and we're also seeing some snow out there where that snow is light. reports from clarksburg and upper montgomery county and just basically north of d.c. around the mason-dixon line. cloudy conditions this morning. here's your day planner. we're looking at by 9:00, still some light rain. 40s at noon. 47 degrees and the rain really should be tapering off by 3:00, it will be around 50. we'll be drying out and we'll be mostly cloudy. some areas though could see some variable cloudiness, maybe a little bit of sun by the afternoon. here is a look at the live doppler 9000 hd where you can see the entire metro area seeing some light rain to the north. we're also getting some reports of snow. watch that snow line. here is a look at the satellite and radar picture where this is moving up to the northeast. they're going to get a lot of snow today. some places, one to two feet of snow by tomorrow morning. currently, it is cold. if you're stepping out the door, you'll feel it. 39 for d.c. 34 in gaithersburg. hagerstown, 36 degrees.

dulles toll road checking out fine approaching 495. it looks like you're doing ok from the beltway to the 11th street bridge. a look at the gw parkway. that's still ahead at 5:10. back to you. >> thank you, angie. >> highway deaths have reached their lowest point in more than 60 years. >> new figures released this morning suggest seat belt and the constant antidrunk driving message is actually making a difference. >> jessica doyle joins us from arlington, virginia, with more. good morning, jessica. >> good morning, andrea and mike and good morning, everybody. we're here on fairfax drive. very, very busy intersection and obviously the traffic will pick up as we move on through the morning. let me tell you if you grab your keys, get ready for the morning commute, some very encouraging numbers. it is a lot safer to be a driver. last year, one of the safest years in the past half century on the nation's roadways, a lot of that has to do with the things we're doing with our car and the things we're not doing with our cars.

we're putting on our safety belts or our seat belts. we're buying vehicles with standard safety equipment in there. and we're not drinking and driving to the same level that we have in the past half century. national highway traffic safety administration is out with some new statistics this morning. we're going to show those to you right now. they're very encouraging. now, for projections for 2010, the national highway traffic safety administration is saying people killed in accidents dropped to 32,788. that's the lowest total since 1949. or down about 3% from 2009. those declines coming even though we're driving more. americans clocked nearly 21 billion more miles on their odometers in 2010. they had the previous year. here's the really significant number. death rate down 25% in just the last five years. now, a lot of that has to do with the recession. people drive less when economic

conditions are bad. they don't drive to work because they don't have jobs. they're trying to save money on gas but that's the significant thing. 2010, we started driving, the economy started coming back and still, we saw these fatalities dropping. i'm going to take you inside my car. we're going to look at some of the safety features in there and talk about just how many lives are being saved by buckling up and with airbags just in the washington area. really good news out there, guys. i'm going to send it back to you in the studio. >> very good, jessica, thank you. >> here's a look at what happened while you slept. libya's foreign minister hopped a plane for england. >> he's the second person in moammar gadhafi's inner circle to leave the country. while rebels are fighting to unseat gadhafi, they call this defection a major victory. u.s. military experts say gadhafi's forces are nowhere close to calling it quits. >> radiation from japan's crippled nuclear power plant

turned up in milk here in the united states. however, officials say it is not dangerous. radioactive iodine has turned up in milk in california and washington state. it has also seeped into the ground water near the fukushima power plant. radiation began leaking after an earthquake and tsunami rocked japan three weeks ago. >> mayor vincent gray is expected to lay out his budget. the district is facing a $322 million budget shortfall right now. gray is not tipping his hand on exactly how he will make the numbers work but he does warn there will be significant cuts. tax increases are an option but at this point, it does not appear the mayor will impose a major tax hike. some council members believe the deficit can actually be closed through budget cuts alone. >> the fallout continues over the d.c. council's recommendation to make kaya henderson the new chancellor of public schools. henderson has been acting chancellor and her appointment comes during a controversial time for d.c. schools. most recently, teachers at one elementary school are being

investigated over allegations they helped students change wrong answers to right answers on standardized tests. at last night's town hall meeting, d.c. council chairman kwame brown got an earful. many who took the microphone say henderson lacks credentials and her appointment was made without considering other candidates. >> i don't even know her. she's just a carbon copy of michelle rhee. >> they already had in their mind who they wanted to select for the chancellor. she was close to michelle rhee. i think it should be a good selection process. >> another meeting for community input on henderson is scheduled for next wednesday at stewart hobson middle school. people living around a creek in prince george's county are breathing a sigh of relief this morning! they're being told not to worry about the color of the water in that creek. hazardous material team was called out to wells run creek on adelphi road wednesday to check out a fluorescent green

stream. wow! officials say this is a nontoxic dye however. it is used to identify boiler leaks. they say that's what the dye is. it does not pose a health threat according to officials and it should dilute over time. it is time for your money report of the morning. no kids allowed. that's what one airline may soon tell its passengers. according to the travel site travel mole, european discount carrier ryan air will introduce children-free flights this october. the carrier gave few details to the web site only saying the option will be offered on certain high frequency routes. well, the cribs you see on mtv, they've got nothing on this mansion. at $100 million, look at that estate. this french style chateau mansion is one of the most expensive single family homes in the country! it measures more than 30,000 square feet and has multiple family rooms, nine bathrooms, the home was built in 2008 and comes complete with a ballroom,

so, definitely, kids, you'll want your scarves and gloves. no heavy duty snow boots needed because the snow will be falling in some locations and it really should be light. live doppler 9000 hd, you can see we have widespread light rain where you see the areas in green. you go up north, around -- around the mason-dixon line, we have some reports of light snow falling. here is a bigger picture, the doppler radar. you can see we're just on the southern edge of the storm. which is why we're not going to get a whole lot as far as accumulations are concerned whether it is snow or rain. it is really to the northeast. really getting hammered with really what's a nor'easter for april. to so, no winter weather warnings or advisories for our area. you head up into northeast, the whole area in white, those are winter warnings in effect through much of today and parts of saturday. where we can see maybe one to two feet of snow locally in some of the locations especially around maine. all right, in our area, we're talking about temperatures cold start today.

it is in the 30s for arlington. 39 in downtown. college park, you're coming in at 39 degrees. andrews air force base, 37 degrees. good morning to you. our future cast, here's how things are shaping up this morning. you can see the light rain, 7:00 this morning and then gaithersburg, some of that could be changing over to some light snow throughout this morning. we're still talking about light rain for d.c. still by 8:00 this morning. then by 10:00, the precip really should be winding down whether it is the light snow or the rain. by the afternoon, we're going to be drying out. the clouds may break up a little bit here and there for mostly cloudy to partly sunny conditions. and then tomorrow morning, we're going to be dry to start the early part of the day. we do have another system we're watching that could bring snow and rain once again. the highs for today, low 50s. we should be around 60 this time of year. it is chilly out there. the lows for tonight, we're talking mid-30s for most locations. plans for friday night, going out to dinner, definitely going to be cold once again.

important thing you're doing for yourself every single morning, putting on your seat belt, putting it on your kids, putting it on everybody in the car making sure they're clicked in and ready to go. i have some statistics, i'm having trouble putting my observe seat belt on. some statistics for the washington area alone for 2009. seat belts saved 400 lives. if there was 100% of the folks wearing them, it would have been another 100 people saved. airbags, let's talk specifically about that. 100 lives saved just in the washington area because of airbags. i've got a child safety seat in the back of my car. i make sure my daughter is secure in the safety seat before we go anywhere. safety seats for children saved 300 lives around the country just last year alone. coming up, we're going to talk about drunk driving and how drunk driving laws have saved so many lives in the washington area over the last couple of years. mike and andrea, back to you. >> jessica, thank you. an surd and utterly --

government shutdown as congress -- if congress cannot agree on a spending bill for the rest of the year. that as tea party groups are turning up the heat once again. they're upset about a possible budget deal between democrats and republicans in congress. many of the tea partiers feel the proposed budget cuts do not go far enough. the group held a continuing revolution rally outside the u.s. capitol to express their anger. that as john boehner signaled a compromise is on the way. >> as i said from the beginning, our goal is to cut spending, not shut down the government. >> we're tonk work very hard to avoid the terrible consequences that would come with a government shutdown. >> speaker boehner says he's agreed to discuss a cut for about $33 billion which is down from the $60 billion cuts had already been passed. >> so, would you pay $200 for the best seats to watch your child graduate from high school? >> as part of a class fund- raiser, seniors at lake

braddock are selling four ticket packages for as much as $200 for premium seats at the graduation ceremony at the patriots center. >> as peggy fox reports, some concerned parents say the whole thing is sort of elitist. >> i've never heard of this. >> that's the reaction we've gotten from a lot of people about the plan to sell tickets for premium seats to graduation. >> we threw it away. our family wouldn't be able to pay for it. >> claudia has a child who graduated from lake braddock last year and one that will graduate this year. >> i've heard other parents say it is not fair. but i know some parents wouldn't even blink an eye and be able to sit up close. >> like many fairfax county high schools, the ceremony is hold at george mason's patriot center. this is video from masons own ceremony last year. the high schools do provide families with ten free tickets but seating is first come, first serve. unless your high school is selling the good seats.

elementary in germantown is constantly on the move. students are doing something called upcycling. >> chip bags are always thrown away and they're never used for anything. but now they are. >> we try to sort everything in different ways like juice boxes, potato chips and like boxes from milk. >> it is called upcycling because the wrappers are not melted down to make a new product. they're cleaned and reused as is. the new jersey company called tara cycle processes everything and pays the school for their efforts. >> we've upcycled over 7,000 pouches. >> that's netted cedar grove close to $200 so far this year. the money goes back into green education and this is not the last time they get to see the fruits of their labor. >> so, their hard work ends up in the store. this is a paper folder you can buy at a local target or a walmart. see what it used to be? a potato chip bag.

snow on this friday morning. here is a look at live doppler 9000 hd. the areas in green. that's the light snow. actually, light rain that we're seeing. go up north toward around i-83 and we're talking about some light snow falling. it is sticking in some spots the farther north you get toward the pennsylvania border. you can see westminster, new windsor, also clarksburg, maryland reporting some light snow, reisterstown, maryland reporting light snow. around d.c., we could see the light rain mixing in with some snow through this morning but no accumulations are expected. here is angie with oh my goff. good morning. >> thank you, anny. good morning to you. here is a look at what's buzzing in entertainment. music mogul sean carter better known as jay-z is the subject of an nba investigation. the league wants to know why he was in kentucky's locker room after the wildcats clinched a final four berth. carter congratulated the players after their game in new jersey.

the arena is home to the nets and jay-z is a part owner of the team. however, nba rules prohibit team personnel from having contact with players who are not yet draft eligible. a brand marketing company is suing brittany spears for more than $10 million. the pop star and her father renegotiated a royalties deal with the cosmetics company, elizabeth arden last year. the lawsuit claims the new deal cut them out of the commission on the spears fragrance line. the original deal was inked in 2004. out with the old, make room for the new. it is what drives d.c.'s best boutiques to slash their prices. women across the metro scored huge savings and styles at d.c. premiere shopping event of the year. the district's sample sale drew 700 shoppers who found clothes up to 90% off. who says celebrities don't search for deals? past shoppers include ali wentworth, maureen dowd.
