from the first local station with news in high definition, this is 9 news now. thanks for joining us. slick, icy conditions greeted commuters this morning. we're going to look live at i- 270 near father hurley boulevard in germantown. there's a slight dusting of snow along the side of the road but conditions aren't clear right now. so we want to know what's in our future? our meteorologist howard bernstein is here with the full forecast. cold and wind in the immediate future. gaithersburg, they have an inch of snow this morning and even the wife in upper montgomery said a half inch up there. you can see the band. it was persistent from late last night through early morning and from 10:00 to 6:00. we had that snow even down to laurel picked up a bit. had some sun earlier and the clouds have come back and with a ripping northwest wind we can't rule out a flurry or two but nay cumulating snows are pretty much done. temperatures and wind will be the problem the rest of the

afternoon. we're in the mid-20s. 26 here in southern maryland, fredericksburg is 28. 25 newland. jan in reedville is 29. easton is 27. and winchester only 23. plus, the winds are howling. so our wind chills are down in the single digits to lower teens. the warm spot, fredericksburg, feels like 16. the cold spot, garrett county, oakland, 14 below on the wind chills and the winds are howling out there, gusting to near 40 miles an hour in winchester, hagerstown, in baltimore. andrews air force base gusting to 38. we have a gust to near 30 in town. 38 behind the wusa there at the pax river. a blowing snow in the mountains where the winter weather advisories are going on and the rest of us have advisories until 10:00. gusts 40 to 45. there's snow in the seven day. we will talk about that when i see you at 12:16. with the snow flurries and

freezing temperatures come trouble on the roadways. kristin fisher spent the morning tracking traffic and accidents in the washington, d.c. area. as drivers dealt with one of the first snowfalls of the season. >> reporter: after last year's snowmageddon, it seems that maybe dc drivers learned how to drive in the snow after all. you can see that most of the main roadways are free of any back backups, the snowplows and salt trucks have been out in full force throughout the morning, but i tell you what, the problem spots for drivers are still on many of the side streets where you can see the snow still covers most of the roadway. another problem spot early this morning was on the capital beltway. on the outer loop at connecticut, a car spun out and slammed in to the guardrail. the driver appeared to be okay. the same can't be said for his car. on the inner loop, at colesville, a truck driver spotted another car that had spun out. so he slowed down, put on his has areas and got hit from behind.

the driver was taken though hospital with minor injuries. as for the truck driver he's perfectly fine. he has 30 years of experience driving trucks on the beltway and here's how he described the driving conditions around the time he got hit. >> they are not bad as long as people drive considering you have got snow on the ground an it's freezing -- and it's freezing cold. any snow buildup will be icy but it is not impassable. i've driven in a whole lot worse. >> reporter: the bottom line, you know the drill, drive slow, . in northwest washington, kristin fisher, 9 news now. here's a photo sent to us from karen gardner of poolesville, maryland. she posted the picture to our facebook page. her siberian husky insisted on playing in the snow.

meanwhile, here in the district of columbia, one man is being treated for smoke inhalation after a fire occurred at a home for seniors. the blaze started around 5:00 this morning in the 2800 block of franklin avenue northeast. at this point, the man's condition is not known. investigators are trying to figure out what started the fire. the white house is mourning the loss of veteran diplomate richard holbrooke. the special envoy to afghanistan and pakistan died on monday, just days after undergoing surgery for a torn aorta. ambassador holbrooke is also being remembered as an architect of the 1995 bosnian peace plan. holbrooke was 69 years old. right now, family and friends are paying their final respects to the slain swimsuit designer, sylvie cachay. her body was discovered last

thursday inside of a new york city hotel. police have charged her exboyfriend, nicholas brooks, with murder. he's accused of strangling her. sylvie cachay was a native of mclean, virginia and a graduate of mary mount university in arlington. today's funeral service is taking place in vienna. lawmakers have overcome the first key hurdle on a bipartisan bill to extend bush era tax breaks. the senate is moving forward and could vote on it as early as tonight. joel brown reports that democrats in the house are calling for major revisions. >> washington, d.c., december 14th. >> reporter: the senate started its debate on the bipartisan tax plan overwhelmingly approved in a test vote overnight. final passage in the senate could come later today and then it moves to the house where it faces opposition from democrats. sweeping tax cuts, put in place by president bush, will expire

if nothing is done by the end of the year. the bill keeps jobless benefits running out for the long-term unemployed. >> this bill gets high marks for economic stimulus, moving us forward and out of the recession but in the spirit of season, it says god bless tiny tim and donald trump. >> reporter: many say the compromise gives too much to the wealthy. they are focusing in on the estate tax, which they say is too low. gop leaders argue the bill will create jobs for americans at all income levels. >> this is not about giveaways to the wealthy, as some had asserted. most of people helped by this measure are small business employers. >> reporter: president obama has been pressuring lawmakers to back the deal he made with republicans. he says it proves both parties can work together. >> it is a substantial victory for middle-class families across the country who would no longer have to worry about a tax hike come january 1st.

heed accused of crashing in to at least six vehicles yesterday and fleeing each scene. police arrested him at dulles airport's main terminal. one of the tow truck drivers hired explains what he saw. >> the guy was going nuts and trying to make a third lane and go up the center of the two lanes here. >> reporter: a mother and her 1- year-old daughter were taken to the hospital with minor injuries. just in time for the holidays, u.s. transportation secretary ray la hood was in arlington to urge states to adopt a no refusal strategy when it comes to testing potential drunk drivers. >> it really helps us continue our efforts to do what we need to do to get drunk drivers off the road. >> reporter: more than 700 -- 750 people were killed in drunk driving accidents last december, but no re-- the no refusal program will allow

drama for the fourth year in a row. sandra hughs, cbs news, hollywood. dozens of people were spreading holiday cheer last night. they created some dc-themed christmas carols and they sang them around town. ♪ three bike racks, two smartrip cards and a holiday song for free ♪ >> reporter: that was one of the carols about metro. some appropriately on a metro escalator. the group of singers was formed using twit and facebook, but their impromptu concert nearly fell apart before it happened. >> it sort of blew up. we really had to kind of keep a lid on it. we drastically altered our plans. >> reporter: did the group accomplish its goal? members say yes. they got plenty of smiles.

we've gotten through today. >> had a couple of snow showers this morning, a couple of slick spots. we have wind chills in the teens and single digits but it could be worse. >> i know. >> saturday night, sunday looks interesting around here and when i say interesting it is not a gad thing. but you could be be in ontario where they have hundreds of people trapped on the roads because of the snow going on. this is outside of detroit so it could always be worse. a look at the day planner on this tuesday afternoon. frigid, windy tuesday afternoon. temperatures by 3:00, 30. it may be pushing it. we may be lucky to get to 28, 29 the way our mercury has been stuck in the mid-20s all day. we will slowly drop in the throw mid-20s by midnight an the winds will slowly drop off. very strong. northwest sustained winds in the mid-20s at 3:00. falling to the mid teens by midnight. when you have these temperatures and these winds, wind chills are definitely a factor. they will not get out of the

teens for most of us today. some spots single digits. snow showers dropped an inch in some spots. maryland has become mostly cloudy. parts of northern virginia, as well. but the further southwest you go a decent amount of sunshine and there's snow falling in the higher mountains of western maryland and west virginia where the winter storm warnings are in affect through 7:00 in garrett county. you could pick up four to eight inches of snow. so if you travel on 68 where the penn turnpike, there will be rough spots at the at least. keep that in mind. for the rest of us we are done with the advisories. , winter weather advisories but the wind advisories up through 10:00 tonight. once you head to spotsylvania, you are not in the advisories, rather windy but not in the advisory. gusts to 40 to 45 miles an hour. right now we have 26 in washington, pax river, cambridge and easton 27. 29 fredericksburg. 22 winchester, martinsburg. cumberland and petersburg are

only 19. wind chill in cumberland is 4. wind chill in winchester is six. feels like seven in gaithersburg. and here in washington, our wind chill is running at 13 degrees in in spite of the 26. we have a sustained wind at 17 miles an hour. it is really tough to be outside without a lot of protective gear. temperatures, the arctic stuff, here it is. you see it in canada to the gulf coast where atlanta is 27. new orleans 25. 24 in panama city beach this morning, believe it or not. raleigh 30. in the southwest not bad with phoenix in the 60s. the jet stream coming to the northwest, dipping in the middle of the country. this will take a disturbance across the south in the short term but it will also bring another storm across the region and try to lift one out of the gulf of mexico as we head in to the late saturday night, sunday time frame. and that guy has a chance to be appreciable. short time we have the mountain snows here. we will say clear to partly

cloudy tonight. a cold 19 to around 20 and high pressure tomorrow builds in. winds die down and there's the system sliding south for thursday. i don't expect much more than a flu rory light snow north of town. today 30 maybe wishful thinking. 32 tomorrow. thursday 36 with a flurry south. friday and saturday okay but late saturday in to sunday watch this time frame. this could be a decent snow around here and then cold by monday, low 30s. we are going to the kitchen when 9 news now returns. lots of lotions promised healing.

book of the week." it is fabulous recipes in it. you may want to pick it up at your local bookstore. today joan is with me. what are we doing today? >> we are making a knot african recipe that permeated france. every marketplace you go to you find this it. it is preserved lemons, it is like lemoned pickles. they are delicious. i use them in salads, stuff them in chicken, make humus with them, everything. this is easy old-fashioned way i learned from a moroccan woman in france. it takes a short time to do it. so what you do -- don't want to cut me. >> reporter: cut it in half. >> you cut down to here. >> oh, not all the way. >> reporter: and then cut this one down to here, very simple. and then you fill wit a tablespoon of coarse salter. >> reporter: oh, that's salt.

and. >> and then you put it in a jar. and you fill it up. we will do one more so you can see it. and the reason i cut it like this, i have seen it other ways, is because then you can dice it for condiments or whatever you want. like i have had it diced here already. coarse salt again. just the way you would make pickles really, but the difference is you fill it with lemon juice. >> reporter: so you have other lemons and squeeze the juice out of them. >> right. >> reporter: if we took a jar like this, how many lemons will we put in here? >> eight. >> reporter: fill it up. >> not so easy but you can do it. >> i see you have one filled here. >> right. these have been going for a while. >> reporter: how long does it take? >> i fill them up, put bay leaf from nygaarden in here. >> reporter: all right. and i fill it up with bay leaf.
