the problem isn't being fixed according to him that metro officials do not want to admit they spent tens of millions on a radio system that doesn't work. good morning and welcome to 9news now. today is thursday, july 7th. i'm andrea roane. >> 4:30. you're with us bright and early. we appreciate that. angie goff will have traffic in a moment. anny hong is in for howard bernstein. good morning. happy pre-friday. a short work week for a lot of folks. it is pre-friday around here and grab your umbrellas before you head out to work today. because we have storm chances this afternoon and early evening. here is a look at your day planner on this thursday. temperatures around 74. about 9:00, temperatures in the lower 80s. noon, upper 80s. 5:00, low 90s and a chance for storms in the afternoon and evening hours. the air quality forecast for today is moderate so no major

problems there. right now, temperatures in springfield, 72 degrees. reston, 70. rockville, good morning to you at 72 degrees. here's a look at live doppler 9000 hd, around the beltway, no precip but look out toward just south of 66, warrenton toward fredericksburg, we've got the mist and areas of patchy fog. here is your forecast for today, lower 90s, hot. chance of scattered showers and thunderstorms today. by friday, more showers and thunderstorms but not as hot. temperatures in the mid-80s. here's angie with your traffic. >> good morning, anny. so glad you're up and at it joining us early on this thursday. green light stays on. move it out to construction as promised. want to show you what we've got. 66 going eastbound, you can find the set-up past route 50. all of this should be clearing in the next half hour or so. moving the shot over to 395, nothing to worry about. past the capital beltway, continue on through shirlington up to the 14th street bridge.

have that on-going construction project taking away the right center lane. over into d.c., all of the main roads checking out clear including new york avenue, massachusetts, connecticut, wisconsin, prince george's county roads, route 4, route 5, 301, the accokeek area. so far, so good. all is a go. let's round it out with the beltway in maryland. we do have some construction right now between new hampshire avenue and colesville but that should clear up by the start of the 5:00 hour. we're taking a look at 267, the dulles toll road. andrea and mike? >> here are things making news now. it is sentencing day for 25- year-old casey anthony. >> a jury cleared the florida woman of killing her 2-year-old daughter, caylee but they did convict her on four misdemeanor charges of lying to investigators. since she's spent three years in prison, many legal experts believe she could get credit for time served and be released

from custody possibly as early as today. one of six people injured when a marine helicopter crashed at camp pendleton has now died. the helicopter went down around noon wednesday in a mountainous area of the san diego county base. the cause of the crash remains unknown at this point. air travelers may face extra screenings, especially if they're traveling into the u.s. from abroad. the government is warning airlines, terrorists are considering surgically hiding bombs inside the bodies of suicide bombers to blow up planes. the tactic is just an idea terrorists are discussing but federal officials say they have not uncovered an actual plot. president obama wants congress to strike a deal on raising the debt limit within the next two weeks. today, president obama will meet with congressional leaders from both sides of the aisle to restart stalled negotiations. the president is urging lawmakers to leave their differences at the door. he said this is a few times now. he rejected any talk of short-

term agreements which would raise the debt ceiling for six to eight months. the president insists any deal would have to include not only spending cuts but also tax hikes for the wealthy. >> congress has until august 2 tonight raise the debt limit or administration officials warn the u.s. will default on its bills for the first time in history. republican leaders are insisting on at least $2 trillion in spending cuts before they agree to raise the debt ceiling. so, with all of this talk about the debt ceiling or the debt limit, most of us probably feel like somebody is speaking a foreign language. >> late night talk show host david letterman decide let's take a crack at explaining this. >> ladies and gentlemen, i hate to be the guy and i'm sorry about this but we have hit the -- the united states of america has hit the debt ceiling. you know what that means? neither do i? >> so, the question is what is the debt ceiling and what could happen if lawmakers do not agree to raise it? >> also, what does that mean for you, personally and the rest of america? coming up on 9news now at 5:00 a.m., jessica doyle will answer some of the questions. she will explain how this will affect the u.s. economy and our day to day lives. >> unfortunately, it won't be a laughing matter. in other news, the pentagon says it will comply with the ruling by a federal appeals court to immediately end the enforcement of the military's don't ask, don't tell policy. yesterday, the courts said the military can no longer enforce its ban on openly gay service members which means the end of the 17 year role. >> it prevents the military from ever discharging anyone based on the sexual orientation. >> 4:35 now, the army psychiatrist charged in the deadly fort hood shootings will face the death penalty. the ruling came down after the base commander determined hasan will be court-martialed. he's charged with 13 counts of

premeditated murder. his lawyer tried to get prosecutors to drop the death penalty saying it was more costly and time-consuming but that did not happen. >> police are still looking for a man who attacked a speed camera vehicle on the bw parkway yesterday morning. >> police say this man walked up to the back of a jeep and began tapping on the back window with a shotgun. the contractor inside the jeep became started and started honking his home. the man started hitting the windshield with a hammer. yelled a bunch of things incoherently then walked off into the woods. the search forced both sides of the parkway to be shut down causing major headaches for drivers. metro is taking steps to reduce the expected traffic nightmare related to the brack realignment in virginia. >> the transit authority said it would increase bus service to key locations, new routes will be added to the mark center in alexandria and fort belvoir in fairfax county. an estimated 20,000 workers are coming to fort belvoir where there are no public

transportation options. metro is hoping to have its buses in place as soon as august 8th. a new report on metro transit suggests that system's escalator problems are not getting better. right now, there are about 80 escalators out of service compared to 103 out in may. metro says many of the escalators are not broken. they're being rebuilt right now. the transit agency says it is spending $150 millionel to get the job done. metro put up new signs providing updates about the project. the escalators aren't the only problem metro is facing. rail car reliability is worsening. their problems are including the doors if you've ever been around some of the trains. the elevator service is improving and the buses in the system are proven to be more reliable. >> lower their expectations on that. >> our time is 4:37. at 4:41, the money making traffic cameras may not be as effective as some lawmakers once thought. >> at 4:49, despite popular

hour. we're traveling the dulles toll road headed eastbound past the airport. you're able to access both the inner loop and outer loop this morning. no construction in the way once you pass the toll plaza. still ahead, a look around the region in my next traffic report coming up in a few minutes. now back to you. it is time for your first "your money" report this morning. jessica doyle is going to join us in the next half hour to help us explain the debt ceiling debate in real people terms. we'll give you the headlines until she get here. the new head of the international monetary fund says employment will be her key focus. her first press conference, christine lagarde says employment is a critical issue. more important than the deficit which are saddling the global economy right now. lagarde replaces dominique strauss-kahn who resigned amid charges of sexual assault. looking at wall street, it was a day of decent gains for the most part. dow finishing up 56 points to close at 12,626. nasdaq climbed eight and change.

executives who are found responsible for big bank failures may have to pay up out of their own pockets. new rule says federal regulators can recapture two years of pay from investigators who have found negligent for a bank's demise. banks are worrying that rule could lead executives to jump ship at the first sign of trouble in an organization. seems those red-light cameras are not raising the revenue they once did. cameras snap pictures of drivers running red lights and violators receive the fines in the mail. they've been a dependable source of income for many cities but drivers get wise and actually obey the law which is happening here in d.c. duh! revenue has been dropping in many cities and it is leading to layoffs of employees. >> with the syntaxes, it could happen. you obey the law, you stop drinking, you stop smoking, there goes the revenue. >> parking is going to be a problem for commuters on both

meteorologist, anny hong is in for howard bernstein. >> just made it in time. looking at doppler, we've got some showers out there. pretty light stuff. here's a look at your day planner. temperatures today warming up around average, maybe a little bit above. by 9:00, temperatures in the lower 80s, partly cloudy conditions. by noon and 1:00, lower 90s and partly cloudy now. in the afternoon, looking at a chance for some scattered showers and thunderstorms. some could be strong to severe. only probably isolated though. here is a look at live doppler 9000 hd, you can see around the beltway, we're not looking at any precip this morning. but look out toward warrenton, just basically south of 66. and around basically west of 95 where we're looking at some more like mist also right here. culpepper also. also some areas could be seeing fog in those conditions. pretty light stuff. we may have some cells of heavier downpour for this morning. here's a look at our current

conditions. temperatures around d.c., it is muggy out there. 74 degrees in d.c. 72 in leesburg, martinsburg, 71 degrees. leesburg also reports some fog this morning. dew points in the lower 70s around downtown. so, again, stayed muggy overnight. muggy once again today. so, warm and muggy morning for your thursday. hot again for today. some thunderstorms are possible for that evening commute. a few could be maybe strong to severe. now, friday, even more storms are in the forecast. here's a look at the future cast. so, for the rest of today, we're looking at partly to mostly cloudy conditions. the showers and thunderstorms threat arriving basically to the north of us late this afternoon and early evening around frederick and toward the mason dixon line. it will be touch and go throughout later today and this evening. and then overnight, should be fairly uneventful. there may be isolated showers. temperatures for today, warming up into the lower 90s.

continuing on toward 395. as far as the beltway is concerned. for the next 15 minutes or so, we do have construction to deal with. on the inner loop, you'll find it between 66 and 123. set-up is between the dulles toll road and 66. moving right along over to 66, the roadwork we have clearing probably in the next 15 minutes or so is right past route 50. we know we're losing a lane or two. 270, we'll move to that camera right now. we remain incident free continuing all the way down toward the split. and finally, we'll wrap it up with a look at our maps. 95 heading northbound, construction in a couple of spots. first, 49 5, the capital beltway. then at 32 going southbound for the next 15 minutes or so around 198, the exit there. still ahead, we're taking a look at route 50. that's coming up in my next traffic report at 4:48. andrea and mike, back to you. thank you, angie. we're learning more about a department of employee services file clerk accused of sexually

assaulting a teenager in d.c.'s summer jobs program. >> it turns out he's a convicted felon. sentenced to 60 years in prison who was hired by the city in 2008 after his parole. gary nurenberg with more on how he got the job in the first place. >> reporter: adding irony to the outrage, the incident took place at the headquarters of the department of employment services which runs the summer job program for about 14,000 kids. councilman michael brown wants to know how a convicted felon gets apparently unsupervised contact with a 17-year-old girl. >> we have a hearing. we're going to ask some of these questions and hopefully get some answers but the question is once we get some of the answers, the question is how to make sure it doesn't happen again. >> the accused molester, nelson, did not undergo a background check. >> he was not the supervisor of record of the individual so he's not a supervisor. all supervisors are required to have a background check which the metropolitan police department conducts. >> reporter: police did check his record after his arrest.

>> there was nothing in there to indicate this type of an offense. in his history that i saw. >> the mayor wanted some distance. >> ivel he was hired before we got here. >> and made a promise. >> we're not going to tolerate the victimization of our youth. >> gary nurenberg, 9news now. >> when nelson applied for the job, he truthfully answered a question on his application saying he had not been convicted of a felony in the past ten years. >> nelson was convicted of his crime back in 1988 and he was paroled 20 years later in 2008. medicaid could improve your overall health and financial security. that's according to a study which looked at the ways president obama's healthcare overhaul might affect millions of low income, uninsured americans. >> the study was funded by the national bureau of economic research and led by economists at harvard and mit. people with medicaid usually view their own health as being good to excellent. it also suggests that medicaid reduces the possibility of people having to borrow money

to pay medical bills or being placed in a situation where they need to decide to pay for medical expenses or just their normal house bills. ok, it is 4:51. we have a commuter alert to be aware of before you head out the door. >> immediately before the morning commute, the d.c. department of transportation will close branch avenue on either side of pennsylvania avenue in southeast so crews can rebuild part of the road. if the weather cooperates, branch avenue will remain closed until 5:00 a.m. monday. prince william county commuters will have to find a new place to park beginning monday. >> because of a parking lease agreement officially ends tomorrow. friday will also be the last day the potomac and rappahannock commission will provide evening shuttle bus service between horner road and a commuter lot and the first baptist church lot. >> county officials will lease 2200 space on land which borders the lot on miniville road. the new temporary lot opens

monday. bethesda will have one less parking lot this fall. capital crescent parking on woodmont avenue which you may remember right across the street from the barnes & noble will be gone in november. the news comes after montgomery county awarded a developer the right to build two mixed use retail buildings in its place. the project also includes underground parking with 1400 spaces. that is set to open in the summer of 2013. history may have to be pushed back if the weather doesn't cooperate for the final shuttle launch. >> forecasters say there is a 70% chance of rain or thunderstorms at cape canaveral tomorrow morning. right around the same time atlantis is set to take off. a storm-free zone is needed, 23 miles around the launchpad in order for atlantis to get off the ground. in case you haven't heard, 9news now reporter kristin fisher is at the kennedy space center with live reports. both her mom and dad are former astronauts. she'll report on the shuttle launch tonight. if it all goes according to
