bring forward someone who saw something. there is now a 1,000 reward offered for information leading to an arrest. >> it is still hard to fathom an there has not been the updates. so we don't have the closure or the justice. >> it could happen again. it could be somebody else's daughter or sister or mother or present. i mean it could be -- it could be anybody. young or old. i think everybody should be scared. >> today also marks the anniversary of the disappearance. shaqita bell. her family was back in fort washington looking, searching for her remains. the mother of three went missing 15 years ago. her ex-boyfriend, michael dickerson, admits he dilled her but police have -- killed her, but police have never been able to find her body. she was murdered just before she was to testify in an assault case.

>> it's not about anything else besides that. i can't rest until she's a found. >> in 2009, a judge sentenced dickerson. in the past, police have brought in the k-9 officers, a helicopter, even some digging account. anthony ross is the first person to be indicted and convicted in the district of columbia for sailing -- failing to update his sex registration. the law requires that the offenders give the law updateed information. here's more. >> reporter: there are 728,000 registered sex offenders nationwide and 100,000 that are not complying with the law. wait until you see where and when ross was captured by the u.s. marshal office. anthony ross was living a new life in ohio. convicted in 1999 for having sexual relations with a 15-year- old student, he moved from dc

a warning to parents tonight. you may want to reconsider letting your kids watch tv before they go to bed. a new study shows that children ages 3 to 5 who watch television after 7 had more trouble with their sleep. now, this includes cartoons or any kind of violent show. now they are urging parents that if a tv is in your child's room, take it out. >> sleep is critically important for children as they grow and develop. it can affect their school performance, how they affect during the day, if they are depressed, anxious. children really want to make sure their children are getting the proper sleep they need. >> it's not just the television. computer screen time should be limited. children under 2 and under should not have any screen time. older kids kept at two hours a day. menthol cigarettes could soon be a thing of the past.

the fat is recommending manufacturers eliminate the smokes. they say that flavoring has led to an increase in smokers and it makes it harder to quit. the fda said it could also increase counterfeit cigarettes. the fda does not have the power to ban nicotine but it can limit what goes in the smoking products. topper will have your full forecast right after the break. but first, corn for kids? bad. violent video programs, no problem. more on the supreme court ruling. you might have a problem with it. stay with us.

the supreme court ruled that the government cannot step in and police violent video games. the justices today struck down a california law that banned the rental or sale of violent games to children. here's the story. >> reporter: the supreme court says violent video games are protected under the first amendment. in a 7-2 ruling, the court struck down the california law banning the sale and rental of ultraviolent or sexually violent video games to anyone under age. >> if somebody wants to play a game of violence, it's make- believe. just because you see a violent movie doesn't mean you are gonna be violent. >> reporter: but supporters of this law say they can be

harmful. >> these video games expose kids to behavior that is not acceptable in reality. >> reporter: the decision is a big win for the multi-billion video gaming industry. the california law would have prevented minors from buying popular shoot-'em-up games like "grand theft auto." justice scalia pointed to fairly tales saying "certainly the books we give children to read or read to them when they are younger, contain no shortage of gore. parents' groups are disappointed. >> you actually perform the act yourself in a video game. it's very different from reading a book or watching a tv show. >> reporter: the industry already rates its games. >> for me, the parent needs to be involved. the parent needs to give consent. >> reporter: so for now, it will still be up to the storeowner to create their own sales policy. alison harmelin, cbs news, new
