april fools! >> angie goff is here with traffic. she's wealthy in many other respects. >> thank you. >> anny hong is in for howard. >> can you believe who just called me this morning? >> howie. i'm like go back to sleep. he's nuts. he was saying that we do have some rain turning to snow where he's at in clarksburg. so, yeah, this morning, you may see some wet snow out there. accumulations not a whole lot expected, maybe along the grass. but oh, yeah, we're talking about some cold temperatures mixing in with the rain that will be snow. let's take a look at the live doppler 9000 hd where you can see -- the green is generally the rain. but we are seeing some of it now turning to snow. like howard said in upper montgomery county in clarksburg. where you see the areas in blue toward the mason-dixon line, that is light snow. the purple is the mixture. satellite radar is combined. a lot -- the system moving now up along the eastern seaboard up toward martha's vineyard,

cape cod which will be turning to snow in parts of maine, there's lots of snow expected. currently, it is cold out there. 39 in downtown. same thing for culpepper. fredericksburg, you're 43. frederick, 36. hagerstown also 36 degrees. so, your day planner for today, highs around low 50s. by the noon, we should see the really showers tapering off. by 5:00, around mostly cloudy. 50 degrees. right now, 39. then i think when i'll see the breezes pick up especially later tonight and into tomorrow. if you have plans to go out tonight, i know it is friday. you want to bundle up. here is angie with your traffic. >> thank you, anny. the time now, 4:31. we kick off our friday morning traffic report with -- the green light. really not too much going on out there. we do have some wet pavement. obviously some snow in some areas. thank you, howard. 95 headed northbound in virginia. smooth sailing as we move it outside. no precipitation like that out

this way from dumfries up toward the mixing bowl. continuing on to 395, you remain delay-free. if we can see the road from duke street to the 14th street bridge, really dark out there. we'll move it over to inbound new york avenue. we'll show you the incident- free drive. a lot of pavement to contend with early. continuing over to the outer loop in maryland. always good. between 95 over to 27 0, the few drivers out there moving at speed. finally, back over to the maps, 95 and the bw parkway, one smooth ride past 198 down toward the beltway. we'll take a look at 50 in maryland in my next traffic report at 4:40. andrea, mike, back to you. once again, metro transit is trying to come up with ways to cover a $72 million budget gap. >> rather than ask local governments to help cover the difference, the transit agency, actually, the board, is considering service cuts. the cuts include rerouting buses, with low ridership possibly closing station

entrances and increasing times between trains, any service cuts though which may be approved will not begin until september. 47 of the $27 million gap comes from postponing budget falls in the past. today, maryland lawmakers are scheduled to vote on a bill aimed at ensuring the safety of your children. the school bus camera bill would allow local governments to monitor and ticket drivers who drive past a stopped school bus which is dropping off or picking up children. under the bill, drivers caught on tape illegally passing a stopped school bus would be eligible for a $250 fine. according to an article in the examiner, bus drivers would be required to report violators to the police and hand over the tapes. virginia governor bob mcdonnell is proposing banning abortion coverage. under the state's health insurance exchanges. these are group plans that must be created as part of the federal healthcare reform law.

under the governor's amendment, abortion would only be covered if the mother's life were in danger or if the pregnancy was the result of rape or incest. a vote on the amendment will take place next wednesday. the fallout continues over d.c. council's recommendation to make kaya henderson the new chancellor of schools. henderson has been acting chancellor and her appointment comes during a controversial time for d.c. schools. most recently, teachers at one elementary school are being investigated over allegations they helped students change wrong answers into right answers on standardized tests. at a town hall meeting last night, d.c. council chairman, kwame brown got an earful. many who took the microphone say henderson lacks the credentials and her appointment was made without considering other candidates. >> i don't even know her. she's just a carbon copy of michelle rhee. >> they already had in their mind who they wanted to select for the chancellor. she was close to michelle rhee.

i think it should be a good selection process. >> another meeting for community input on henderson is scheduled for next wednesday. stewart hobson middle school. montgomery county police are looking for two missing teens. 15-year-old stef ania reed and destiny mcgonna were last seen wednesday afternoon. they were outside the high school in rockville. reed's family believes she may be in need of medical attention. if you've seen either teen, please call police. >> one week from today, we could be face another potential federal government shutdown if congress can't agree on a spending bill for the rest of the year. party representatives in congress are speaking out about the deadline. many peel the current proposal being negotiated between the republicans and democrats does not cut enough money from the budget. so, the group held a continuing revolution rally outside the u.s. capitol to express their anger about this. that as republican speaker of the house, john boehner

signaled a compromise is coming. >> as i said from the beginning, our goal is to cut spending, not shut down the government. >> we're continuing to work very hard to avoid the terrible consequences that would come with the government shutdown. speaker boehner has agreed to discuss the cut of around $33 billion. that's down from the $60 billion in cuts that house republicans have already passed. well, a vigorous debate about the u.s. involvement in libya is echoing through the u.s. capitol building. the bottom line, a limited u.s. roehl for the present time. in libya, leader moammar gadhafi is maintaining a defiant stance. joel brown has the latest. >> reporter: these cheering supporters refuse to leave moammar gadhafi tripoli compound so they can stay on as human shields. >> we're not afraid. we will always protect our leader. >> reporter: on state tv thursday, the ruler released a statement saying he's not the one who should go but that's

exactly what rebel forces are demanding. they fired rockets to try to retake the oil town of braga, still their weapons proved no match for gadhafi's better- equipped troops. officials estimate about a quarter of gadhafi's forces have been knocked out of action but still have a ten to one advantage over the rebels. >> what the opposition needs as much as anything right now is some training, some command and control and some organization. >> reporter: on capitol hill thursday, top military leaders acknowledged the rebels need help but said if anyone is going to arm or train them, it shouldn't be the u.s. >> do you know if there is any time in the future there will be boots on the ground in libya? >> not as long as i'm in this job. >> now that nato is officially in control, the pentagon said american jets will stop conducting air strikes by saturday. that drew scathing criticism from lawmakers. >> the idea that american air power is grounded unless the place goes to hell is so

mike, andrea, i'll have that at 4:48. >> time for your first your money report of the morning. >> jessica doyle is out on assignment. we have your first report. wall street is optimistic about the job market but apparently frustrated with the slow recovery. investors expect the government report later today that unemployment will hold steady at 8.9% in march. and that employers added about 180,000 jobs. thursday, the stocks slipped ahead of the report. dow is down about 31 points. nasdaq closed at 4 points. s&p 500 also closed down two in change. automakers will release their sales figures coming up today for march. analysts are expecting the figures will show there was a drop in sales for the first time in seven months. the crisis in japan and soaring gas prices apparently among the reasons. >> no kids allowed. that's what one airline may soon tell its passengers. according to the travel site, travel mo, european discount carrier ryan air will introduce

children-free flights this october. the airline gave few details to the web site only saying the option will be offered on certain high frequency routes. british cookie makers are cashing in on the upcoming royal wedding by making biscuits shaped like the royal carriage and crowns. orders have been flooding in and this shop's owner said she's trying to keep up with demand as britain counts down to the biggest royal wedding in 30 years. well, thankfully -- the spring stinkbug invasion is here. >> that's no april fools joke. one local secondary school is selling prime graduation seating for a mere $200. we'll be right back.

say there are some light snowflakes. >> in his area. we're not expecting a lot in accumulation. i don't think it will cause a huge problem for most folks this morning on your morning commute. definitely, it is a cold rain. even some snow as you're waking up this morning. definitely bundle up for that. your kids are getting ready for school this morning, their bus stop forecast is calling for cloudy conditions and light rain or snow. more chance of snow, better chance of snow to the north of us around north of d.c. temperatures in the mid-30s. sunrise, 7:31. live doppler 9000 hd, you can see we have widespread light rain for most of d.c. metro area. you can see some of the snow already toward the mason-dixon line and also we may see some snow along 95, the area in yellow is a possibility to be some snow. most areas reporting light rain. a chilly drizzle out there. we take a wider look at the doppler radar. you can see the bulk of the system is really impacting the

northeast. we have some winter storm warnings in effect. so, in our area, we're not having any winter storm warnings. go to the northeast, the whole area in white, winter storm warnings, the nor'easter, one to two feet of snow. this is no april fools joke. if you have people traveling to and from this area, delays are possible with your flight. in our area, temperatures right now, it is cool and chilly out there. 37 arlington. downtown in d.c., bethesda, also. 34 in gaithersburg. i think gaithersburg, you can see some of the snow changing to a wintry mix this morning. here is a look at the future cast. let's put this into motion. for this morning around 7:00, you can see that snow/rain line inching farther south. i think gait errsburg, even baltimore, leesburg, you could see some light snow as you're heading out the door. you can see the rain/snow line, very sharp cutoff, it will turn into more snow inches closer to

the d.c. area. rain still through the d.c., manassas and down through fredericksburg. and then by 10:00, we start to clear things out. still some precip to the north. but then we'll see kind of cloudy conditions, maybe some scattered conditions in the afternoon. by 5:00, we'll probably see a little bit of clearing in some locations and then probably see drier conditions. but the winds also picking up tonight. highs for today, generally low 50s. we should be around 60 this time of year. we're trying to get there as far as the average highs are concerned, the seven-day forecast. lows tonight in the mid-30s. plans to have dinner, you definitely need a good coat. breezy. saturday, another chance for rain or snow. nats are playing this weekend. we finally dry up by sunday. we're warmer in the mid-70s. but then, of course with the

vine. >> not only will they hurt the fruit while it is hanging on the vine but also as we're picking the fruit, we have that getting into the wine. >> fabioli knows stinkbugs aren't just a smelly nuisance. they can be very destructive. last year, they gobbled up $27 million worth of crops in georgia. keep the insects from getting into the grapes, you'll have to remove them by hand. a costly undertaking. >> if it costs us a little bit more, we'll eat it for now. if we have to raise our prices, we will. we would much rather not. >> they have no known predators so they're trying to develop a safe insecticide. they have been holding public forums to inform farmers about the options. >> and this little fella here and all of his relatives are creating a lot of problems for area farmers. over the next couple of weeks, they'll try to figure out what they can do to get rid of the stinky mess. in loudoun county, i'm armando trull, 9news now.

>> sounds like fun, doesn't it? congressman frank scheduled a stinkbug summit in purcellville, virginia. the cbs early show is devoting an entire segment to these little critters. >> oh, joy. >> what would you -- would you pay $200 for the best seats to watch your child graduate from high school. as part of a class fund-raiser, seniors at lake braddock are selling four ticket packages for as much as $200 for premium seats at the graduation ceremony at the patriots center. some parents and students think it is unfair to families who can't afford the high prices. >> do you think it smacks of elitism? >> i do. i think it sets a false precedent for future graduating classes. >> i think we should have other ways of raising money. i feel like graduation should be the day that we spend the money instead of still trying to raise more money. >> fairfax county says the money raised will be used to offset the $10,000 cost of renting the patriot center. the senior class covers the cost. according to county officials,
