angie goff has traffic. howard bernstein has today's forecast. however, we start with breaking news out of rockville, maryland, this morning. where firefighters are on the scene of a house explosion and a fire. the first call went out just before 3:00 a.m. for a home explosion at the 11212 ashley drive in the garrett park area. >> the cause of the explosion remains unknown. assistant chief scott graham from montgomery county rescue says firefighters arrived on the scene to find a single family home destroyed by an explosion. two people have been injured and have been taken to a local hospital. their conditions are unknown at this time. graham says crew have found fallen trees and downed wires in the area. >> no word if those played any role in the explosion. stay tuned to 9news now and wusa9.com for updates on this developing story. we'll be in touch with angie goff with traffic news coming up. first, we start with howard with your weather. it is raining already. >> moderate rain in spots. little lightning and thunder

can't be ruled out south and southeast of washington. it will get better this afternoon. if we have rain, it will be for the first part of the day. a much cooler day, it won't be in the 70s and 80s like it has been. back in the 60s or 90s last week where we were. 52 this morning at 9:00. noontime, can't rule out lingering showers south and east of washington with partial clearing this afternoon. look at the northwest winds all day, 10 to 15, 20. we'll have gusts, 25, even 30 miles per hour with a 6:00 p.m. temperature of 59. highs today around that 60 degree mark. we're looking at the showers and the thunderstorms moving southwest to northeast as the whole line moves east. right on top of us this morning, that's why we're wet. here's live doppler 9000 hd. it has lit up some areas in frederick county, seeing a lull now. there's more rain to your west and to your south. want to show you a couple of things real quickly. in town, we have the moderate rain here. pockets of yellow showing up prince george's county especially in southern maryland as well. and i want to show you the

lightning before we go. south of richmond, a cluster of thunderstorms, lots of lightning headed toward the northern neck and potentially up toward southern maryland as well. it is 4:31. only 53 degrees. bundle up and grab the rain gear. angie goff, how are the roads doing? >> did i bring my winter coat out this morning. as far as the roads are concerned, we're kicking things off with a green light. let's take a look at our map to kick things off. you can see green things are everywhere or maybe not. 95 headed northbound in virginia. we're incident-free here if you're making the trip from dumfries up to the mixing bowl, notice, you'll want to watch the spray. pretty slick out there. moving over 395, the lanes are wide open from duke street up to the 14th street bridge. no real volume. a camera shows you 395 right here. very glossy roadways, definitely be careful. the beltway in virginia both loops are checking out a-ok between the wilson bridge and the american legion.

going over to the outer loop, things are moving well from 95 over to 270. inner loop checking out fine and over to the maps, route 40, route 5, 301, no complaints. still ahead, a look at route 50 in maryland. andrea and mike, i'll have that for you at 4:40. debate is raging over the death photos taken of osama bin laden. the obama administration is said to be going back and forth about releasing a picture to the public. >> this as new details start to emerge about how the raid happened and whether or not the pakistani government knew anything about bin laden's whereabouts. joel brown has more. >> reporter: it may not be a matter of if photos of osama bin laden's body are released but when. >> it could, in fact, be used to try to develop a lot of the revengeful nature of what al- qaeda is all about. >> cia director leon panetta believes the images will eventually be made public but the white house hasn't yet reached a final decision.

>> it is fair to say it is a gruesome photograph. >> it could be inflammatory. >> the full story of the mission is still coming to light. tuesday, officials revealed bin laden was not armed as previously thought and navy seals killed him only after he resisted. >> the seals confiscated a treasure trove of computer files and hard drives at the compound. the cia is analyzing the material for any clues on potential terror plots. this is a look inside the million dollar complex bin laden once called home. the u.s. officials are vowing to get to the bottom of whether pakistan knew he was riding out here. >> there are questions here i do think need to be answered. hopefully by the pakistanis themselves. >> pakistan insisted it had no idea of bin laden's whereabouts. yet the compound sits a half a mile away from a military academy in a town with more than 100,000 retired and active army officers. joel brown, cbs news, washington.

>> now, former president george w. bush will not be joining president obama tomorrow at new york's ground zero. the president invited mr. bush to attend an observance but the former president says he wants to remain out of the spotlight during his post-presidency. >> a small, residual force should remain in effect. those are the words of john boehner. iraqi prime minister nouri al- maliki told him during a recent trip to the country that the iraqi government still needs help to close security gaps which still exist. >> pepco customers are about to get a break on their bills. starting june 1st, maryland residential customers should see their bill go down by about 15%. if you use an average of 1,000 kilowatts each month, your bill would go from about $151 down to $129. the decrease stems from a recent reduction in the standard offer service rates by the maryland public service commission. massey energy is in trouble with federal safety regulators.

the u.s. safety administration cited massi subsidiary for more than two dozen violations. they were discovered during a surprise inspection at a mine in boone county, west virginia. the agency started the inspections after the upper big branch mine explosion last april which killed 29 miners. the level of the mississippi river has dropped dramatically since the army corps of engineers blew a hole in a levee to prevent a small illinois town from flooding. the army corps exploded the levee last night sacrificing 130,000 acres of rich farmland and crops and about 100 homes in missouri. farmers who lost their farms and crops to the flooding say they plan to file a lawsuit against the federal government. >> the white house welcomes a royal guest today. prince charles will meet with president obama. as part of his three-day trip to washington, tuesday, the prince visited the supreme court and toured the common good city farm. it is an urban farm that caters to low income families. the prince of wales will also

mortgages and then got the government to foot the bill. and calls for deutsche bank to return hundreds of millions of dollars in insurance claims. the bank calls this lawsuit unreasonable. and unfair. checking the numbers on wall street, the dow stands this morning at 12,807. it climbed a fraction in trading. look at the nasdaq down 22 points. s&p 500 off by almost 5. sales of smaller and more fuel efficient vehicles are keeping u.s. automakers busy. both general motors and ford saw double digit sales increases in april. the compact chevy cruze accounted for sales. chrysler had its best april in three years as sales climbed 22%. japan's toyota saw u.s. sales rise a meager 1%. analysts say toyota's decision to offer fewer incentive mace have hurt its sales. >> for the first time in 20 years, fewer americans own a television set. according to the nielsen rating

winchester toward martinsburg also to our east on the eastern shore. south from fredericksburg down toward richmond. here in washington, we're looking at some light to moderate rains across the region this morning. well, doppler -- there we go. doppler is slow to cooperate. we've got them up toward bwi, southern maryland and a batch of rain coming toward culpepper. this will track up toward loud and fairfax county. you see the modern rain back toward winchester and areas across northern virginia well to our north and west. that's tracking up i-81. off to the east between easton and oxford, some heavy rain there. you may see a little bit of lightning coming out of that. the majority of the lightning so far has been south of richmond. right now, southern maryland, not too bad. more modern rain headed your way. as we look at the lightning, you'll see it back here. there's richmond, waverly. this is all tracking up that

way toward westpoint and perhaps parts of the northern neck. so, your momslikeme.com bus stop forecast, needless to say, it is a wet one. also kind of breezy out there. and cool. upper 40s to upper 50s south. most of us in the low 50s to around 50 right now. sunrise at 6:07. for the day, it is going to be a wet start. 52 at 8:00. northwesterly winds at 17. wind directions with the arrows northwest at 11 at noon. the 10 to 15, 20 range throughout the afternoon with a little sunshine at times this afternoon. we'll call it partly to mostly cloudy and 56 by 8:00. we're going into the 40s tonight. look at the winds. we're all out of the northwest. some gusts close to 30 miles per hour. that's bringing much chillier air mass in as opposed to the lower 80s we had yesterday. we're now in the upper 40s in much of montgomery county to arlington. it is 52 for springfield and fort belvoir. andrews is 54.

53. leesburg, at 50. reagan national, it is wet. 53 and windy. look at the north-northwesterly winds at 22 miles per hour. gusting to 30. the dew point is at 50 degrees. the cold front is through. we've got a decent amount of rain behind that front. heavier showers will have pulled away. light showers still possible. generally east of 95. the afternoon, partial clearing. stray shower. much drier, still breezy and cool. tonight, it is chilly. 40s, maybe even some upper 30s north and west. thursday with high pressure nearby, nice and sunny day. then as we head toward friday, this next system increases a few clouds during the day. late in the day. look at the rain by afternoon out in the shenandoah valley. this might mean some wet ball fields for saturday morning. keep that in mind if you've got a little league softball game or something going on. rain this morning. tomorrow, breezy.

immigration officials coming up this september. >> as scott broom reports, the county council admitted it is powerless to oppose the program despite its near universal unpopularity among local politicians. >> rallied in front of the montgomery county council building today, disguising is disappointment. >> how safe can we really be in tens of thousands of people who are honest, hard working residents of the county are too afraid to call police? >> casa and much of county council are oppose to a new federal program that requires local police departments to send fingerprints of all suspects they handle to immigration authorities. the program is called secure communities. it has been snaring an ever growing number of illegal immigrants. one of those is floorinda lorenzo, a hyattsville mother of three now threaten with deportation to guatemala after being accused of selling phone cards without a license.

>> we have been afraid of coming forward and talking and reporting abuses to our local law enforcement officials. >> it is an argument most council members agree with but today, rather than making good on a threat to opt out of secure communities, the council voted for a watered down resolution to carefully monitor the program. an acknowledgement that it is powerless against the federal government to do much about it. >> other communities like arlington which have tried to opt out in the end have been forced to comply. today, montgomery county decided not to push it any further. in montgomery county, scott broom, 9news now. nationwide, secure communities has resulted in more than 100,000 deportations. about 30% of those people were classified as noncriminals. 5, 10, 15, 20 cents, how much extra it will cost you to bring home four bags of groceries in montgomery county. the county approved a 5 cent tax on both paper and plastic
