>> phone was off. we knew for sure somethings wawrong. >> reporter: he had a frantic friday wondering what had happened to his brother who had borrowed his motorcycle. >> we called my brother's cell phone but local police stations and every hospital within a 100- mile radius. >> reporter: he worried his brother was in a ditch somewhere. that somewhere was within 50 feet of a business intersection. >> while he wasn't lifting his leg he was reaching for his phone which was just out of reach. >> reporter: he had wrecked thursday and was unconscious most of the night. when justin woke up he realized he couldn't move. he could see his cell phone but it wasn't within reach. he was able to grab a stick and little by little move that cell phone toward him. the phone had lost its battery. fortunately justin could see that too and used the stick again. finally 22 hours after he wrecked he was able to call his

brother. >> and he said bad news. i wrecked the bike. >> reporter: tony had told justin to hang up and call 911. so dispatchers could then figure out where he was through his cell phone signal, which they did. >> we were shouting for his name, shouting his name out. searching with flashlights. >> reporter: the volunteer fire chief was in charge of the team that included a dozen first responders. >> the patient was laying in the gullly right there. >> reporter: justin's back was broken and ribs and ankle and wrist. he had a collapsed lung and internal bleeding. his brother says he is blessed and lucky. >> how close did he come to being paralyzed? >> 2 millimetres. >> reporter: justin was medevaced to a fairfax hospital where he remains. at independent hill in prince william county, peggy fox, wusa 9 news. >> and justin is expected to be in the hospital for 10 more days. we are following a developing story tonight. a critical arrest in an arson

case. 26-year-old maurice dews is charged with arson in dc and is suspected of many areas. we go live to where the arrest was announced. andrea mccarren has the story. >> reporter: in a late afternoon news conference we learned dews claimed to be a volunteer firefighter. he was also spotted at several fire scenes taking photographs, shooting videotape, and according to the investigation, he even called 911 to report fires at least nine times since 2007. >> mayday. >> reporter: the devastating fire in april that injured five dc firefighters prompted arson investigators to solve a case that haunted them. someone was setting fires in dc and after today's break through arrest investigators couldn't hide their satisfaction. >> i think everybody was more than pleased, to say the least, and it is certainly going to be a good feeling to notify the firefighters and their families that were injured in that fire.

>> when one individual for sports decides to start burning places to get a reaction, it is a good reaction by law enforcement to put handcuffs on him. >> reporter: the handcuffs went on 26-year-old dews of northeast washington, charged with setting three fires in dc but is under investigation for several more. >> i can say with regard to the scope of the investigation, it is extended outside of the district of columbia to communities surrounding the district of columbia. >> reporter: five firefighters were injured in that devastating april fire. a sixth was injured in another fire for which dews is charged. and after that april fire federal and local investigators formed an arson task force to focus on solving this case. and tonight it appears their efforts paid off. we are live in northwest washington, andrea mccarren, 9news now. >> thank you. democrats and republicans still do not see eye-to-eye on a debt limit deal. president obama calling today's

meeting constructive nothing is decided. both signs are showing signs they are open to giving ground on key issues that have long been sticking points. the white house says it will discuss changes in social security and medicare spending. republicans are leaning toward tax code changes. >> everything's on the table except raising taxes on americans. >> we are not going to balance the budget on the backs of american seniors, women and people with disabilities. >> a debt limit deal needs to be reached by july 22nd to get it through congress in time. we are hearing more from metro tonight about safety concerns from its officers who complain of radios that don't work. delia gonclaves is live to tell us how metro plans to fix the problem. delia? >> reporter: lesli, i can tell you that reportedly this plaza is one of several stations where the police radios are having major problems with signals that they can't get once they are inside the tunnel. this area was also the scene of

a major brawl that happened last summer. the police union says this indeed is a major safety issue. officers report at a number of spots inside stations including metro stare and annacostia their radios lose signals completely forcing officers to avoid the area entirely for fear they may be forced to call for backup and those radios won't work. >> when our police officers identify an issue in a specific location with radio reception we have our technicians go out and try to address it. some things we can address right away, some things take a little bit longer and may have to put an additional antenna there but we are addressing those issues. >> reporter: and that was just about it. we couldn't get a hole lot more detail from the general manager but he did tell us these radio signals work a whole lot like our cell phone signals when you are in those tunnels you simply don't get a signal sometimes. no time line as to when these communication problems are

going to get fixed. lesli? >> let's hope they get fixed very soon. delia, thanks so much. the transit agency gave us a look into its future today. it unveiled what is a new series of cars. the cloth covered chairs replaced by vinyl ones. the worn out carpet is gone. nonslip flooring is in. clear privacy shields at priority seats. topper is here now with a first check of the forecast and you've got some storms you're tracking? >> we do. around town pretty quiet. if you're headed to the nats game you will be already. couple of storms north and northeast of town. around the beltway we are fine. one storm just to the east of frederick. one storm approaching hagerstown and one storm the source of some severe thunderstorm warnings early

into hampshire county and mineral county, west virginia. this storm around frederick is pretty hefty. just kind of parallelling i-70 headed towards winfield. heavy rainfall. no hail with these storms just yet but there is a pretty heavy storm up i-81 and this is moving off to the east. around hedgesville right now. this is a pretty good rainfall. 1 to 2 inches per hour around 9 p.m. and headed just to the south of williamsport. we will come back and track the rest of the storm for you. a cold front on the map as well. we will tell you when a flash flood watch goes into effect as well. next wednesday casey anthony will walk out of the florida jail she has called home for nearly three years. today a judge sentenced the 25- year-old to four years for lying to investigators after her daughter went missing in 2008. the time she has already served coupled with good behavior means she will be released in six days. anthony will also have to pay a $4000 fine. on tuesday a jury acquitted her

of first-degree murder in the death of her daughter caylee. new tonight, bullying now the top safety concern among students in virginia public schools. according to a state wide survey, being bullied is a student's biggest worry from kindergarten all the way to 12th grade. the actions most associated with bullies are harassment, assault and threats. still ahead, a bombshell accusation about president obama's father. the decision that he reportedly almost made nearly 50 years ago that could have changed the fabric of america we know today. and next, allegations of campaign corruption now have a dc politician being investigated by the city's top attorney.

the chair of the ethics board says he believes there was criminal activity in the 2008 campaign of district of columbia chairman kwame brown. the dc board of elections referred the allegations to the u.s. attorney's criminal office for investigation. accusing brown appeared his election committee of failing to report more than $100,000 in campaign contributions. we have got a car fire on the beltway. is this tying up traffic? >> it is, lesli. i just got word about this car fire. let's take a look at the beltway. i tried to find the closest shot. if you look out into the distance here you see some smoke there. the car fire is fully engulfed in flames on the outer loop of the beltway at i-95 in college park and i'm hearing from authorities that all lanes are blocked there. so that's going to be the north and westbound side of the beltway. i'll keep you posted on that situation. here is what it looks like on the other side. this is the inner loop and obviously that is going to

b. d . d . stormy weather might derail what is supposed to be tomorrow's last shuttle launch and here is a live look at the shuttle atlantis right now. nasa officials say they are

trying for an on-time launch tomorrow morning and that is despite a 70% chance that bad weather might get in the way. our kristin fisher is live at cape canaveral for this historic mission and kristin also happens to be the daughter of two astronauts. we saw some little cute bundle being put in a little space suit earlier today. so tomorrow's launch is really sort of a family affair for you, kristin? >> reporter: absolutely, lesli. both of my parents wanted to be astronauts pretty much from the time that they were born. in fact, get this, my dad actually applied to nasa when he was just 12 years old. they sent him a kind rejection later. nearly 30 years later he flew on his last space flight. my mom was in the first class of women selected to be astronauts back in 1978 and she was in the running to be the first woman in space until she got pregnant with me. now at least i'm happy to say that she became the first

mother in space so i didn't totally rob her of any of those titles. but absolutely. growing up in a household where both your parents are astronauts i watched every single shuttle launch growing up. they woke me up in the middle of the night to make sure he didn't -- make sure i didn't miss it. hopefully i can watch the final shuttle take off tomorrow morning. >> how are your parents feeling with less than 24 hours, we hope, until this last space shuttle launch? >> reporter: you know, it is really a mixed bag of emotions. my mom and dad, they are both very proud of all that the program has accomplished. the international space station. partnership with the russians. all those spin-off technologies. but there is also a very sad element to this. the fact that it really is the end of an era and the fact that we do not have -- the u.s. does not have a vehicle ready right now to replace the space

shuttle. there will be a very large gap in which we will have to use the russians to get american astronauts up to their own space stations. so not to mention the fact that just here alone 9000 people have lost their jobs because of the ends of this program. so a lot of emotions here today and certainly tomorrow during the lunch. >> kristin, thank you for sharing your stories with all of us and for all of the viewers who watch you as well. and we hope that tomorrow we will be able to get a shot of that historic takeoff. >> hope so. it is awesome. it is cool. apollo. i'm dating myself. radar down there. there are some showers and thunderstorms down there right now and that's going to kind of be the problem tomorrow. getting hammered inland just to the west of orlando. but even around the cape they are getting some showers pretty close to them and that's going to be a problem tomorrow. we will keep you posted and, again, we have our fingers cross. all right. just have a brand-new warning

out. severe thunderstorm warning. baltimore city. until 7 p.m. getting hammered in baltimore. storms are few and far between but those that develop are heavy or severe. we talked about that yesterday. and this is a pretty big storm. it was a pretty big storm just to the south and it will roll across 97 and eventually in this area. keep that in mind traveling between 97 back toward 50. we will go farther north. this is a storm we showed you earlier and mt. arie. pretty good storm. sugar low. rainfall rates 1 inch an hour in that particular storm. we still have the storm that is back in the mountains and that storm also will produce some heavy rains headed towards winchester at this hour. now in the next hour where will they go? this is going to move

essentially down 270, approaching frederick. this will move across the bay. monster storm. it will become a marine warning for the northern bay. hail and heavy rain. the storm is back at the northwest. diminishing a little bit in intensity. 94 right now downtown. 90 in manassas. 93 in leesburg. plenty hot. should stay dry for the nats game. cold front sinks south. muggy with storms tonight. more storms tomorrow. flash flood watch goes into effect tomorrow. hot and less humid over the weekend. so for tonight mostly cloudy and muggy. showers and thunderstorms. lows 68 to about 74. now, the next seven days. cooler tomorrow because of cloud cover. maybe a left over shower on saturday but not a bad day. 89. 90 on sunday. more showers and thunderstorms. some of those could be rather hefty as well. but at least we will actually exchange air masses for a change. >> speaking of exchange.

brett haber. the best sports in town. be very quiet. the eagles want albert haynesworth. apparently they don't know what a loafer he is on the field. mike shanahan is being a bit stubborn. is it okay to speak louder? shanahan is sticking to his guns that he wants a second round pick in exchange for albert haynesworth in a trade and nobody including the eagles appears willing to give that in return. the report also says that shanahan refuses to cut big al because that would be throwing away $32 million and giving albert what he wants. i would say don't chase bad money. of course, none of this matters if they can't solve the lockout. depending upon which website you read they are either hours away from solving the thing or not close at all to solving it. more than another week on preseason games will start getting canceled. it was tweeted last night that davey johnson was having a
