here's anny with a look -- angie with a look at your timesaver traffic. >> happy thursday to you. starting off the 5:00 hour with the green light. not too much going on as we take a wide view of our maps here. want to show you the outer loop a little closer. everyone appears to be moving at speed as we take a closer look, you notice the green car is out there, tells drivers moving at a great pace past university. a good example across the capital beltway. keeping things going back to the map. we'll keep it in maryland to take you over to 270, show you the southbound trip out of the germantown area or even before that past 109. still seeing a lot of taillights, not stacking up just yet. let's move it over to the travel times. 66 if you're traveling eastbound. fairfax to the beltway, construction has cleared out of the way. that's only about a 10 minute commute. 267, dulles toll road is checking out in the green. the inner loop, no problems
5:02 am
from 395 to 267. over to you. thank you, angie. if your child brought home a report card like the one metro is getting, you wouldn't be happy about it. >> the metro board is receiving a new review of its safety and reliability. 9news now reporter surae chinn is live at the foggy bottom station where escalators have become a very sore subject. good morning. >> reporter: good morning, you bet. haven't we seen this before? this is a pretty familiar sight. we've got escalators not working or under repair. you see all of the big signs and the boarded up area for the new escalator that will be in place. we found the down escalator here is actually working and the one going up is also working. good news here because it was broken down yesterday. well, metro's latest report card is not giving good remarks. the report due out today says dozens of escalators are out throughout the system this morning. the escalator problem came to light last october when the brakes failed at l'enfant plaza
5:03 am
during the sanity rally sending dozens of riders tumbling to the bottom number may, the number of escalators out of service was 103. today, it is around 80. >> i wish they would take the money from the signs and invest it in getting this thing finished. >> many of the 82 are out of service not because they're broken but we're rebuilding them. >> reporter: well, the report card is officially going to be presented in today's board meeting later on this morning. andrea, mike? >> surae, what else is in the report besides the problems with the escalators? >> there's actually a host of issues. metro transit police have complained about their radio system and that can be a huge problem, some officers have refused to actually go to some areas in underground stations because of safety issues and other problems that can be a problem for riders and transit officers.
5:04 am
they also have complained about delays and rail reliability in terms of the doors not opening and injuries to riders have increased as well. so, this report card all around has nothing positive that we've seen so far, andrea. >> surae chinn reporting live. we'll have more on what else was in that report on metro. d.c. police are investigating a late night accident which left a pedestrian with life- threatening injuries. the crash happened in the 3000 block of wisconsin avenue in northwest. the driver did stay at the scene to talk to police but the victim was in critical condition when rescuers took them to the hospital. a laurel family is now planning a funeral after georgia police confirmed the death of one of their loved ones. police in macon, georgia, have identified a body found last week, a 24-year-old lauren giddings. she had just graduated law school and was preparing for the bar exam. her body was found feet from her apartment. giddings neighbor who was a suspect in several burglaries is now a person of interest in her death. the national park service

department. time for our "your money" report. >> jessica is going to help us get through what feels like greek to a lot of us in the big conference at the white house talking about the federal debt ceiling. >> the latest here, this is obviously a huge problem. today, president obama will meet with congressional leaders at the white house. the goal is to try to reach a deal on the debt limit. the president spoke about the negotiations last night at a twitter event at the white house. today's talks come at a time when it appears democrats and republicans may actually be moving toward a compromise. the white house is now pushing for more deficit reductions and republicans say they're open to closing tax loopholes but the tensions are still running high. >> the way to break this gridlock is to agree. is to agree to certain tax increases in closing loopholes. but only in return for an overall reduction of the corporate tax rate.
5:07 am
>> republicans want any debt limit increase to include $2.4 trillion in spending cuts. now, democratic sources say president obama called all four top congressional leaders yesterday. he made the case for doing an even bigger deal cutting close to $4 trillion. it would require republicans to raise taxes and cut defense spending. democrats would have to agree to deep cuts in medicare and medicaid. lawmakers now have less than four weeks before the critical august 2nd deadline. if no deal is in place by then, it is very likely the nation's credit rating could be downgraded by some to junk status. that would push up interest rates for businesses and all americans and possibly force the economy back into recession. and in the next half hour, we're going to go in-depth into the dire consequences to take a look at how this will affect you at your own home. >> your own checkbook. >> your own budget. >> right now, it seems like it is their problem, not ours. >> very much our problem.
5:08 am
we'll get into the details on that. >> thanks, jess. >> sure. >> well, could we be turning at a -- at a turning point in libya's civil war. >> rebels grow closer to the country's capital. and still ahead, a gusty -- helps nationals win yet another 1-run game.

maryland avenue near h street and benning road. as far as your rails are concerned, trains, all of them, appear to be on time. great news there. still ahead, we're taking a look at the gw parkway in virginia. that's in my next traffic report at 5:39. now back to andrea and mike. >> from the gw parkway to the bw parkway, police are looking for the man who caused a shutdown on that span. >> this was scary. police say the man tapped on the back of a speed camera vehicle with a gun. the contractor inside started honking his horn. he was nervous. the man walked to the front of the jeep, struck the windshield with a hammer. started yelling incoherently then walked into the woods. police shut down the parkway trying to find the suspect. they couldn't. >> engineers will be examining the damage to a bakery after a car struck it overnight in wheaton, maryland. the car had to be pulled out of the wall of the building in the 11400 block of georgia avenue near the intersection with

university. the driver suffered minor injuries and no one else was hurt. no word yet from police on what caused the crash. so, how would you rate the metro system and the escalators and everything else. >> metro board will get a report card on the system this morning. most likely they won't be pleased with the findings about rail car reliability and the station escalators. surae chinn is live at the foggy bottom station with more on this. >> despite metro pouring in $150 million for escalators alone. we still have escalators. >> the of service. in metro's defense, they can't fix all 588 of them overnight. but we do have one here that is being replaced. you can see the sign that says this is part of their improvement project. well, why some riders will have to hoof it up the long escalators this morning and an update on how metro is doing doesn't look very good. the reports come out from time to time. rail car reliability has gotten
5:32 am
worse and that means trains are late or the doors aren't opening properly. also, injuries to riders have increased. the mounting problems and improvements that metro is trying to make have forced metro to lower their goals and standards. >> we're stopping here for a few minutes. the few minutes turns into like seven. >> we haven't lowered standards to make our jobs easier. we've lowered the goal because we are doing so much track work on the system. it is a short-term reflection of reality. >> well, this report will be officially presented in front of the metro board meeting later on this morning. mike? >> thank you, surae, live at the foggy bottom station. metro transit recently paid tens of millions of dollars for a new radio system for its police force and a number of its police officers say the system simply does not work. according to the union which represents the transit police officers, the main problem,
5:33 am
reception is spotty. there are some places the radios work perfectly fine. other places where officers know they can't get any reception. one metro rider voiced concern about this. >> there is a situation going on and you need back-up, you have to call your buddy and be able to reach them. you can't get in touch with them, you know, that's a real issue. >> metro transit released a statement saying whenever an officer reports a communication issue at any time day or night, technicians are dispatched to investigate and make any necessary repairs. we're also advancing projects intended to improve radio communication within the tunnel environment. a dramatic demonstration from police in prince george's county. listen. >> on its first rollover, you'll have damage on the passenger side then the roof will start collapsing. there it goes. >> with a little help from a tow truck, police demonstrated the dangers of aggressive driving at parkdale high school

by showing what can happen to a car and the people inside when it rolls over. this is part of the traffic enforcement unit's program called smooth operator. to discourage reckless driving. >> 5:34 on the nose. time for your "your money" report. >> why today's meeting at the white house is so important to you and to me. good morning. >> good morning. you tend to say the words debt ceiling and people go to sleep. but americans need to know we're facing down a potential nightmare. let's think of this as debt ma geddon. like a lot of families nowadays, our nation's leaders are fighting about how to pay the bills. think of the problem like a credit card that the nation has maxed out. the federal government can charge $14.3 trillion and then we're cut off. time is ticking down to an august 2nd deadline for congress to increase the amount of money it can borrow or
5:35 am
default on its financial obligations. >> we need to come together over the next two weeks to reach a deal that reduces the deficit and upholds the full faith and credit of the united states government. and the credit of the american people. >> if a solution is not reached by august 2nd, the consequences could be dire. the bipartisan policy center says the treasury would only have enough noun pay about half of its bills. some federal employees could get ious instead of paychecks, potentially including the military. but even more fallout would come from a historic default which would slash our credit rating with some to junk status. like missing a payment on a credit card, interest rates on national debts would soar and so would your rates. for nearly every other kind of loan. mortgages, credit cards and consumer and business loans. across the board shock in borrowing rates would cascade through the auto and housing
5:36 am
industries and could send them back into a full recession. without the availability of loans, consumers might be unlikely to buy cars or homes or pretty much anything but the bear necessities. with spending drying up, companies could have no other choice but to start laying off workers all over again. a downward spiral that could plunge the economy back into darker times. the president has asked congressional leaders from both parties to come to the white house today for another round of talks to move toward a final agreement on the debt ceiling but very significant consequences if they do not reach agreement. >> that means your credit card, you're trying to buy a car, you want any kind of loan for a home. >> that's right. as the economy tries to sputter back into growth mode, small businesses are so important with that. a credit crunch means they wouldn't be getting access to capital. they couldn't move forward. consumers not spending. it could be a very significant downdraft. >> we're looking at this in the microversion in minnesota where
5:37 am
they had to shut down parks and whatever and still haven't reached an agreement on their debt. >> absolutely. just here in the washington area, you start talking about ious instead of paychecks for federal workers, that's 3/4 of our population somehow affected by the federal government. it would be massively detrimental to this local economy. >> the place that normally is considered -- we talk about we're in the bubble -- >> we're recession proof. >> not when that happens. >> it would be ground zero. >> thank you, jessica. she'll have more because it still has that ripple effect. hundreds of local commuters could soon losing the parking spaces they've been relying on. >> prince william and wife catherine take a break after their latest stop on the north american tour. here is your united airlines travel cast. right now at dulles international, temperatures 72 degrees. we're seeing some fog out there. winds are out of the south at 6 miles per hour. visibility is around 4 miles.
5:38 am
