that amounts to more than $120 million and almost 200 million in spending cuts. we are joined live now from the wilson building. bottom line, gray says these have to be done. these moves have to be made to maintain the city's credit rating and to pretty much avoid interference by congress, right. >> reporter: absolutely. what that means is if you live or do business in the district you're going to probably be paying more and getting less. >> i wish i could count the times when i said to people that this is going to be an incredibly difficult budget. >> reporter: mayor gray wants to raise $127 million from extra taxes and fees. dc residents making $200,000 or more per year can see their tax rates going up. parking garage and cigarette taxes go up. and if you buy alcohol you'll pay more taxes too. motor vehicle service fees will go up and so would riding the circulator. $2 instead of $1.

franchise fees increased. and some tax loopholes are closed. >> >> no matter what choices are put on the table they are very difficult choices. >> reporter: the mayor briefed council members on the budget earlier today. most were surprised by the income tax increase. >> the income tax increase. clearly that's something i'm not supportive of. i have already articulated that in the future and i look forward to working through that situation to see how we can eliminate that. >> reporter: now as far as budget cuts are concerned, here is where it is happening. department of health and human services the biggest loser. they are getting $112 million slashed out of their budget. biggest winner dc public school system. no cuts there. no reduction in the workforce. in fact, a slight increase in their budget as far as public safety concerned, police and fire, they will keep the same budget levels as last year. all of this still has to be revised by the council over the next 56 days and there will be public hearings and, of course, the last word the folks down

the street in congress. reporting live at the wilson. back to you. >> thank you. with the april 9th deadline quickly approaching house republicans are not ruling out another short term resolution to buying negotiators more time. they are trying to stave off a government shutdown. today the house gop sucker punched democrats. they voted to declare their budget cuts law of the land if they don't act before the shutdown date. their bill would have no practical effect unless the senate passed it too which probably won't happen. in landover, maryland, today, the president said democrats and republicans are close to a compromise. >> so given the encouraging news we received today on jobs it would be the height of irresponsibility to halt our economic momentum because of the same old washington politics. that's not what we need. >> the president went on so say that neither democrats or republicans should get 100% of

what they want. all right now to the crisis in libya. moammar gadhafi hasn't been seen in nearly two weeks but he apparently is getting weapons to his followers. >> we are ready. they are coming to attack my country, you know. >> where did you get this gun? >> gadaffi gave to everybody guns. >> there were some mixed messages from libyan rebels making plan to sell oil to earn cash to buy more weapons and cut a deal with a tiny arab nation kutar. gadaffi may end up staying in fire. >> gadaffi should not leave libya and that the libyan people should decide their future. >> the pentagon is preparing to pull u.s. war planes out of the mission over libya starting on sunday. japanese and u.s. military ships sent helicopters to patrol japan's tsunami ravaged coastline to look for more bodies.

more than 16,000 people are still missing after that 9.0 earthquake and tsunami. also today test results came in on the groundwater beneath the crippled nuclear power plant that dominated headlines and tests show not surprisingly unsafe radiation levels. but experts believe drinking water supplies will not become contaminated. life in prison without the possibility of parole. that was the sentence today for the former prince william county park ranger who pleaded guilty to killing his wife and his two step-children. this happened back in february of 2009. dean said he got tired of his wife nagging so he shot her to death and then murdered his step-children. in court today family members of the three victims said dean was pure evil. >> i just think he was very selfish. he just took so much away from us. >> before he was sentenced dean spoke briefly saying he was sorry for all the pain he caused. a woman helped metro

transit police catch a groper and the officer who made the arrest says she prevented countless more assaults. britany morehouse spoke with the plain clothed policeman about the incident. >> reporter: a plain clothed metro transit policeman described the blogger he wrote two days ago on dc metro. >> i immediately called my partner and said we should try to work this out. >> reporter: it was where the female rider said a man rubbed against him with his hips. she wrote she saw him do it to another woman so she watched him. he followed women always riding in the last car and she even described the jump suit he wore. >> the thing that stood out was the lime green on the shoulders of the jump suit. ralph lauren glasses. >> reporter: it happened to the woman not just once but twice. >> the suspect stood right next to me. >> he boarded the train. we observed exactly what the

first victim had said that happened. >> he got off the train at pentagon. we arrested him and placed charges on him. assault and battery. >> reporter: the officer says he is very impressed with the victim because even though this happens all the time. >> it is a very unreported crime. >> reporter: women we talk to say it is easy to misunderstand when it happens to you. at least she says she has been groped more than once. >> the first time it happened to me i thought it was an accident. >> reporter: she smiled hearing that one woman took a stand. britany morehouse, 9news now. >> the man arrested is being held on a $10,000 bond in arlington. it is still an active case. so any more women who think that they were groped should report those incidents should report it to the dc metro police. changes coming just days after an investigation by our gannett partners into alleged cheating. a seal will be placed on booklets that can only be

a protest in northern afghanistan turns deadly. gathering outside a united nation's office. jones recently supervised a burning. quaran. that's the islamic holy book. today's protest was peaceful until a handful of demonstrators grabbed weapons from the u.n. guards and opened fire. eight u.n. staff members were killed as well as four protestors. top pentagon leaders were on capitol hill to give a status report on the repeal of the ban of gays serving in the military. the military services have spent the past month training how to implement the new policy and that the training should be

finished by summer's end. the cost training of the will only be about $10,000 total. small camps have been set up in various parts of woods in dale city after state police uprooted a very large homeless camp along i-95 thursday. the homeless people say they have no way to go and they preferred living in the larger camp because it was near a shelter where they could take a shower and get food. state police moved them at the request of vdot which owns the property. it was a delegate that made the call to vdot about concerns about safety. ministers that helped the homeless say they are now in more danger. >> there is a greater safety concern now because now they are going to have to walk farther in order to get to the services that they need. >> why didn't you think about this before calling the police on them and uprooting them. >> you should check with the police department. my understanding is there have been several, several days of prewarning, if you will.

them build it today and we caught up with him at the construction site. here is derek mcginty. >> reporter: 25-year-old marine sergeant kenny lyon will move into this single family home in fredericksburg next week. >> it means so much the entire community steps up and come together to build this home. this is what america is and this is why we are great. >> reporter: kenny got the house after applying to homes for our troops. a nonprofit that builds houses for severely wounded vets. inside the 2600 square foot home the doors are a bit wider and the sinks and cabinets have been lowered. >> it will make it really easy for me to get around if i'm in my wheelchair that day. >> reporter: kenny survived a mortar attack in iraq back in 2006 on his second tour of duty. that attack cost him his left leg. he has also got nerve damage in his left arm and a shattered jaw. >> it becomes a barrier to them and we want to take that away.

>> reporter: right now kenny is rooming with his best friend and another iraq vet, a sergeant who already lives in a house built by homes for our troops. >> when we were up at our apartment, the apartment wasn't designed to be -- wasn't handicapped accessible. everything was all bunched together. >> reporter: hundreds of volunteers and tradesmen come together to build the house. >> build them a home to come home to. >> reporter: this is home build number 100. kenny says he will be moving in with his sister. >> visit www.homesforourtroops.org. great organization. absolutely. >> are we going to improve things a bit? >> slowly. sunday will be the better of the two days. i will put that on the table right now. tomorrow will not be a rainout. soccer games to go to. bundle up. they will not be canceled. let's start with the satellite picture and radar combined and we will zoom in a little bit.
