cars would basically go to the side of the highway and wait for the police to come. we have not heard of any injuries at this point. the reason we don't have an exact number is because this crosses so many jurisdictions that the police are trying to find out if their restaurant is the same as the report in another jurisdiction. what we know is the bus driver was in a super shuttle bus. those are the blue ones with the yellow writing and he made his way to the airport. he even hit another vehicle in the access road is what we are told by authorities here. he has been arrested. from what we understand, he's not yet been charged but he has been taken to a detention center in fairfax county. we will get more information as the day progresses. live from dulles airport, lindsey mastis, 9 news now. >> we will have more details

minutes. >> we'll get back to you later. a report of smoke on a metro track bed caused delays for blue and orange line riders this morning. it happened at metro center. investigators say a light fixture caught fire and that fire has been knocked down. there was no blue or orange line service between foggy bottom and federal triangle and metro brought in shuttle buses to get passengers along. well, the senate is scheduled to hold a test vote on president obama's tax bill today. joel brown reports the white house remains confident that congress will pass the measure, despite continued opposition from some democrats. >> reporter: the president's tax deal with republicans faces the first major test in congress. the senate is set to hold a preliminary vote today and is expected to pass the legislation later this week. but the bill faces a much bigger hurdle in the house. most democrats say they oppose

provisions that will extend tax breaks to millionaires and billionaires. house majority leader hoyer echoed those concerns. >> i do not believe the deep debt that comes from republicans upper income and estate tax incomes is worth their minimal impact on job creation. >> reporter: hoyer says democrats had no oh choice and the white house says this is the best deal they could get. >> the question is when you weigh it is it a net win for the america people? is it important for the economy? i think the answer to that is yes. >> reporter: this to get democrats on board, some sweeteners are added to the deal, like a tax credit for green tax jobs and tax breaks for some schoolteachers. some argue the add ons only make things worse. >> we were heading to a $1.3 trillion deficit next year and add this and we up to 1.75 or 1.8 trillion there's one-year deficit. >> reporter: republicans are supporting the current frame work, and don't want changes made. >> i think it will create job

and help our economy. >> reporter: if congress doesn't get the deal passed by the end of the year, nearly every american family will see their taxes go up. joel brown, cbs news, washington. the president is also pushing to feed more of the nation's children at school. the president and the first lady were at harriett tugman elementary school in northwest washington this morning. the president signed a $4.5 billion bill to expand free school lunches for low-income students. that bill will also give the government -- >> bipartisan support in both houses of congress. that hasn't happened as often as we'd like in the last couple of years but it says something about our politics. it reminds us that no matter what people may hear about how divided things are in washington, we can still come together and agree on issues that matter for our children's future and for our future as a

nation. >> reporter: the bill will also give the government the power to decide what kinds of foods may be sold in vending machines, lunch lines and fund- raisers during school hours. some republicans argue that the measure is too expensive and is an example of government outreach. the baltimore man accused of plotting to blow up a military recruitment center is heading to court in about an hour. antonio martinez will go before a judge for a detention hearing at u.s. district court in baltimore. martinez was arrested last week in a sting operation after he allegedly tried to detonate a phony bomb. martinez is charged with attempted murder of federal officers and attempted use of a weapon of mass destruction. he is 21 years old and is a recent convert to islam. in court documents, it describes him as obsessed with jihad. christmas is just 12 days

away, and so u.p.s. and the postal service are bracing for the holiday shipment spike. fedex is expecting today to be the busiest day in the company's history. kristin fisher gives us a behind the scenes look at the fedex facility in northeast washington. >> reporter: 86 packages every single second. that's how many packages fedex delivers between thanksgiving and christmas day. and monday will likely be the company's busiest day ever. >> we will see 16 million packages come through our system today. >> reporter: this dc hub is one of the busiest fedex facilities this the entire washington hear and today alone these conveyer belts will be processing almost 40,000 different packages. >> this is the time of the year we minimize vacation time and generally accepted the two weeks before christmas there aren't many opportunities for a break. >> reporter: this holiday

investigators are expected to return today to a calvert county, maryland kennel where four dogs were killed in a fire. firefighters were able to rescue more than 100 animals inside of a home in huntingtown

yesterday. the family, that lives there, breeds dogs. more than 600 animals were found on the property. >> all the dogs are in good shape, good condition. there's pallets of food an everything. they were obviously taken well care. >> reporter: animal control officials say calvert county has no limitation on the number of animals you can have as long as they are properly cared for. officials say they have been to the home for minor code violations, but they add the owners have always made the necessary corrections. we have a consumer alert for holiday shoppers. u.s. officials say four out of five imitation luxury brands are made in china. they say internet shopping makes it harder for officials to keep uncounterfeit products out of the united states. in the last ten years what we have seen is it has made it easier for the manufacturers to

cameras captured the tarp roof of the metrodome in minneapolis collapsing yesterday morning. snow, on top of the roof,

forced it to sag and then a tear developed and snow began to fall in to the stadium. no one was inside at the time. meanwhile, the giants and vikings games, scheduled for yesterday, had to be moved to detroit. they will play at ford field tonight. in seattle, residents are on the alert for mudslides. three inches of rain fell in 24 hours, causing major flooding this weekend, and there's no immediate relief in sight because rain will continue through wednesday. all right. tom is here with our forecast. it's getting cold. >> colder than last week and i thought last week was bitter. >> i know. >> we had a nice dusting up to two inches to the south of us but here we go. are you ready? >> i'm ready. >> look at chicago, about 1,000 flights were cancelled yesterday. so much is going on around the country. you can see here as folks were dealing with dangerous

conditions on the roads, tractor-trailers sliding 0 the road. chicago, oh, boy, they have have it. although we had a patch last week that caused problems. when the ground temperatures get below freezing for several days like they will again, anything that falls will create a problem. look at our neck of the woods. for the day planner, we have hit the high of 30s but we will fall from here on out. wind chill values 15 to 25. it will get much colder as the temperatures drop and the winds pick up. look at the satellite-radar picture. we had the front of course move through. it dropped a half inch of rainfall. cold air moved in quickly. a disturbance developed and anything that falls will fall frozen. around fredericksburg, getting up a couple of inches, most locations a dusting. pretreated roads did help this time but the brakes in the cloud cover will allow the temperatures to drop and mountain snows to the west. in fact, heavy amounts of snow,

the 20s. for the most part across the country it has been staggering. we will be hearing about the cold no florida affecting those crops coming soon. nashville three below zero. there it is. you can see it. light snow is affecting areas of the great lakes. the lake effect snow machine will be in full force. for us looking at just the cold. let's go to the three-day forecast and you can see high temperature today already hit it. it will be falling. tomorrow we struggle to get to 30, j.c. 32 on wednesday. don't be surprised to see flurries and a slight snow shower the next 24 hours. breaking news now from virginia. a federal judge has just declared the obama administration's health care law unconstitutional. the ruling sides with virginia's attorney general in a dispute that both sides agree with ultimately be decided by the u.s. supreme court. several other lawsuits have
